General Project Information and Narrative

Dear Ms. Bethurem Harras:
Submitted herewith is the General Project Information and Design Narrative for the above noted project.
SITE INFORMATION
· The project is QuikTrip #4248 at the NE corner of Prospect Road & Frontage Road West of I-25
in Fort Collins, CO.
· A CDR follow up meeting was held September 14, 2022 between the Client (QuikTrip), Engineer
(Lamp Rynearson) and City Staff.
· The project is located at the Northeast corner of Prospect Road and Frontage Road west of Interstate
25 in Fort Collins, Coloardo. The project is located within the Overall Development Plan (ODP),
Gateway at Prospect. The site plan is 1.48 acres with an additional 0.69 acre Outlot A detention
pond. The site is being platted within a larger Tract of a previous submitted ODP (Gateway at
Prospect) and the remnant tract is 15.48 acres. The existing zoning is G-C and will remain the
same. The proposed building is a single-story convenience store of 5312 sf. The existing site is
undeveloped farmland.
· QuikTrip Corporation is the proposed owner and developer of the project.
· Fort Collins/I-25 Interchange Corner, LLC is the existing owner of the site.
DESIGN NARRATIVE
· QuikTrip Corporation is proposing a new Convenience Store and fuel station. The Convenience
Store includes a full-service kitchen. As this development is likely to generate pedestrian activity,
a pedestrian oriented outdoor patio is proposed adjacent to its sidewalk connection to the adjacent
Right-of-Way. The Convenience store will also have a 16 fueling stations covered by a canopy.
· The ODP of the site will eventually improve the existing frontage road from Prospect Road to a
proposed 5 leg roundabout 750’ north, and then eventually to the existing connection to the north.
As the QuikTrip development is the proposed first development within the ODP, an interim
Frontage Road Improvement plan is proposed that incorporates the future profile of the Frontage
Road and right turn lane. As approved by Fort Collins staff, the proposed entrance to the QuikTrip
development will remain full access until the roundabout is constructed with the ODP. The
connection to Prospect Road is a future City of Fort Collins project and the proposed plans show
an interim connection to Prospect Road as well.
· The proposed site design places the building as close as it can be to the Frontage Road to the west
and Private Drive to the north. Vehicles will access the convenience store and fueling stations off
the private drive north of the building with circulation around the fueling station and the parking
lot in front of the building. A sidewalk connects the pedestrian gathering space adjacent to the
building to the public Right-of-Way. The site has no wetlands or floodplain areas. The outlot to
the south of the site will serve the site for detention with proposed rain gardens treating the parking
lot and offsite paving. An oil/sand separator will treat the pavement area adjacent to the fueling
stations.
· The site has no wetlands, floodplain or natural areas adjacent to it. The surrounding tracts will be
the same zoning and will be buffered appropriately per the Land Use code.
· The architectural design for QuikTrip shall follow the Fort Collins Building Standards including
the I-25 Corridor Overlay Standards and Prospect Road Streetscape Program. The proposed
material board and elevations are provided for further detail but shall include a primary façade of
dark brick or similar masonry, with metallic silver and red elements to delineate entries and provide
both horizontal and vertical articulation. The building and canopy elevations are broken up by
various elements such as columns, pilasters, entrances, horizontal variation, and vertical breaks.
None of these elements are 100’ apart. The building elevations feature windows, doors, awnings,
cornices, and color/material changes to meet the blank wall limits. The building elevations feature
four primary public entrances – two on the south facing façade, and one each on the east and west
facing facades. The entrances feature canopies, columns, and glass windows either on the sides of
the doors or above the canopy to emphasize the entry points. The building and canopy use a
majority of Primary Materials, including brick, EIFS, and metal, and some Secondary Materials
such as glass and aluminum. The building elevations shows that QuikTrip uses 4-sided design with
architectural elements on all sides of the building, to make sure that any side visible from the street
has a high level of trim, detail, and ornamentation.
Overall, this is a plat within the ODP, Gateway at Prospect, to plat a lot for a 5312 sf Convenience Store
and fueling station. The plat includes an outlot for a detention pond and the remnant tract from the ODP.
The site plan will be designed per the Fort Collins Land Use Code and include appropriate LID for treatment
of the onsite parking lot, offsite road and fueling station area. Offsite improvements for the site include the
interim Frontage Road improvements and the ODP utility infrastructure improvements for sanitary, storm
and water to serve this site. Architecture for the building shall follow City of Fort Collins standards and
the overlay regulations for the area including the I-25 Corridor Overlay and Prospect Road Streetscape
Program.
The QuikTrip team is excited to add a location in Fort Collins to serve the community and contribute to the
economic vitality of the City.
