1.0 EXECUTIVE SUMMARY
The Sam's Club located south of Harmony Road on the northeast corner of the Oak. Ridge Drive
and Boardwalk. Drive intersection in Fort Collins, Colorado is proposing an expansion of their
existing site. The project is anticipated to include an increase in overall gross leasable area of
approximately 30,000 square feet from 99,810 square feet to 130,383 square feet. It is expected
that expansion of the existing site would be completed in late 2004. Analysis was therefore
completed for the 2005 short term horizon as well as the 2020 long-term horizon as requested by
the City of Fort Collins.
The purpose of this study is to provide an update given that this project is an expansion.
Specifically, this study identifies traffic generation characteristics, identifies potential traffic
related impacts on the local. street system, and develops mitigation measures required for
identified impacts. The City of Fort Collins identified two key intersections for evaluation in
this study. These include the intersections of Boardwalk Drive with both Harmony Road and
Oak Ridge Drive. In addition; both access locations along Boardwalk Drive and the access
along Oak Ridge Drive were evaluated to provide an overall site analysis.
Interstate 25 (I-25) and State Highway 287 (SH-287) will continue to provide regional access to
rthe project development. Boardwalk Drive will provide primary access to the site. Direct access
to the project is currently provided from two full movement driveways along Boardwalk. Drive
and a full movement driveway along Oak. Ridge Drive, to be relocated approximately 50 feet
west of the existing access, approximately 120 feet from the intersection of Oak Ridge Drive and
Boardwalk Drive.
The expansion of the existing Sams Club is expected to generate approximately 116 PM peak
hour and 197 Saturday peak hour of the generator driveway vehicle trips. Distribution of site
traffic on the street system was based on the area street system characteristics, existing traffic
patterns, anticipated surrounding development areas, and the existing access system for the

project. Assignment of the project traffic was based upon the trip generation described
previously and the distribution developed.
Based on the analysis presented in this report, Kimley-Horn believes the proposed Sams Club
expansion will be successfully incorporated into the roadway network. The proposed project
development and expected traffic volumes resulted in the following recommendations:.
• Improvements required to the intersection of Harmony Road with Boardwalk Drive to
meet acceptable level of service in the long term horizon of 2020 would include
additional through lane capacity on Harmony Road and dual left turn lanes on the
northbound and southbound approaches to the intersection. It is recommended that
volumes at this intersection be monitored to determine the timing of intersection
improvements that may be warranted. It is important to recognize that these
improvements were found to be required with only the growth expected for background
traffic and without the addition of expansion project traffic.
• An improvement to the. Harmony Road/Boardwalk Drive intersection in the short term
may include striping improvements to designate side -by -side left turns along Boardwalk
Drive between Harmony Road and the north project driveway. It is believed that
sufficient right of way exists along Boardwalk Drive for this improvement. This
modification will increase the storage capacity for the northbound to westbound left
turning vehicles at the intersection of Harmony Road with Boardwalk Drive and the
southbound to eastbound left turning vehicles at the- north access driveway along
Boardwalk Drive.
• It is recommended that signs be. installed at the driveway intersection location so that a
potential northbound queue of vehicles does not block the intersection of the north
access driveway along Boardwalk Drive.

the Civil Drawings, and conform to City of Fort Collins standards, as well as the Manual

2.0 INTRODUCTION
Kimley-Horn and Associates, Inc. (Kimley-Horn) has prepared this report to document the
results of a Traffic Impact Study of future traffic conditions associated with the proposed
expansion of the existing Sam's Club located south of Harmony Road on the northeast corner of
the Oak Ridge Drive and Boardwalk Drive intersection in Fort Collins, Colorado. The vicinity
map illustrating the project location is shown in Figure 1.
The purpose of this study is to provide an update given that this project is an expansion.
Specifically, this study identifies traffic generation characteristics, identifies potential traffic
related impacts on the local street system, and develops mitigation measures required for
identified impacts. The City of Fort Collins has identified two off -site. key intersections for
evaluation in this study. These include the intersections of Boardwalk Drive with both
Harmony Road and Oak Ridge Drive. In addition, the project access locations have been
studied as requested.. Both access locations along Boardwalk Drive and the access along Oak.
Ridge Drive were evaluated to provide an overall site analysis. The specifics pertaining to the
requirements of this traffic .study are provided on the Transportation Impact Study Base
Assumptions Form provided in Appendix A.
The project is anticipated to include an increase in overall gross leasable area of approximately
30,000 square feet from 09,810 square feet to 130,383 square feet. The expansion is expected to
be completed in late 2004. Therefore, analysis has been completed for the 2005 short term
horizon as well as the 2020 long-term horizon, per City of Fort Collins requirements. The
current site plan illustrating development uses and proposed access locations. is shown in
Appendix B.

3.0 EXISTING AND FUTURE CONDITIONS
3.1 Existing and Future Roadway Network
The project location is along the east side of Boardwalk Drive between Harmony Road and Oak
Ridge Drive. Harmony Road carries two through lanes in each direction. Adjacent to the
project site, this roadway has a 45-mile per hour speed limit and a grass median. The existing
intersection with Boardwalk Drive is signalized. Boardwalk Drive carries a single through lane
in each direction adjacent to the project site. The speed limit along this street is 30 miles per
hour. The existing intersection of Boardwalk Drive with Oak Ridge Drive is two-way stop
controlled along Oak Ridge Drive. Oak Ridge Drive carries one through lane in each direction.
Access is currently provided via two full movement driveways along Boardwalk Drive and a
full movement driveway along Oak Ridge Drive. Future access is expected to remain the same,
except the full movement access along Oak Ridge Drive is proposed to be relocated
approximately 50 feet west of the existing access to accommodate the proposed building
expansion. This would place this driveway location at approximately 120 feet from the
intersection of Oak Ridge Drive and Boardwalk Drive. The existing laneage and control at the
intersections is shown in Figure 2.
3.2 Existing Traffic Volumes
Existing peak hour turning movement counts were conducted at the existing study intersections
of Boardwalk Drive with Harmony Road and Oak Ridge Drive along with the existing
northernmost access along Boardwalk Drive on Tuesday, June 3, 2003; and Saturday, June 7,
2003. These counts were conducted during the weekday PM peak hour of adjacent street traffic
and Saturday peak hour of the generator in 15-minute intervals from 4:00 PM to 6;00 PM on
Tuesday and 1:00 PM to 3:00 PM on Saturday. These volumes are shown in Figure 3 with the
count sheets provided in Appendix C. A recent parking study conducted by Wal-Mart stores
nationwide found the maximum parking requirements on Saturdays occurred at approximately
2:00 PM. Therefore, counts were conducted between 1:00 PM and 3:00 PM to best capture
arrivals and departures during the peak hour of the generator on Saturday.

3.3 Unspecified Development Traffic Growth
The 2005 and 2020 background traffic volumes were obtained by growing the existing 2003
peak hour turning movement counts by a historic 2% annual growth rate. This growth rate was
provided by the City of Fort Collins and reflects future growth projections in the project
vicinity. Project PM peak hour traffic from the Bank One Traffic Impact Study completed by
Eugene G. Coppola, P.E. in May 2001 were also added to these traffic volumes as this
development is expected to be completed prior to 2005 to obtain background traffic volumes at
the key intersections. Since this study did not include Saturday afternoon peak hour traffic
volumes, only the PM peak hour volumes were added. It could be assumed that this bank
would not be open on Saturday afternoons between 1:00 PM and 3:00 PM. The 2005
background traffic estimates are shown in Figure 4. The 2020 background traffic estimates are
shown in Figure 5.

4.0 PROJECT TRAFFIC CHARACTERISTICS
4.1 Trip Generation
Site -generated traffic estimates are determined through a process known as trip generation.
Rates and equations are applied to the proposed land use to estimate traffic generated by the
development during a specific time interval. The acknowledged source for trip generation rates
is the current edition of the Trip Generation Report' published by the Institute of Transportation
Engineers (ITE). ITE has established trip rates in nationwide studies of similar land uses. For
this study, Kimley-Horn used the ITE Trip Generation Report average rate equations that apply
to Discount Club (861) for traffic associated with the development.
The expansion of the Sams Club is expected to generate an additional 116 PM peak hour and
197 Saturday peak hour of the generator driveway vehicle trips. Table .1 surrunarizes the
estimated driveway -traffic generation for the existing development, the proposed development,
and the net new driveway vehicle trips resulting from the expansion. The trip generation
worksheets are included in Appendix D. These calculations illustrate the average rates used,
directional distribution of trips, and number of daily trips.

4.2 Trip Distribution and Assignment
The area street system characteristics, existing traffic patterns, future development in the area,
and the existing access system for the project were used to determine the distribution of site
generated traffic. The directional distribution of traffic is a means to quantify the percentage of

e site .from a given direction and departs the site in the
site -generated traffic that approaches th
same direction. Kimley-Horn developed trip distribution estimates based on the above factors.
Figure 6 illustrates the expected project trip distribution.
Traffic assignment was obtained by applying the distribution to the estimated traffic generation.
The traffic assignment is shown in Figure 7.
4.3 Total Background Plus Project Traffic
Site traffic volumes were added to the background volumes to represent estimated traffic
conditions for the short term 2005 and long term 2020 horizons. These total traffic volumes are
illustrated for the 2005 and 2020 horizons in Figures 8 and 9, respectively.

Kimley-Hom s analysis of traffic operations in the site vicinity was conducted to determine
potential capacity deficiencies in the 2005 and 2020 development horizons at the identified key

Study area intersections were analyzed based on average total delay analysis for signalized and
unsignalized intersections. Under the unsignalized analysis, the level of service (LOS) for a
two-way stop controlled intersection is determined by the computed or measured control delay
and is defined for each minor movement. Level of service for a two-way stop -controlled
intersection is not defined for the intersection as a whole. Levels of service for signalized and

Bank One on the southwest corner of the Harmony Road/ Boardwalk Drive intersection; the
eastbound approach will be reconstructed providing a separate eastbound left and shared
through/right lane. With this improvement, all movements are expected to operate with
acceptable level of service in 2005 with the exception of the westbound and eastbound left turns
onto Boardwalk Drive. In 2020, the level of service. is expected to continue to worsen based
upon expected traffic growth and left turn movements from Boardwalk Drive, with and

without the addition of project traffic. However, this level of service is currently
ex erienced. Left turning vehicles are relatively small from both driveway approaches
to
Boardwalk Drive (45 eastbound left and 23 westbound left during the PM peak hour). These
volum
es would not be expected to cause significant traffic problems to the surrounding street
network by re -diverting. Table 4 illustrates the level of service capacity results at this
intersection.

5.2 Storage Bay Length and Geometric Requirements
Left turn storage bay requirements were determined for the northbound left at the intersection
of Harmony Road and Boardwalk Drive and the southbound left at the northern access
driveway along Boardwalk, Drive. It is believed that sufficient right of way exists along
le
Boardwalk Drive to stripe side -by -side left turn lanes of a single southbound and a sing
northbound lane between the northern Boardwalk Drive access driveway and the intersection
of Boardwalk Drive along Harmony Road fora short term solution. The Poisson method of
uniform arrival based upon a 95thpercentile of exceedance was used to estimate the storage
requirements for this signalized intersection based upon a is
120 second cycle length. Using th
d. roximately 550 feet of storage will be required in 2005 with the addition of

project. traffic, with 400 feet of storage available. However, these storage demands are expected
to be overstated based upon the protective -permissive signal phasing of the left turn movement;
with the respect of the relatively light opposing through volume. For the unsignalized
driveway storage length analysis, the AASHTO method of uniform arrival and a two minute
it time was used. Using this procedure it is expected that 400 feet of storage will be required
wait
for traffic entering the northern access driveway. it would be recommended that signs be
inst
alled at the driveway intersection location so that a potential queue of vehicles would not
block this' intersection.

6.0 CONCLUSIONS AND RECOMMENDATIONS
Based on the analysis presented in this report, Kin -ley -Horn believes the proposed Sams Club
expansion will be successfully incorporated into the roadway network. The proposed project
development and expected traffic volumes resulted in the following recommendations:
• Improvements required to the intersection of Harmony Road with Boardwalk Drive to
meet acceptable level of service in the long term horizon of 2020 would include
additional through lane capacity on Harmony Road and dual left turn lanes on the
northbound and southbound approaches to the intersection. It is recommended that
volumes at this intersection be monitored to determine the timing of intersection
improvements that may be warranted. It is important to recognize that these
improvements were found to be required with only the growth expected for background
traffic and without the addition of expansion project traffic.
• An improvement to the Harmony .Road/Boardwalk Drive intersection in the short term
may include striping improvements to designate side -by -side left turns along Boardwalk
Drive between Harmony Road and the north project driveway. It is believed that
sufficient right of way exists along Boardwalk Drive for this 'improvement. This
modification will increase the storage capacity for the northbound to westbound left
turning vehicles at the intersection of Harmony Road with Boardwalk Drive and the
southbound to eastbound left turning vehicles at the north access driveway along
Boardwalk Drive.
• It is recommended that signs be installed at the driveway intersection location so that a
potential northbound queue of vehicles does not block the intersection of the north
access driveway along Boardwalk Drive.
