The following comments apply to the plat: A. The street name "Rampart" cannot be used as this would duplicate an existing street. (It is suggested that the P.U.D. name also be changed.) B. Note No. 1 on Sheet 2 of 2 refers to '`Lots 10-36" yet there are only 26 lots. C. Tract "A" should not include Lemay Avenue right-of-way. D. Please include the square footage of Tract "A". E. Please describe the outer boundary measurements. F. Is Lemay Avenue dedicated through this plat? If so, show the reception number of the dedication. If it is not so dedicated, show the dedication on this plat. G. Please label the dashed line parallel to Lemay Avenue. H. Why is the front lot utility easement also called an "access" easement? Does the sidewalk meander outside the right-of-way? I. The plat does not indicate the sidewalk connecting the cul-de-sac to Lemay Avenue. With the inclusion of this walk, Tract "A" should also be an "access" easement. 2. U.S. West cautions that review of these plans should not be construed as a commitment that telephone facilities sufficient to serve this project are presently available. Telephone facilities generally occupy rear lot .utility easements which must be located on terrain which permits trenching operations. 281 North College Avenue • P.O. Please add the following note to the P.U.D.: "Developer shall ensure that the landscape plan is coordinated with the plans done by other consultants so that the proposed grading, storm drainage, or other construction does not conflict nor preclude installation and maintenance of landscape elements on this plan." 4. The landscape plan should contain a general note calling for the review and approval by the City of Fort Collins of any required landscape irrigation system, prior to the issuance of a building permit. The landscape plan shall include the total area (in square feet) for each landscape category. Landscape categories are distinguished by their water requirements and intended maintenance level.. Examples of possible categories include, but are not limited to high water turf grass, low water turf grass, low water planting beds, moderate water planting beds, and non -plant areas. 6. Please add a note to the P.U.D. stating that: "All landscaping shall be installed or secured with an irrevocable letter of credit, performance bond, escrow account or other financial instrument acceptable to the City, for 125% of the valuation of the landscaping (materials and labor), prior to the issuance of the first certificate of occupancy. 7. Staff is supportive of installing a landscape island in the cul-de-sac. We have heard, however, that the South Fort Collins Sanitation District is concerned about the location of the sewer line and the manholes necessary to serve the line. We have heard that there are concerns about the number of manholes and obtaining the necessary compaction.. Enclosed please find an illustration of a possible solution where the manhole is part of the edge of the cul-de-sac island. Staff is willing to participate in discussions with the District to explore ideas about mitigating the large expanse of asphalt surface in our cul- de-sacs. This concludes Staff comments at this time; Please note the following deadlines for the January 22, 1996 Planning and Zoning Board meeting: ' Plan revisions are due January 3, 1.996 P.M.T.'s, 10 prints, renderings are due January 16, 1996.
