Comment Number: 4 03/14/2023: SUBMITTAL: All plans should be saved as optimized/flattened PDFs to reduce file size and remove layers. Per the Electronic Submittal Requirements AutoCAD SHX attributes need to be removed from the PDF’s. AutoCAD turns drawing text into comments that appear in the PDF plan set, and these must be removed prior to submittal as they can cause issues with the PDF file. The default setting is "1" ("on") in AutoCAD. To change the setting and remove this feature, type "EPDFSHX" (version 2016.1) or “PDFSHX (version 2017 and newer) in the command line and enter "0". Comment Number: 9 03/14/2023: INFORMATION: LUC 2.211 Lapse, Term of Vested Right: Within a maximum of three (3) years following the approval of a final plan or other site-specific development plan, the applicant must undertake, install and complete all engineering improvements (water, sewer, streets, curb, gutter, streetlights, fire hydrants and storm drainage) in accordance with city codes, rules and regulations. The period of time shall constitute the "term of the vested property right." Failure to undertake and complete such engineering improvements within the term of the vested property right shall cause a forfeiture of the vested property right and shall require resubmission of all materials and reapproval of the same to be processed as required by this Code. With the next round, please submit a deed of dedication, legal description, and sketch for the easement along the eastern service drive. Please contact me if you need the deed template and the detailed instructions for the easement dedication process. There is a review fee of $725 per easement, and when it comes time to record the easement, there will be an additional fee for the Larimer County Clerk and Recorder. No additional emergency access is required. Comment Number: 2 03/05/2023: FOR FINAL APPROVAL: Stop signs should be placed at the exits to the parking lot on the south side of the site to assign right of way for main drive isle and alley. The ADA parking spot in the east alley will also need an ADA sign placed in front of that space. OLSSON COMMENT RESPONSE: Stop signs are no longer needed as the main drive aisle has been removed. OLSSON COMMENT RESPONSE: All redlines and comments have been addressed. Topic: Fees Comment Number: 6 03/10/2023: INFORMATION: The City Manager’s development review fee schedule under City Code 7.5-2 was updated to include fees for Erosion Control and Stormwater Inspections. As of January 1st, 2021, these fees will be collected on all projects for such inspections. The Erosion Control Inspection Fee is based on; the number of lots, the total site disturbance, the estimated number of years the project will be active. Based on the proposed site construction associated with this project we are assuming 1 lot with a building permit, 2.19 acres of disturbance, 2 years from demo through build out of construction and an additional 3 years till full vegetative stabilization due to seeding. Which results in an Erosion Control Fee estimate of $1,974.06 The Stormwater Quality Inspection Fee is based on the number of LI D/Water Quality features that are designed for on this project. Based on the plans we identified 2 underground treatment systems which results in an estimate of the Stormwater LID/WQ Inspection Fee of $830.00. Please note that as the plans and any subsequent review modifications of the above-mentioned values change these fees may need to be modified. I have provided a copy of the spreadsheet used to arrive at these estimates for your review. The fees will need to be paid prior to the issua nce of a building permit. Department: Stormwater Engineering Contact: Wes Lamarque, 970-416-2418, wlamarque@fcgov.com Topic: General 6 Comment Number: 1 03/10/2023: FOR APPROVAL: Please include all needed Stormtech details in the Utility Plan set. This needs to include the manifold system as well. OLSSON COMMENT RESPONSE: All Stormtech details have been added to the plan set. Comment Number: 2 03/10/2023: FOR APPROVAL: Discussions need to take place on dog waste maintenance and what is being planned for cleanup. Primary waste areas can not drain into the s torm sewer system until cleaning is performed. Is there a proposed method? The City suggests an area that can be cleaned and rinsed into the sanitary sewer system. Since the area is outside, a weather proof system would need to be proposed. This could include a sewer cleanout (intake) that is capped to prevent storm drainage from entering. The cap could then be removed during cleaning periods. OLSSON COMMENT RESPONSE: There is not a practical location for a sanitary sewer system to be placed on-site to collect dog waste so sanitary extensions will not be added. Per conversations with city, 100 -200 dogs will be on site per day. Dogs will be allowed throughout the entire site which will allow for diluted flow. The site will be flushed daily to keep odor off the turf and allow the turf to cool. Lastly, solid waste will be removed by the employees daily. Comment Number: 3 03/11/2023: FOR APPROVAL: A discussion is needed on the Outlet structure details for both Stormtech systems. The 4-inch underdrain typically needs to exit downstream of the weir. Also, the 2-yr release orifices needs to be placed as to not allow the water quality flows to bypass the system. OLSSON COMMENT RESPONSE: 4” underdrain needs to go upstream of weir because it controls all flows under a 100 yr event. Therefore, it cannot bypass the weir. Comment Number: 4 03/11/2023: FOR APPROVAL: Please update Utility Plan to reflect eight (8) Stormtech isolator row chambers for Basin B2 and three (3) for Basin B1. Also, please do the same for the quantity detention chambers. OLSSON COMMENT RESPONSE: Plans have been updated and are showing correct Stormtech isolator row chambers. Comment Number: 3 03/07/2023: FOR FINAL APPROVAL: Please clarify specific turf species on the Landscape Plan and the blend percentages to ensure the project water budget chart gets adequately calculated. RIPLEY DESIGN COMMENT RESPONSE: There is no Turf proposed on this site apart from Artificial turf which is included in the water budget on irrigation plans. Comment Number: 4 03/07/2023: INFORMATION ONLY: The Land Use Code does allow the use of synthetic turf in certain situations, but there are other alternatives like pea gravel or squeegee. There are pros and cons to consider from functional, environmental, and financial perspectives. To help explore the topic a study entitled 'Is Artificial Turf a Beneficial Water Conservation Tool in the West?' has been provided (file name 2022_WRA_Artificial_Turf_Report). If this is a fire lane, it shall be dedicated EAE and meet 40 ton loading requirements. If this is not to be used as a fire lane, please remove signage in this area. OLSSON COMMENT RESPONSE: Fire Lane is no longer applicable because the private drive has been removed. 11 Comment Number: 2 03/13/2023: PREMISE IDENTIFICATION: ADDRESS POSTING & WAYFINDING – IFC section 505.1.1 amendment Where possible, the naming of private drives is usually recommended to aid in wayfinding. New and existing buildings shall be provided with approved address identification. The address identification shall be legible and placed in a position that is visible from the street or road fronting the property. Address identification characters shall contrast with their background. Address numbers shall be arabic numbers or alphabetical letters. Numbers shall not be spelled out. The address numerals for any commercial or industrial buildings shall be placed at a height to be clearly visible from the street. They shall be a minimum of 8 inches in height unless distance from the street or other factors dictate larger numbers. Refer to Table 505.1.3 of the 2021 IFC as amended. The address numbers for one- and two-family dwellings shall be a minimum of 4” in height with a minimum ½” stroke and shall be posted on a contrasting background. If bronze or brass numerals are used, they shall only be posted on a black background for visibility. Monument signs may be used in lieu of address numerals on the building as approved by the fire code official. Buildings, either individually or part of a multi- building complex, that have emergency access lanes on sides other than on the addressed street side, shall have the address numbers and street name on each side that fronts the fire lane.
