Condominiums at Miramont Final P.U.D. and offers the following comments: The following comments apply to the plat: A. On the plat, please label the intended use of Tract B. B. On all tracts, please indicate who is to own and maintain the area described. C. Where it indicates that "Drainage Easement to be Vacated" please add "With This Plat." D. Continue the 15 utility easement through Tract B. E. On the eastern property line, please indicate at what point is the easement line 40 feet from the property line. 2. Enclosed is a letter from the Stormwater Utility regarding the need to finalize the design of the detention facility to be located at the northwest corner of Boardwalk and Lemay. This particular pond is the most critical component in the Oak -Cottonwood Farm Overall Drainage Plan as it drains a large area and is upstream of the Oak Ridge residential area. The design of the pond is not complete due to the need to perform proper modeling to refine the parameters of the pond. The Stormwater Utility has asked RBD Engineering to perform this modeling and to resolve any potential issues prior to the November 20, 1995 Planning and Zoning Board hearing. If issues are unresolved, then the project faces possible delay. 3. The P.U.D. site plan indicates patterned concrete in the public right-of-way. This will not be allowed. On the site plan, the handicap ramps along Highcastle Drive are shown. in the parkway landscaping rather than on the sidewalk;. Please correct. 5. The Light and Power Department will need to coordinate with the landscape architect regarding proper separation of street trees from streetlights along public streets (Boardwalk and Highcastle). Deciduous shade trees must be kept 40 feet from streetlights. Ornamental trees may be placed no closer than 15 feet of a streetlight. Please contact Janet McTague, 221-6700, for potential locations of public streetlights. 6. The Public Serve Company cautions that the gas mains will be located under the asphalt. Unless there is an agreed upon schedule for utility installation, asphalt cuts may be necessary at every service tie-in. The developer will need to coordinate closely with Public Service Company so that main lines can be installed prior to asphalt paving. 7. There are several areas where two, seven foot wide parallel parking spaces are opposite each other. The Parking Lot Development Guide requires that these spaces be eight feet wide. As you are aware, there needs to be 20 feet of unobstructed pavement at all times. The only way for parallel spaces, eight feet wide, that are opposite each other will work is when the street is 36 feet wide. The road scales at 34 feet. Otherwise, parking must be restricted to one side of the street only. If you desire to have seven wide parallel parking spaces, please provide information justifying the reduced width. 8. The common building should indicate bicycle racks: Racks should be permanently placed in concrete and not interfere with pedestrian ways or landscape materials. 9. Please add additional evergreen landscape material between Buildings R and S and the sidewalk along Highcastle Drive. This is a sensitive area due to the proximity of the structures and the common -area greenbelt on the opposite side of the street. 10. The site plan should indicate dumpster locations. Dumpsters should be screened by three solid walls matching the building's exterior. One side should be a swinging gate. Trash enclosures should be large enough to accommodate bins for recyclable materials. Keep in mind that there should be separate bins for at least paper, aluminum, glass, and plastic. (Please contact the trash haulers for detailed specifications of bin sizes and other materials that may be picked up.) This will involve a larger enclosure than found at other projects. It is suggested that the trash enclosure be designed and a schematic placed on the architectural sheet. 11. Only one entry sign will be allowed per entrance. 12. Please add the following notes to the site plan: A. All portions of the exterior walls of the first story of all buildings will be located within 150 feet of an approved fire access roadway in which emergency fire equipment can be maneuvered or the buildings will be equipped with an approved automatic fire extinguishing system. B. Refer to Utility Plans for location of all utilities and stormwater detention areas. C. The City will not be responsible for maintenance of on -site storm drainage facilities. D. Sidewalks and ramps shall conform to City standards. E. All signage shall comply with the City Sign Code. F. Bicycle parking shall be provided on a per unit basis by the homeowner, except at the common building. 13. Please add the following note to the landscape plan: A. Developer shall ensure that the landscape plan is coordinated with the plans done by other consultants so that the proposed grading, storm drainage, or other construction does not conflict nor preclude installation and maintenance of landscape elements on this plan. 14. On the architectural sheet, please provide more information regarding the roofing material. The term "high shadowline" is a vague marketing term. Staff is expecting a roofing product that is around 350 pounds per square, with a 25 to 30 year warranty. A specification sheet would be helpful. 15. On the architectural sheet, please indicate a general color range for the lap siding. This concludes Staff comments at this time. Please note the following deadlines for the November 20; 1995 Planning and Zoning Board meeting: Plan revisions are due November 1, 1995 (3 sets). P.M.T.'s, 10 prints (folded), colored renderings are due November 13, 1995.
