Re: The Hamlet at Miramont P.U.D.
Dear Ted,
This letter is to document the need to finalize the design of the detention facility to be
located at the Northwest corner of Boardwalk and Lemay. This request may have an
effect on the P&Z hearing date for the Hamlet at Miramont development project.
During conceptual and preliminary comments to the developer on this project the
Stormwater Utility had indicated that the detention facility at the comer of Lemay and
Boardwalk serving this site had to be designed at time of final submittal for this project.
The design of this pond is to be done in accordance with the regional (SWIM) drainage
model developed for this region in the report titled Oak -Cottonwood Farm Overall
Drainage Plan. This report was prepared by RBD and submitted to the City in its current
form in October 1994. In that report the modeling methodology that was used consisted
of restricting release rates to the actual capacity of the outlet pipes creating in effect
fictitious storage at the upstream end of the pipes. At that time this approximating method
of modeling drainage from the Miramont development area was considered adequate and
it was recognized by the City Stormwater Utility and the design engineers from RBD that
further refinement would be necessitated as the Miramont development area builds out.
Other refinements to the model include adding back some truncated conveyance elements
to the regional drainage model.
Since this detention pond is in effect the most critical piece left in the Oak -Cottonwood
Farm Overall Drainage Plan, this is our last chance to properly address these regional
drainage issues. Now is the time to better model the Oak -Cottonwood area in a manner
that would reflect more closely what is actually present in the field I believe that these
issues were only verbally communicated between Stormwater Utility staff, and Mr. Kevin
Gingery, senior project engineer at RBD. This letter is intended to formalize this request,
and to inform affected property owners, such as the developers of the Hamlet at Mfiramont
of the issue. We believe that failing to address these concerns could potentially delay the
date of their scheduled final P&Z hearing on this project now slated for October 20 since
the Stormwater Utility's position is that this issue should be resolved and finalized prior to
final P&Z approval for the Hamlet at Iiramont.

The City of Fort Collins Stormwater Utility would welcome the opportunity of meeting
with the developer and/or his engineer in order to discuss and set-up a plan of action that
would appropriately address our concerns.
