LaPorte Avenue Fort Collins, CO 80521 RE: Planning Objectives Freight Depot P.U.D. City of Fort Collins, Colorado Project No. 9522 Dear Planning and Zoning Board: The following planning objectives have been used in the site design of the Freight Depot P.U.D.: 1. The 1906 Burlington Northern Freight Depot will be restored for use as administrative office space for the City of Fort Collins' Stormwater Utility. The structure, adjoining freight dock and a portion of the platform have recently received local historical designation by the Landmark Preservation Commission. A 3,800 sq. ft: addition will be constructed to the east of the Freight Depot, in response to preserving the historic view corridors toward the original structure from the south and west. 2. The west half of Block 22 will be replatted into three lots: the restored Freight Depot, addition and associated staff and customer parking will be platted as Lot 2, configured to preserve pedestrian and vehicular access points to LaPorte Avenue and North Mason Street and to permanently preserve the historic view corridors; Lot 1 will provide a temporary surface parking lot for the staff and customers of the city's 281 N..College office building, until. replaced by a new 60,000 sq. ft. City Administration Facility in 5-10 years; Lot 3 will create a building site where the Colorado and Southern Passenger Depot stood at the corner of LaPorte Avenue and North Mason Street until it was demolished in 1952. 3. The future City Administration Facility is being master planned so that its footprint and massing respect the scale of the Freight Depot.. The footprint steps back to preserve the historic view corridor toward the depot from the northwest, as well as respond to the master planning of future city and/or county facilities to the southwest, west and northwest of Block 22 across North Mason Street. The height and massing of the future City Administration Facility is proposed to step up from 2 to 4 stories to the north, in respect to the scale of the Freight Depot and to allow long expanses of windows and terraces with southern exposure. 4. The building site being proposed for Lot 3 will be restricted in size, massing, height, materials and colors to allow a future building to be developed where there is historic precedence for such, and at a scale harmonious with the original Passenger Depot and the restored Freight Depot. 5. The west half of Block 22 is being master planning to provide safe and convenient pedestrian access onto the site and enhance pedestrian connections to other parts of downtown: The existing north -south alleyway behind 281 N. College is proposed to become a pedestrian walkway to link the restored Freight Depot, 281 N. College and the future City Administration Facility with downtown, while preserving limited vehicular access for building services, maintenance and fire protection. 6. The Stormwater Utility desires to demonstrate a variety of stormwater handling and water quality enhancement techniques in the site design of their facility. 7. The design team is currently working with the City of Fort Collins' Light and Power Utility on a comprehensive energy analysis for the Freight Depot restoration and addition. The results of this analysis have not been finalized; upon completion of our analysis, results and a completed Energy Conservation Worksheet will be submitted for review. 8. All land proposed as a part of this planned unit development will remain under public ownership, except that Lot 3 may be sold for private development at some time in the future.
