For your information, attached is a copy of the Staff's comments
concerning The Hamlet at Miramont P.U.D., presented before the
Conceptual Review Team on November 21, 1994.
- The comments are offered informally by Staff to assist you in
preparing the detailed components of the project application.
Modifications and additions to these comments may be made at the
time of formal review of this project.

The Hamlet at Miramont P.U.D.

LAND USE DATA:
Request for 108 townhome units divided among 18 six-plex buildings
on 11.7 acres. Units would be two-story. Each unit would have one
garage space and one parking lot space. This area is part of the
Miramont Third Filing Preliminary P.U.D.
COMMENTS:
1. Electrical power is available in Highcastle and Boardwalk.
You are encouraged to coordinate with Light and Power on the
electrical needs of the project and the location of the
transformer. Normal development charges will apply. Please
be cautioned that charges may be increased in 1995 by
approximately 4%. An increase in development charges must be.
approved by City Council.
2. There are two water mains available to serve the 'property.
There is a 16 inch diameter main in Boardwalk, and an eight
inch diameter- main Highcastle. These mains should be looped
to provide the best service to the project.
3. Both Boardwalk and Highcastle feature eight inch diameter
sewer mains that can serve the site. For further information
on repays, tap fees, etc.,, please call Roger Buffington, Water
and Wastewater Engineer, 221-6681.
4. All units must be within 400 feet of a fire hydrant. All
exterior portions of all buildings must be within 150 feet of
an approved fire access roadway. Turning radii in the private
drives must allow for fire equipment. This usually means 20
foot inside and 40 foot outside radii.
5. The developer should be aware that the City of Fort Collins
has purchased a neighborhood park across Boardwalk. This park
will feature illuminated ballfields. A concept plan of the
park.layout is available from Park Planning Staff.

6. The present parkland development fee is $779 per unit payable
at the time of building permit. issuance. This fee could
increase by the approximate rate of the 1994 consumer price.
index (4%) in 1995. This increase would require an action by
City Council.
7. The site is located in the McClelland -Mail Creek Drainage
Basin. The storm drainage fee in this basin is $3,717 per
acre, subject to the amount of impervious surface the
stormwater detention. A Drainage Report, Grading and Drainage
Plan, and Erosion Control Plan are required at the time of
submittal.
8. The detention pond at the. northwest corner of Lemay and
Boardwalk is the outfall for this property. This pond is not
in finished form. The next project in Miramont must finish
this pond. The pond may need to be resized and. the outlet
relocated to accommodate additional development upstream.
9. At this time, the outlet of the pond is plugged with sediment.
When this blockage is cleared, there may be a release
downstream which may cause a problem for Oak Ridge. Work on
the pond should be coordinated with Oak Ridge in advance to
avoid problems. Erosion control in Miramont will be very
important to prevent future blockages. Please coordinate with
Glen Schlueter, Stormwater Utility, 221-6589.
10. Transportation is concerned that suitable access be preserved
on Boardwalk, not Lemay, for the out parcel located to the
east.
11. The traffic study for Miramont needs to be updated to account
for the increase in density over patio homes. In addition,
the operation of the driveway/Boardwalk intersections should
be investigated. Stacking for eastbound left turns on
.Boardwalk should not back up to block potential intersections.
The traffic engineering consultant should contact Tom Vosburg,
Transportation Planner, to discuss the scope of the traffic
impact analysis.
12. A sidewalk must be constructed along Boardwalk. The walk
should be a minimum of four feet wide and detached from the
curb by a minimum of 4.5 feet. This detached area should be
treated with street trees planted on 40 foot centers, with
,proper clearance for streetlights. Sidewalks may meander out
of the right-of-way as long as they are within an dedicated
access easement.
13. Approval from the Ditch Company will be required. Please
coordinate early with Ditch Company.representatives.
14. The Street Oversizing Fee is $584 per unit, payable at the
time of building permit issuance.
15. Utility Plans will be required with P.U.D. submittal.
16. A neighborhood information meeting will be required.
