Dear Peter:
The purpose of this letter is to inform you that it is my opinion that the parking alloted for
Harmony Market 12th Filing is adequate. As the project planner for Harmony Market Shopping
Center, I have been involved in the design, review, and approval of the master plan and 12
subsequent filings of the center since 1989. From its inception, the shopping center was designed
to offer shared parking between the pad sites and the anchor tenants.
The original Pace Warehouse was approved (April, 1989) with 664 parking spaces for a ratio of
6.6 spaces per 1,000 square feet. This ratio exceeds the City of Fort Collins range for retail
parking of 3.5 to 5.0 spaces per thousand. The reason the 6.6 ratio was approved, although in
exceedance of our range, for Pace Warehouse was in anticipation that a portion of the parking
would be available for the pad sites during peak times. Since restaurants and retail uses have
different peaks, shared parking is practical and workable.
The shopping center is designed to act as a cohesive unit. There are sidewalks and crosswalks
that connect the pads to the anchors. Internal streets meander deliberately to slow the traffic
down and make pedestrians feel comfortable. There is ample parking distributed throughout the
center to accommodate all users during peak times.
