Collins, CO 80.525 Dear Joe: For your information, attached is a copy of the Staffs comments concerning Retail Pad - Harmony Market Shopping Center presented before the Conceptual Review Team on June 19, 1995. The comments are offered informally by Staff to assist you in preparing the detailed components of the project application.. Modifications and additions to these comments may be made at the time of formal review of this project. MEETING DATE: June 19, 1995 COMMENTS ITEM: Retail Pad - Harmony Market Shopping Center APPLICANT: Peter Kast c/o Joe Frye, Vaught - Frye Architects, 1119 Stoney Hill Drive, Fort Collins, CO. 80525. LAND USE DATA: Request for an 8,000 square foot, one-story retail building on .64 acre located on Harmony Road between Red Robin Restaurant and Outback Steakhouse Restaurant in the Harmony Market Shopping Center. COMMENTS: 1. Existing electrical power is located on the north side of the pad site. This pad is expected to share the electrical transformer with Outback Steakhouse. This transformer can supply 120/208 three phase power.- A Commercial One ("C-111) Form will be required to be completed by an electrical contractor to determine entrance capacity. Please check with Light and Power on whether or not norma development charges have been paid for this pad. Please contact Doug Martine, 221-6700. 2. The pad will be served by an existing eight inch diameter water .main located in the private access drive. The pad will be served by an existing sanitary sewer located on the west side of Outback Steakhouse. 3. Since the interior square footage exceeds 5,000 square feet of uncontained floor area, the building must be equipped with an approved, automatic fire extinguishing system. 4. The site is located in the Mail Creek Drainage Basin. ,The storm drainage fee is this basin is $6,181 per acre, subject to the amount of impervious surface, the amount of onsite detention, and the runoff coefficient. The submittal must include a Drainage Report, Drainage and Grading Plan, and Erosion Control Plan meeting the submittal requirements of the Stormwater Utility. 5. The site must be designed so that the drainage conforms to the Oak -Cottonwood Farm Overall Drainage Plan. Please be aware that offsite drainage easements may be needed to convey developed flows to the proper outfall point/detention pond. A final plat will be required along with the P.U.D. documents. 8. Utility plans are required at the time of submittal. 9. A Development Agreement will required which obligates the developer to construct the public improvements in accordance with the Utility Plans and other approved plans. Work cannot begin until the Development Agreement, Utility Plans, P.U.D., and Plat are recorded. 10. A sidewalk should be constructed connecting the pad site to the existing sidewalk along Harmony Road. 11. Exterior building materials, forms, and colors of the shopping center should guide the architecture of the building. More creative use of glass and rooflines are encouraged. The pad buildings. are expected to help break up the large box -like nature of the three anchor tenants. 12. Mechanical equipment, whether ground or roof -mounted must be screened from Harmony Road. 13. Pole mounted light fixtures should match the shopping center. (Please note, Outback Steakhouse used a parking lot light fixture that does not match the center.) All light fixtures must be down directional. 14. The retail user will be allowed to share parking with balance of the shopping center. 15. Please investigate sharing the trash and loading area with Outback Steakhouse so these facilities do not have to be duplicated. 16. Landscaping on the north. side of the building will be allowed to encroach onto common area property. 17. Be sure to allow sufficient land area for a bicycle rack near the front entry. 18. Pedestrian amenities should be considered to facilitate. walking among all the pad.users. 19. Signage will be regulated by the Sign. Code.
