I. GENERAL LOCATION AND DESCRIPTION
A. Location
i n
The Twelfth Filing of Harmony Market P.U.D. is located south of Harmony Road
between Boardwalk Drive and Lemay Avenue. It can also be described as being
immediately south of Harmony Road between the Red Robin Restaurant and the
Outback Steak House. More specifically, this site is located in the Northeast Quarter
of Section 1, Township 6 North, Range 69 West of the 6th Principal Meridian, City
of Fort Collins, Larimer County, Colorado.
B. Description of Proper
1 The existing Harmony Market P.U.D. has been developed in several phases and
contains a Pace Warehouse, Builders Square, Steele's Market, First Bank, Jiffy Lube,
Lee's Cyclery, and several restaurants along the frontage of Harmony Road.
The Harmony Market P.U.D. Twelfth Filing site contains approximately 0.65 acres
and is currently undeveloped and is sparsely vegetated. The site slopes gently ( 1.7%)
from north to south. The proposed purpose for the subject site is currently
understood to be retail usage.
It. DRAINAGE BASINS
A. M-g,jor Basin Description
The project site is located within the McClellands Basin. No major drainage way
exists within the Harmony Market P.U.D. development or immediately downstream
within the Oak/Cottonwood Farm site.
B. Sub -Basin Description
The Twelfth Filing of Harmony Market P.U.D. lies within Basin A, as laid out in the
Harmony Market RUD. Overall Drainage Plan, amended with the Third Filing of the
P.U.D., also known as Steele's Market. The Basin A catchment encompasses an area
1 which contains a parking lot, access road, two restaurants and a portion of
Boardwalk Drive. The completion of this project will fully develop Basin A. (see
Overall Drainage Plan, provided in the back pocket of this report).
Detention for Basin A is provided by Pond A, which has had no modifications to its
catchment area since the original Report - Harmoniy Market P U D , Filing One Final,
Total Site Preliminary: Pond A provides a detention volume of 1.75 ac-fft. and has a
release rate of 1.7 cubic feet per second.
M. )RAVAGE DESIGN CRITERIA
A. Regulations.
The City of Fort Collins Storm Drainage Design Criteria is being used for this subject
site.
B. Development Criteria Reference and Constraints
As stated earlier, flows from the site contribute to Detention Pond A in Basin A,
shown on the Overall Drainage Plan for the Harmony Market P.U.D. in the back
pocket of this report. The Harmony Market P.U.D.- Overall Drainage Plan,
amended with the Third Filing, Total Site Prelimin report considered this site to
be completely impervious. This site is considered to have an impervious coefficient
of 0.95.
C. wdrological Criteria
' The Rational Method is being used to determine run-off peak flows from the study
site. Rainfall criteria for this study was obtained from the City of Fort Collins and is
included in the Appendix within the Detention Section. The 10- and 100-year rainfall
criteria were utilized to determine the developed flows
D. Hydraulic Criteria
All calculations within this study have been prepared in accordance with the City of
Fort Collins Drainage Criteria.
E. Variances from Criteria
A variance for erosion control is sought. The effectiveness during construction is
72.9 during construction instead of the required 79.6. We feel that the measures
provided will effectively prevent erosion transport to adjacent areas and any further
Imeasures are unnecessary.
IV. DRAINAGE FACILITY DESIGN
A. General_ Concept
All stormwater, off -site and on -site, will sheet flow to the north area inlet in Pond
"A" where they will be detained and released. As stated previously this flow
contribution was expected and accounted for in the calculations for Pond W.
Included in the back pocket of this report is the Drainage and Erosion Control
Plan for Harmony Market P.U.D., Eleventh Filing.
B. Specific Details
Off --site stormwater flows will be taken east around the back of the building in a
trickle channel discharging to the parking lot then to a curb chase at design point 1..
Then the offsite flows will cross the access road and parking lot to the north inlet of
Pond `A'.
On -site stormwater is taken south to the north area inlet of Pond `A'. The roof areas
of basins 1,2 and 3 discharge to the parking area at the front of the building. Basin
1 includes a small strip of land at the back of the building which receives off -site flows
from Basin 6. The storm water from this area is taken east around the building in a
trickle channel to the parking lot. All stormwater then sheet flows south across the
access road and to the north Inlet of Pond W.
Basin 2 takes all of its flows to a 2 foot wide curb chase which discharges onto the
access road in Basin5.
' Basin 3 takes all of its flows to a 2 foot wide curb chase which discharges onto the
access road in Basin 4.
Basin 4 receives stormwater through the curb chase in Basin 3 and from offsite basin
7, all stormwater then sheet flows through the site access drive and across the access
road to the north area inlet of Pond `A'..
Basin 5 receives stormwater from Basin 2 through a curb chase. The stormwater then
flows across the access road to the north area inlet of Pond W.

V. EROSION CONTROL
A. General Conceot
The Harmony Market P.U.D., Twelfth Filing lies within the Moderate Rainfall and
Wind Erodibility Zone per the City of Fort Collins zone maps. The potential exists
for silt movement during construction of the parking/driveways and building Thus
the new improvements will be subjected to both wind and rainfall erosion.
' Per the City of Fort Collins Erosion Control Reference Manual for Construction Sites
and related calculations in the appendix, the erosion control performance
standard(PS) for the subject site during construction is 79.6 and after construction is
93.7 From the calculations in the appendix, the effectiveness(EFF) of the proposed
erosion control plan is 72.9, during construction and 98.07 after construction. It is
anticipated that the construction duration of this project will be less than 8 weeks due
to the limited amount of work to be completed, therefore the erosion control plan as
specifically detailed below, should meet the City of Fort Collins requirements. A copy
of the erosion control calculations is included in the Appendix. An erosion control
escrow cost estimate of $2,250 is also included in the Erosion Control Section of the
Appendix.
B. Specific Details
' Immediately upon completion of over lot grading the silt fencing shown on the
drainage and erosion control plan should be installed.
In order to protect the curb chases from receiving excessive silt deposits, the curb
chases will. have gravel filters installed around them.
The above items can be removed once asphalt and landscaping in their respective
areas have been completed.
VIOL CONCLUSI ONS
A. Compliance with Standards
All computations within this report have been completed in compliance with the City
of Fort Collins Storm Drainage Design Criteria.

Drainage Concept.
The proposed drainage concepts presented in this report and shown on the Drainage
and Erosion Control Plan are in compliance with the City of Fort Collins drainage
criteria. This project was designed to be in conformance with the intent of the Overall
Drainage Plan for Harmony Market P.U.-D..
The proposed erosion control plan adequately provides for the control of wind and
rainfall erosion from the study site. A variance has been requested to allow an
effectiveness during construction 72.9 instead of the calclulated performance
standard of 79.6.
Through the construction sequence and proposed erosion control measures, the City
of Fort. Collins performance standards will be met.
The proposed erosion control concepts presented in this report and shown on the
Erosion Control Plan are in compliance with the City of Fort Collins erosion control
criteria.
