Dear Joe:
Staff has reviewed the request for Harmony Market 1 lth Filing, Retail Building, Preliminary and
Final P.U.D. The following comments are offered:
The plat should be used to vacate existing easements that are no longer needed and
dedicate the new necessary easements.
2. On the plat, please indicate what is at the north quarter corner.
Several of the outer boundary monuments on the plat do not meet State requirements.
4. On the plat, there is no way to locate the easement lines. Please add information.
It is recommended that one electrical transformer serve all three stores. This transformer
should be centrally located and be within 10 feet of hard surface for emergency change
out. For aesthetic purposes, the transformer should not be located in an area used by the
public. Please investigate appropriate screening/enclosure for this transformer and
indicate location and mitigation on the Site and Landscape plans.
6. Please note that a fire hydrant is located in a landscaped island across the drive aisle from
the triangular -shaped planting area. Be sure that plant materials satisfy the minimum
separation requirements from both hydrant and water line.
7. The minimum separation of plant materials from water and sewer mains, services, and fire
lines is ten feet for trees and four feet for shrubs. Please coordinate with RBD
Engineering so that landscaping does not conflict with utilities.
8. Please add an ornamental tree on Oak Ridge Drive in the parkway strip between the
streetlight and existing Steele's curb cut. Ornamental trees are allowed to be placed to
within 15 feet of a streetlight.

9. Please add a shrub bed on the south side of the trash enclosure.
10. Staff applauds the inclusion of the plaza, seat walls and planters in front of the two
northerly stores. These features look pedestrian -friendly and inviting. This treatment will
create a nice break from the larger facades found on the south side of the center. These
features meet the intent of the Design Standards and Guidelines for Large Retail
Establishments.
I L Please indicate the location of the bicycle racks.
12. It would be helpful to have a South Elevation for the southerly store since it will face Oak
Ridge Drive. Will this elevation feature a matching metal canopy, glass and brick
columns?
13. Please note on the elevations that colors of exterior materials are to match Steele's
Market. If not, please indicate color of the brick and metal canopy.
14. On the Site Plan, note No. 3 indicates the building will be three -stories. A three-story
building is not indicated on the elevation sheet. Please correct.
1.5. Please provide more information on the kiosk in the parking lot as to function, purpose,
etc.
16. On the Site Plan, note No. 10 is vague. It is suggested that the note read:
"All rooftop mechanical equipment shall be screened by an enclosure or screen walls
that match the building's exterior and shall not be visible from public streets."
This concludes Staff comments at this time. Please note the following deadlines for the August
21, 1995 Planning and Zoning Board meeting:
Plan revisions are due August 2, 1995.
P.M.T.'s, 10 prints, renderings are due August 14, 1995.
