Dear Joe:
Staff has completed its interdepartmental review of Harmony Market
loth Filing (multi -tenant retail building) Preliminary and Final.
The following comments are offered:
1. Public Service Company advises that they have no gas main on
the south side of Harmony Road. They would like to install a
gas main along the south side of Harmony to serve the site.
This would require crossing Tract A of the Third Filing to
gain access via a utility easement. PSCo will contact the
property owner to discuss further.
2. U.S. West cautions that any relocation of existing telephone
facilities required by these plans will be paid for by the
developer.
3. For phone line installation, the owner is responsible for
provision of all conduit and street crossings for telephone
facilities. The owner provides terminal room space (usually
4' x 41) and power for the main terminal at one building,
generally in a janitors' closet or utility room. The owner's
vendor provides all facilities beyond the main terminal.
Please contact U.S. West for conduit specifications for the
main telephone entrance cable.
4. The Poudre Fire Authority advises that since the building
exceeds 5,000 square feet, it .must be equipped with an
automatic fire extinguishing system, or compartmentalized as
per the Uniform Building Code.
5. Due to the size of the building, an additional fire.hydrant
may be required. Please contact Mike Pretz, Poudre Fire
Authority, for further information as to location.
6. Please note that additional comments will be forthcoming from
Stormwater Utility. The major comment, in brief, is that the
detention pond identified on the master drainage plan must be

built by either Golden Corral or Harmony Market loth P.U.D.,
whoever develops first. This requirement will be made a part
of both projects to ensure its construction.
7. Staff applauds the creation of pedestrian space in front of
the stores but remains concerned about the lack of continuity
in placing deciduous shade trees in. the landscape islands
along the Harmony Market access drive. Among these three
islands, there are only two Spring Snow Crabs both located in
the center island. At minimum, the other two islands should
also contain trees.
8. On the architectural sheet, please provide more detail as to
what constitutes "masonry veneer base." If this is concrete
block, please state whether its painted, smooth -faced, split -
faced, fluted, jumbo brick, etc.
9. On the landscape plan, please add the following note:
"The irrigation system shall be reviewed and approved by
the City's Water Department prior to issuance of a
building permit. The irrigation system must be installed
or secured with a financial instrument deposited with the
City prior to issuance of a certificate of occupancy for
the building."
10. The landscape plan shall include the total area (in square
feet) for each landscape category. Landscape categories are
distinguished by their water `requirements and intended
maintenance level. Examples of possible categories include,
but are not limited to, high water turf grass, low water turf
grass, low water planting beds, moderate water planting beds.
11. Please note that additional comments from the City 's
Engineering Department will be forwarded to the consulting
engineer preparing the Utility Plans.
This concludes Staff comments at this time. Please note the
following deadlines for the October 24, 1994 Planning and Zoning
Board meeting:
Plan revisions are due October 5, 1994.
P.M.T.'s, 10 prints, renderings are due October 17, 1994.
