Dear Eldon:
Staff has reviewed the request for Preliminary and Final P.U.D. for
The Golden Corral at Harmony Market (7th Filing). The following
comments are offered:
1. The Public Service Company does not have a gas main on the.
south side of Harmony Road in this area. It is likely that a
gas main will be installed along the south side of Harmony
Road in order to serve this site. It will therefore be
necessary to cross Tract A with a service line, necessitating
dedication of Tract A Third Filing as a utility easement.
Public Service Company will pursue such dedication with the
property owner.
2. The plat should expand the reference to Tract C, Second Filing
to include "access easement" since Tract C links the site to
the public street system.
3. U.S. West cautions that telephone service is provided in
accordance with the rates and tariffs on file with the
Colorado Public Utilities Commission. Also, the developer is
responsible for provision of all conduit and street crossings
and terminal room space, with power. The developer's vendor
provides all facilities beyond the main terminal. Any
relocation of existing telephone facilities required by these
plans will be paid for by the developer.
4. The traffic impact analysis for Harmony Pad Sites indicates
that north/south left turn phases should be implemented at the
Harmony/Boardwalk intersection.
5. The timing of completion of the Harmony Market stormwater
detention pond must be specified. The developer of the pond
must obtain repays from other entities benefiting from the
pond. It is not clear, in terms of chronology, who and when
this pond is developed. If Golden Corral, 7th Filing, goes
first, then design of this pond must be included in the
Utility Plans.

6. Staff is concerned about the proximity of the sidewalk along
Harmony Road to the trash enclosure and service area. It is
strongly suggested that the trash enclosure be pulled away
from the north property line. The 35 foot area between the
building and the landscaped island should be treated with a
row or hedge of plant materials.
7. The site plan does not indicate a location for the electrical
transformer. It is suggested that the transformer be located
in the same general area as the relocated trash enclosure and
service area. It would not appear that the removal of a few
parking of the seven parking spaces east of the building would
be detrimental as this parking seems destined for employees.
Also, it seems that there is ample parking for employees and
overflow in the Harmony Market main parking lot. Please
include the transformer on the site plan and add a symbol to
the legend.
8. On the east side of the parking lot, where the drive aisle
appears to connect to the vacant pad to the east, please label
this as vehicular connection to the proposed vacant retail.
For your information, Lee's Cycl.ery and Outpost Sunsport will
be submitting a P.U.D. on this pad for a retail building on
August 22, 1994 for the October Planning and Zoning Board
meeting.
9. Staff is very concerned about the use of "deep green" laminate
shingles on the roof. With the long axis of the building
being parallel to Harmony Road, the large sloping roof will
have a dramatic impact on the appearance of the center. Deep
green introduces a new color not found elsewhere in the
center. Please recall that with Red Robin, the Planning and
Zoning Board required the use of red accent colors to be
significantly reduced. Staff believes that deep green, on
such a large roof, represents a use of color that is too bold,
prominent and overly dramatic.
Staff is also concerned about setting a precedent for other users
in the center to significantly deviate from the established design
scheme found in Harmony_ Market. Thus far, all anchors and pad
sites have successfully blended in with the range of materials and
colors creating the best -looking shopping center in Fort Collins.
There is a concern that we are opening a large door for future
deviations from the established design concepts.
Consequently, Staff respectfully requests that deep green not be
used as a roof color. The applicant is encouraged to explore other
colors that are more neutral or more compatible with the colors
found in the center. In a recent review of roofing literature,
Staff has found an attractive variety of laminate shingles in
colors that would complement the center and blend nicely_ with the
red brick siding.

states:
All Development Criterion A-2.7
1°Color should be used as an extension of architectural style
to facilitate blending into the neighborhood, as well as
providing a way of unifying the development. Usually, the
color of the building materials should draw from colors that
already exist in the neighborhood."
This concludes Staff comments at this time. Please note the
following deadlines for the August 22, 1994 Planning and Zoning
Board meeting:
Plan revisions are due August 4, 1994.
P.M.T.'s, renderings, and 10 prints are due Aug. 15, 1994.
