Re: Kum & Go #0951, Variance Request, Driveway Spacing Requirements
To Whom It May Concern,
The site of interest is located at 949 E. Prospect Road, at the northeast corner of E. Prospect
Road and S. Lemay Avenue in Fort Collins, Colorado. According to the Fort Collins Master
Street Plan (FCMSP), both E. Prospect Road and S. Lemay Avenue are designated as Arterial
4 Lane roadways. The area of interest of the FCMSP can be seen below as Figure 1.

Olsson has reviewed driveway spacing requirements outlined from Table 7-3 of the Larimer
County Urban Area and Street Standards, (LCUASS). According to the table, for a distance less
than 460 feet an administrative variance must be approved by the local entity engineer.
LCUASS Table 7-3 can be seen as Figure 2.

Olsson is requesting that an administrative variance be approved to allow for the proposed site’s
driveway to be located within 460 feet of the next nearest driveway. Due to the configuration of
the property, and the location of the property itself, the required spacing between driveways
cannot be met per the LCUASS standards of Table 7-3. The driveway for the Kum & Go
property has been placed as south as possible on S. Lemay Avenue to provide maximum
distance from the intersection and the new right turn lane. However, with residential properties
located along S. Lemay Avenue, the distance between the Kum & Go driveway and the
adjacent driveway to the south will be approximately 34 feet. The location of the Kum & Go
driveway and neighboring driveways can be seen below in Figure 3.

In the existing condition, the site currently has three driveways onto S. Lemay Avenue and two
driveways onto E. Prospect Road. The proposed development of the site will eliminate 4 of the 5
driveways, maintaining only the southernmost driveway along S. Lemay Avenue. The width of
this lone access has been approved under a separate variance.
As four of the driveways are to be eliminated, the proposed development will improve the overall
public health, safety, and welfare of the area. The proposed development will provide better
vehicular maneuverability and mobility, pedestrian safety and access, and overall aesthetic in
comparison to the existing condition.
Additionally, the site cannot technically be within compliance of LCUASS Table 7-3, as the
existing driveway for the property to the south is less than 460 feet from the intersection, leaving
no compliant location for an access to the site.
