Dear Mr. Bishop:
The City of Fort Collins Building Inspection Division and Planning Department have conducted site
inspections of the two new Total Petroleum facilities, one at Raintree Village Shopping Center
(Shields Street) and one at Harmony Market Shopping Center (Lemay Avenue). The purpose of
these inspections is to release the Temporary Certificates of Occupancy and sign off on the Final
Certificate of Occupancy.
The City is not prepared to release these two sites for Final Certificate of Occupancy due to
discrepancies between the approved plans and the constructed facilities. It is our understanding that,
as of this writing, Total Petroleum has arranged to extend the time periods so the facilities may
continue to operate under the Temporary Certificates of Occupancy.
Based on our recent phone call, it has been agreed that Total Petroleum would remedy the following
areas of discrepancy:
Raintree Village
A. Under canopy lights shall be equipped with a shield so that the illumination pattern
is down -directional.
B. Building -mounted lights (both c-store and carwash) shall also be equipped with a
shield so that the illumination pattern is down -directional.
2. Harmony Market
A. Under canopy lights shall be equipped with a shield so that the illumination pattern
is down -directional.
B. Building mounted lights facing Lemay Avenue shall be equipped with a shield so
that the illumination pattern is down -directional.

C. The fascia above the front entry of the c-store shall be completed so that there is a
horizontal accent band of light beige (color to match the light beige of Steele's
Market).
D. The bike rack shall be permanently anchored to the concrete.
Enclosed please find a photo -copied portion of the approved plans which call for these lighting
specifications.
It is Staffs desire to help you obtain the necessary Final Certificates of Occupancy. As we agreed
on the phone, Staff is willing to allow the pole -mounted lights which do not feature down -directional
fixtures, nor high pressure sodium as the light source. Hopefully, the lighting modifications can be
made expeditiously.

PROTECTION AGENCY. SAFETY FEATURES INCLUDE TANK
MONITORING, PIPELINE MONITORING AND CONTAINMENT SUMPS.
11. MAXIMUM BUILDING HEIGHT IS 18'; MAXIMUM CANOPY HEIGHT IS 20'.
12. CITY OF FT. COLLINS SHALL NOT BE RESPONSIBLE FOR MAINTENANCE
OF ON -SITE STORM DRAINAGE FACILITIES.
13. BUILDINGS SHALL CONFORM TO THE MINIMUM COLORADO ENERGY CODE
REQUIREMENTS.
14 ALL ROOFTOP MECHANICAL EQUIPMENT WILL BE TOTALLY SCREENED FROM
ADJACENT PUBLIC STREETS THROUGH THE USE OF EXPANDED
METAL SCREEN PAINTED TO MATCH BUILDING COLOR.
15. ON -SITE DIRECTIONAL SIGNAGE SHALL CONTAIN NO REFERENCE TO
ADVERTISING, LOGO, TRADE MARK, SYMBOL OR OTHER COMMERCIAL
MESSAGE AND SHALL NOT EXCEED FOUR (4) SQUARE FEET.
16. BUILDING AND POLE MOUNTED SECURITY LIGHTING FIXTURES WILL FEATURE
DOWN DIRECTIONAL, SHARP CUT -'OFF LUMINARIES.
17. ZONING IS R-P, PLANNED RESIDENTIAL
18. ALL UNDER CANOPY LIGHT FIXTURES SHALL BE RECESSED INTO THE
UNDERSIDE OF THE CANOPY DECK.
19. NO ADDITIONAL EXTERIOR ACCENT LIGHTING OF THE CANOPY FASCIA
SHALL OCCUR.
