Dear Eldon:
Staff has reviewed Harmony Market 9th Filing, Preliminary and Final
P.U.D. (Tyco Oil) and offers the following comments:
1. Public Service Company cautions that there is an existing six
inch diameter steel gas main on the west side of Lemay Avenue.
This main should be located and potholed if any cuts or
regrading are to made.
2. U.S. West cautions that telephone service will be provided in
accordance with the rates and tariffs on file with the
Colorado P.U.C. The owner is responsible for conduit and
street crossings and for all facilities beyond the main
terminal. Please contact U.S. West engineer for conduit
specifications for the main telephone entrance cable. Any
relocation of existing telephone facilities will be paid for
by the developer.
3. In a similar comment made in conjunction with the Golden
Corral restaurant, development of the Harmony Market pad sites
will trigger north and south left turn phases at the
intersection of Harmony Road and Boardwalk Drive.
4. Groundwater may be encountered at 8.5 feet. Installation of
the underground tanks may require de -watering.
5. Please indicate the location of the electrical transformer and
add a symbol to the legend. Is the existing transformer for
Grease Monkey to be used? If so, disregard. If not, then the
electrical transformer must be located so that it is not
visible from Lemay Avenue and properly screened by an
enclosure or landscaping. There must be hard surface access
from one side within ten feet.
6. Will there be a free-standing public telephone? If so, please
indicate and add a symbol to the legend.

7. Will there be an air station? If so, please indicate and add
a symbol to the legend.
8. Note number six can be revised due to the changes in the Sign
Code.
9. Please add a note stating that the trash enclosure will
feature the same siding as the building. The swinging gate.

10. Note number 10 should be expanded to include that free-
standing security light fixtures and wall -mounted units be
equipped with high pressure sodium as the light source. This
will match the public street lighting. The same requirement
is being made on Diamond Shamrock at OakRidge Business Park.
11. A note should be added that states that all under -canopy
lighting shall be fully recessed into the underside of the
canopy so that only one face of the light fixture is exposed.
12. A note should be added that bike racks are to be permanently
anchored to concrete and not interfere with sidewalks.
13. On the landscape plan, please add street trees between
sidewalk and curb along Lemay Avenue.
14. On the landscape plan, please indicate the approximate height
of the berms.
15. On the site plan, please indicate the dimensions of the canopy
and the setbacks from the nearest property lines.
16. Please provide designated and marked handicap accessible
routes between building and the public way, and accessible
parking and building.
17. It is not clear from the architectural elevations whether the
exterior material will be concrete block or face brick. At
conceptual review, there was some discussion of using a jumbo
brick. The material should be specified.
18. Staff is assuming that "earth tone color to match is existing
buildings in Harmony Market" refers to the tan/beige color
found on Steele's, Builder's Square and Grease Monkey. It.
would be helpful to be more descriptive in case one is not.
familiar with this color.
19. The architectural sheet should include a detail of the canopy.
What is the color of the canopy fascia? What will be used for
exterior materials on the columns? Staff recommends that the
columns be constructed out of a material and color that
complements the building's exterior. Also, Staff discourages
the use of spanner boards on the columns. The width of the
fascia should be specified.
20. on the plat, the vicinity map should indicate that Boardwalk
Drive extends southeast to intersect with Lemay Avenue and
Keenland Drive.
This concludes our comments at this time. Please note that
additional comments will be forthcoming to the consulting engineer
regarding drainage and engineering plans. The following dates
apply to the August 22, 1994 Planning and Zoning Board hearing:
Plan revisions are due August 4, 1994.
P.M.T., renderings, 10 prints are due August 15, 1994.
