Staff has reviewed the request for Bank One and offers the
following comments:
1. The following comments apply to the plat:
a. The utility easement described by recorded document
#90021962 should be generically and briefly stated on the
plat.
b. The two control monuments must be described.
C. The outer boundary monuments must be described.
d. There is not enough information on the plat to locate the
two 10 feet wide drainage easements, the 10 feet wide
sewer easement, and the access and utility easement.
e. The plat shows an access easement outside the boundary.
This dedication must be done by separate document or
included within the boundary of the plat.
f. The "tie" bearing does not match the "legal".
2. The plat should indicate an existing 15 feet wide utility
easement along Boardwalk Drive, a copy of which is attached.
3. The Stormwater Utility is concerned about amending the overall
drainage plan for Oak -Cottonwood Farm to reflect the Miramont
changes during construction. This amendment has not been
approved yet. It may be difficult for this P.U.D. to proceed
without the amended overall drainage plan for the larger area
being reviewed and approved by the City.
4. Since the buildings exceed 5,000 square feet in area, an
automatic fire suppression system is required in accordance
with Section 3802 of the Uniform Building Code, as amended by
the City of Fort Collins.

5. The site shall be accessible to persons with disabilities in
accordance. with U.B.C. Section 3103 and U.B.C. Appendix
Section 3106. Provide designated and marked accessible routes
between buildings and the public way and.accessible parking
and building. Provide parking and signs per Appendix Section
3107. Handicap parking spaces are required in accordance with
U.B.C. Appendix 3107 and Table A-31-A.
6. A water main will be installed perpendicular to Boardwalk to
serve the site approximately 40 feet south of the bank.
Please be sure that the proposed English Oak and Greenspire
Linden are kept 10 feet away from this line. Also, the
English Oak may be too close to the proposed fire hydrant.
7. Also, please take precautions so that the proposed Greenspire
Linden at the southwest corner of office/retail building is
kept 10 feet away from the proposed water line.
8. On the south elevation of the bank, there may be a conflict
with two Tam Junipers and the proposed location of the meter
pit. Please be sure that shrubs are kept four feet away from
the meter pit.
9. Although_a portion of the southerly access drive is offsite,
it should be built to the full width with phase one
construction of the bank.
10. The sidewalk design on HarmonyRoad looks fine. Please
consult with the church about j_oint construction along both
property frontages. The City's Street overszing Fund will.
reimburse for one foot of the five foot total sidewalk width.
11. Additional plant material should be provided around the outer
radius of the drive-thru lane. Plant material should be
selected from the Harmony Corridor Plan and should be of
sufficient density to screen headlights.
12. The north elevation of the bank does not provide a clear
description of the exterior material. If brick, then please
state and describe the color.
13. Staff is concerned about the south elevation and the "backlit
lexan face signage" above the drive-thru lanes. This seems to
be out of character for a bank and would detract from the
overall appearance. It is strongly suggested that this
signage be deleted from the south elevation.
14. Since there is no end -user for the office/retail building, and
since the architectural elevation is, therefore, vague, Staff
is concerned about granting final approval for Phase Two. It
is suggested that Phase One be considered for Preliminary and
Final but that Phase Two be considered for Preliminary only.
If perimeter landscaping is to be considered in Phase One,
then the phase lines should be drawn accordingly.

schedule for the July 25, 1994 Planning and Zoning Board meeting:
Plan revisions are due July 7, 1994.
P.M.T.'s, 10 prints, renderings are due July 18, 1994.
