HomeMy WebLinkAboutVERIZON FTC RIVERSIDE WIRELESS FACILITY RELOCATION - FDP220012 - SUBMITTAL DOCUMENTS - ROUND 4 - WTE / WTF INFORMATION5935 South Zang Street,Suite 280, Littleton CO 80127 May 22, 2023 Verizon FTC Riverside Facility Relocation, Height Justification Verizon currently has equipment installed on an existing Poudre Valley REA power transmission pole. Verizon’s equipment is above the power lines with antennas centered at 91’. These poles run east to west every 500’and are the tallest structures in the area. Verizon needs to relocate from the existing power transmission pole due to challenges of the equipment in proximity to the lines, operating limitations, and lack of ground space sufficient for ground equipment. Poudre Valley REA has elected to terminate Verizon’s master lease agreement for all sites as a result of these challenges. As a result, Verizon needed to find a new location to host wireless communications equipment. The location we landed on is at 1500 Riverside Avenue. Unfortunately, there were no other existing structures viable for colocation in this area so a 60’ freestanding stealth structure was proposed. The decision to move forward with this property and this design was better described in the project narrative if there are questions about site or design justification. While we would have liked a taller structure to better simulate the existing coverages on the power pole, the setback requirements for the property (1:1) would not allow us anything more than 60’. This is how we landed on this final height proposed. Again, the proposed structure is 60’ tall, but the center of the antennas are actually at 55’. Compared to the 91’ on the existing power pole, this is a 36’ loss in height. Unfortunately, there will be a noticeable difference in coverage because of this drastic height loss. To prove this point, Verizon’s licensed radio frequency engineer assigned to this region has prepared coverage plot comparisons shown on the next page. Before reviewing these propagation maps, I would like to provide a proposed elevation view below so that we can discuss existing features: The existing top of building is 27’-7”. While this does mean that half of the stealth tower is exposed, it also means that half of the tower is hidden from view. There may be concerns that this is too much height for a new structure compared to existing building heights in the area. There are a few things to consider. The first is that there is a strong presence of existing street trees along Riverside Relo. Some of these can get as tall as 50’. The second is that this is a largely industrial area. To the east, there are several service and warehouse shops. To the south, there are a variety of offices and personal services. To the west, there are again industrial type businesses and warehouses. To the north, are railroads and a trucking yard with hundreds of parked trailers or storage units. This is a fitting area for any size facility. Lastly, as currently proposed, there are (2) future carrier spaces below Verizon’s equipment. This kind of colocation potential would not be possible with a shorter height since their equipment would have tree or building interference. 5935 South Zang Street,Suite 280, Littleton CO 80127 COLOR LEGEND: Green = good outdoor, indoor service dependent on building structure and size Yellow = good outdoor, indoor service dependent on building structure and size, likely mediocre Purple = poor outdoor, poor indoor service White = no service (mostly indoor locations) OBSERVATIONS: 91’-55’=36’ Decrease in height The overall green area is almost 2/3 removed on the new site and has been mostly backfilled with yellow service, a decline, mostly affecting properties to the north. The overall yellow area is almost half as much on the new site and has been mostly backfilled with purple service, a decline. The overall purple area has greatly decreased leading to new white service, a decline, specifically to the south and east.
