City on May 2, 1994, and would like to offer the following comments: 1. U.S. Blest has stated that they have the same comments and concerns as for the Oak Hill Apartments P.U.D., Preliminary Plan. 2. Public service Company of Colorado has the following comments to offer: a. PSC has an existing 4" plastic gas main in an 8' PSC easement along the east side of Boardwalk Drive that lays 4' east of the east right-of-way line. No trees can be planted within 4' of this line. b. Although the easement area behind the sidewalks has been expanded, it is still not wide enough to allow installation of both gas and electric behind the walk. Where is electric planned to go? What is your phasing plan for this development? C. It looks like the: developer will have to pay for flow fill for gas or electric. d. If gas goes under oil, PSC needs to know the phasing plan so that they can design the main installation to match the asphalt installation. e. A utility coordination may be necessary to resolve some of these potential conflicts. 3. The Zoning Department received a Preliminary Plat to review at this time. Where is the Final Plat? They all need to be. Wherever possible, building envelopes need. to be dimensioned to property lines in order for someone to be able to locate them in the field. 5. A copy of the comments received from Sharon Getz of the Building Inspection Department is attached to this letter. 6. The Mapping Department has the following comments to offer: a. Please show the recording information for Boardwalk Drive. on this subdivision plat. b. The control monument at the North 1/4 corner does not meet State requirements. C. The subdivision plat must call the area "Lot 1" even though it is only one lot. 7. The transformer locations will need to be coordinated with the Light i Power Department. Please contact Janet Perry for assistance. Janet can be reached at 221-6700. 8. The comments received from the Engineering Department are as follows: a. Only 2 out of the 32 soil borings actually pertain to this site. Other than that the soils report is good. b. The driveway is too flat at the cross -pan. It is at 0.35% and the required minimum is 0.6%. C. Off -site drainage easements are required. d. The entry driveways should be concrete from the street to the property line. e. Additional comments have been sent to RBD Engineers on red -lined utility plans. Please contact Kerrie Ashbeck if you have questions about these Engineering comments. Kerrie can be reached at 221-6750. 9. The overall drainage plan must be revised. The Stormwater Utility disagrees with the recalibrated SWMM model. The hydrologic calculations must be revised. 10. The buildings are all to be three-story structures (to be measured from the parking lot grade) and must all be equipped with an automatic fire sprinkler system. Full credit was asked for and approved on the Residential Uses Density Point Chart (Criteria U) with the Oak Hill Apartments P.U.D., Preliminary. LI 11. There is no parking area allotted for outside of the garages without blocking the driveways. The use of automatic garage door openers should be considered to make it more convenient to use the garages and help prevent driveway blockage. 12. Sidewalk connections should be added along the northeast side of Building H and the south side of Building C to make the logical loop closures. 13. The note about the landscaping being installed or collateral being provided prior to a certificate of occupancy must be added to the Landscape Plan. This completes the review comments at this time. Additional comments may be forthcoming as the various departments and reviewing agencies continue to review this request. Please be aware of the following dates. and deadlines to assure your ability to stay on schedule for the June 27, 1994 Planning and Zoning Board hearing: Plan revisions are due no late than June 9, 1994. PMT's, renderings, and 8 folded copies of final revisions (for the Planning and Zoning Board packets) are due by 3:00 p.m. on June 2.0, 1994. The 1992 edition of the American National Standard Institute publication M1.17.1 "Accessible and Usable Buildings and Facilities" should be used in the design of accessible/adaptable dwelling units. A local Amendment to the UBC requires that accessible units with numbers of bedrooms and other amenities be provided in the same ratio as the remainder of the project. When more stringent, the Colorado revised Statute, Title 9, Article 5, Section 111 also applies to apartment projects. Though not administered at the municipal level, similar requirements are contained in State and Federal civil rights legislation (Fair Sousing Acts). The site shall be accessible to persons with disabilities in accordance with Uniform Building Code Section 3163 and UBC Appendix Section 3106. Provide designated and marked accessible routes between buildings and the public way and accessible parking and buildings and connecting accessible buildings and common use areas. Provide parking and signs per Appendix Section 3107. Four handicapped parking spaces are required in accordance with UBC Appendix 3107 and Table A-31-A. The site shall be accessible to persons with disabilities in accordance with Uniform Building Code Section 3103 and UBC Appendix Section 3106. Provide designated and marked accessible routes between building and the public way and accessible parking and building. Provide parking and signs per Appendix Section 3107. An automatic fire suppression system is required in any building exceeding 5000 square feet in area in accordance with Section 3802, UBC as amended by the City of Fort Collins.
