Dear Ted:
We are in receipt of Staffs comments regarding the above referenced project.
We have reviewed these comments and affected changes to the plans to
incorporate the comments for this resubmittal.
The following are the responses to the individual line item comments found in
your April 22, 1994 letter. The responses correspond to the numbering system
set up in the review letter, a copy of which is attached for your reference. The
responses are as follows:
RESPONSE TO STAFF COMMENTS
1) See the attached response letter from the traffic engineer, John Aldrich
& Associates, providing _the additional analysis requested by Mr. Tom
Vosburg of the City's Transportation Department.
2) See the attached response letter from the traffic engineer, John Aldrich
& Associates, addressing the proposed new curb cut to align with the
front of the Sam's/Builder's Square buildings.

3) The electrical transformer has been indicated on the Site Plan as
requested. The transformer is completely accessible for service and is
screened by plant material indicated on the revised Landscape Plan.
4) The control monument will be corrected on the revised plat. Per the
telephone discussion between Ms. Kerrie Ashbeck and the Civil Engineer,
Engineering Service Company, the revised Civil documents are to be
submitted in the near future after their review is complete. Ms. Ashbeck
stated that she preferred to get all the revisions at one time. Please
confirm when the complete review will be complete, so that the
documents may be resubmitted to maintain the May 23, 1994, Planning
and Zoning Hearing date.
5) The site will be accessible _ to persons with disabilities. An additional
handicapped parking stall has been added, and the parking count
corrected accordingly.
6) The building will have a complete fire sprinkler per the UBC code, and the
system is to be monitored remotely on a 24 hour basis.
7) The sidewalk indicated on the original Landscape Plan is correct, and the
Architectural Site Plan has been corrected. There is no connection to the
building shown from the sidewalk along the north property line in order
to comply with the requirements of the Liquor License Board. The Board
has mandated that a continuous row of shrubs be planted to prevent
such access to the building.
8) In order to maintain a cohesive design, light pole standards to be used
will match those specified on the existing Sams'/Builder's Square parking
lot. Pole heights may vary, however, with the maximum height indicated
on the plans.
9) The reference to metal halide as a light source has been eliminated. As
originally specified, all light pole to have cut-off distribution heads to
prevent off -site light pollution.

10) Per our April 29, 1994 telephone conversation, the interior parking lot
stall depth has not been changed from the original depth of 18' 0". This
change has not been adopted due to a), Other municipalities throughout
Colorado require 18'-0" deep stalls, b) in the other existing Red Robin
Restaurants, stall depths have been 18'-0" and this depth has not been
a concern for our guests, and C), we feel it will serve the Community
more appropriately to provide additional landscaping area instead of
additional asphalt paving surface.
11) The Landscape Plan has been revised to correct these issues.
12) The correct number of Spring Snow Crabs has been indicated on the
Landscape Plan.
13) The required note has been added.
14) Please see response No. 17 for the response to this comment.
15) A 4' 0"high brick band has been added around the entire building as well
as the added raised planters directly adjacent to the building. These
planters have been added to visually soften the building.
16) It is anticipated that the terms used on the elevations correspond to
colors mentioned in the review letter. Actual colors will be shown on the
colored elevations due to be submitted by May 16, 1994.
17) References to both the neon lighting and the building illumination remain
on the plans. We understand Staffs concern's, but we feel that the
planned implementation of our overall lighting scheme can not only
eliminate these concerns, but also will result in a more integrated design
for the restaurant.
The building lighting scheme is designed to illuminate the entire facade
of the building, utilizing both ground and recessed building mounted light
sources. No light sources will be exposed to the adjacent thoroughfares
to cause any visual pollution. The building is to be illuminated, not as a
means for "advertisement", but simply to create a safe, secure, pleasant

atmosphere for our guests. No one likes to approach a dark building.
The accent neon lighting is just that, an accent. The application is not
used for general lighting, nor is it to be installed as a bare tube against
the dark evening sky. Due to the fact the entire building is to be
illuminated, the neon will appear to be a pin stripe accent reinforcing the
strong architectural elements found on the building. The use of neon is
found on all of the existing Red Robin Restaurants across the country.
The neon is to be red, not green or white which can be glare sources.
Our goal is simple. We want to provide the community and our guests
with a complete integrated design for the entire project which will result
in a building that is inviting, pleasing to look at, heavily landscaped with
mature materials to provide a sense of permanence, and a welcome
addition to the City. We also appreciate the desire to have the project fit
in with the existing center, but also feel that it is just as important to do
so and still reflect the nature of our business. This project is not a large
retail warehouse. It should reflect this, and not be forced to create a
monotonous design just to fit in with the existing "fabric".
18) The materials for the patio screen wall have been indicated on the plans.
These material include the new brick banding for the solid portions of the
wall, and glass and painted (Kynar) glazing system for the wind breaks.
19) It is understood that the signage indicated on the elevations will be
required to be approved under a separate sign permit. .
20) Bike racks have been added to the plan.
21) Thank you for realizing the extra steps we do for our guests.
22) Comments A through G have been indicated on the plans.
23) Comments A through G have been indicated on the "General Note"
section on the Site Plan.
24) The sheet has been relabeled.

The letter addresses the possibility of future comments from the Planning and
other departments. To date, no other comments have been received.
We are very excited about including Fort Collins within our family of
restaurants. Construction documents are underway, based on these !
corrections, and we intend to submit them for permit as soon as we are able.
As soon as the remaining civil engineering comments are received from Ms.
Ashbeck, the Civil Plans will be resubmitted for your review. Please fax these
comments to our office (303-743-0005) when you receive them. P.M. T.s and
the colored Site Plan, Landscape Plan and Elevations will be forwarded to your
office by May 16, 1994. If you need anything further, please call our office
immediately so that we can respond quickly. Thank you for your help during
this entire submittal.
