File type acronyms maybe appropriate to avoid extremely long file names.

All plans should be saved as optimized/flattened PDFs to reduce file size and
remove layers.
Per the Electronic Submittal Requirements AutoCAD SHX attributes need to be
removed from the PDF’s.
AutoCAD turns drawing text into comments that appear in the PDF plan set,
and these must be removed prior to submittal as they can cause issues with the PDF file.
The default setting is "1" ("on") in AutoCAD. To change the setting and remove
this feature, type "EPDFSHX" (version 2016.1) or “PDFSHX (version 2017 and
newer) in the command line and enter "0".

Property owners of Lot 1 and Lot 2 will be required to sign the Plat to formalize
the agreement of the access easements between the properties for the shared

The parking calculation takes into consideration the parking on Lot 2. To ensure
that this parking is accessible to Lot 1 in the future, please provide the
mentioned parking agreement with the next submittal. City Staff will continue to
evaluate if any other means of documentation that may be required for the shared parking.

04/03/2023: DEVELOPMENT AGREEMENT - UPDATE
Thank you for providing the application for the development agreement. Please
provide the lending information when it becomes known. Please provide an
address for the developer in the contact information of the contacts section of
the application. The way I am understanding the application is that the owner will
change hands on May 27th. If this project is not signed by then, the DA will need
to be updated to include the new owners. Either myself or Tim Dinger will reach
out with any updates needed by our Attorneys.

Since the parking spaces on both lots are designated on the plat as public
access, no agreement is needed. As I stated in the meeting, the owners of Lot 2

01/13/2023:
The City Manager’s development review fee schedule under City Code 7.5-2
was updated to include fees for Erosion Control and Stormwater Inspections.
As of January 1st, 2021, these fees will be collected on all projects for such inspections costs.
The Erosion Control Inspection Fee is based on; the number of building
permits, the total site disturbance and the estimated number of years the project
will be active. Based on the proposed site construction associated with this
project we are assuming 4 building permits, 3.20 acres of disturbance, 1.5
years from demo through build out of construction and an additional 3 years ‘till
full vegetative stabilization due to seeding. Which results in an Erosion Control
Inspection Fee estimate of $1,717.95. Please note that as the plans and any
subsequent review modifications of the above-mentioned values change the
fees may need to be modified. I have provided a copy of the spreadsheet used
to arrive at these estimates for your review. The fee will need to be provided at
the time of erosion of the payment of the erosion control escrow and prior to any
building permit issuance.
The Stormwater/Water Quality Inspection Fees are based on the number of
LID/WQ Features that are designed for this project. Based on the plans we
identified 5 underground treatment systems, which results in the estimate of the
Stormwater/WQ Inspection Fee to be $2,075.00. Please note that as the plans
or any subsequent review modifications of the above-mentioned values change
the fees may need to be modified or adjusted. I have provided a copy of the
spreadsheet used to arrive at these estimates for your review. The fee will need
to be provided at the time of payment of the erosion control escrow and prior to

any building permit issuance.

sized based on the AWWA M22 manual design procedure. A sizing justification
letter that includes demand calculations for maximum flows and estimated

service will be required to determine the Water Supply Requirement (WSR) for
the service/building.

Please note that all City of Fort Collins Utility Customers are subject to City
Code requirements for wastewater. These requirements include Section
26-306 Wastewater Discharge Permit Requirements and Section 26 -332
Prohibitive Discharge Standards. A permit may be required depending on
activities on the site; however, discharge standards apply to every customer,
both large and small, regardless of what activities take place on the site.

service(s) for the site. Separate irrigation service is required due to recent
changes to Fort Collins Utilities Water Supply Requirements (WSR) and Plant
Investment Fees (PIF).
Please ensure the project submittal includes:
- Preliminary Irrigation Plan (PIP) – plan requirements can be found at:
www.fcgov.com/WCS.
Please contact Irrigation Development Review (irrigation@fcgov.com) with
questions regarding the required PIP.
- Water budget (annual usage) and peak flow (gall ons per minute) for each
irrigation service. Note: this information should be included on the PIP.
- Landscape Plan including hydrozone table updated with 2022 values – 3, 8,

respectively.

Please include a pressure calculation worksheet and a smart controller chart to
complete your preliminary irrigation plan. The pressure calculation worksheet
should show the pressure loss through the system and water pressure at the
tap. The smart controller chart should list all zones (numbered & what they
serve), precipitation rates, soil type and microclimate for zone.

A minimum of 2 feet of soil will need to cover the underground water chambers
for vegetation above to be successful. If less than 4 feet of soil is on top of the
underground chambers, a different seed mix may want to be considered that
takes into account the drainage of a smaller soil horizon structure that would
account for dryer and warmer soils. The following grasses are options to
consider above these chambers to ensure the sustainability of vegetation
communities which inhabit the cover in this different soil structure: Hilaria
rigida-galleta, bottlebrush squirreltail - Elymus elymoides, pine dropseed -
Blepharoneuron tricholepis, and sideoats grama - Bouteloua curtipendula.
