The comments are offered informally by Staff'to assist you in preparing the detailed components of the project application. Modifications and additions to these comments may be made at the time of formal review of this project. LAND USE DATA: Request to expand the both the building and garden area on the east side of the building. The proposed building expansion would be 17,280 square feet, proposed new garden area would be 23,275 square feet. Expansion to the east requires a replat due to increase in lot area of 2.47 acres. COMMENTS so 1. If the proposed expansion requires an increase in the size of either the electric transformer or the electric panel within the building, then additional fees will be due to the City Light and Power Department. If there is no increase in electrical demand, then charges are not due to Light and Power. Please contact Bruce Vogel, 221-6700, for further details. 2. The expansion will necessitate the shifting of the existing sewer line. This re-routing would take place on your property, and should not be necessary within the public right- of-way. Please contact Mark Taylor, 221-6681, for further details. 3. The Building Inspection Division makes the following comment The original construction drawings for the Builders Square building, submitted for building permit in 1990, state that the allowable area for the building is unlimited in accordance with the Uniform Building Code Section 506(b). This Section of the Code requires the building be entirely surrounded and adjoined by public ways or yards not less than 60 feet in width. The Builders Square building has only a 10 foot yard on the west and distance to existing property line of 24.5 feet on the east. This discrepancy needs to be addressed prior to approval of the replat on this lot. For further information, please contact Sharon Getz, 221-6760. 4. The site and expansion area are located in the McClelland -Mail Creek Drainage Basin. The Stormwater Fee in this basin is $3,717 per acre, subject to the amount of impervious surface and stormwater detention. The original drainage report. for Builders Square did not address the proposed size or shape of the expansion. The Drainage Report, Drainage and Grading Plan, and Erosion Control Plan must all be updated and revised accordingly_. For further information, please contact Glen Schlueter, 221-6589. 5. The Poudre Fire Authority is pleased that the new expansion area will be equipped with an automatic fire sprinkler system. 6. The replat should indicate which existing utility easements are to be vacated and which are to be re -dedicated. 7. A standard utility plan set will be required. 8. The Street Oversizing Fee is $14,005 per acre, payable at the time of building permit issuance. 9. During the review of the expansion, Staff will evaluate the need for additional buffering between Oak Ridge Drive and rear of the store. The Planning Department has received complaints regarding the storage of miscellaneous inventory and pallet racks in this area. Possible buffering could be the addition of a solid fence on the north edge of the detention pond. Such a. fence would have to be designed to include decorative features and not be a plain wood stockade fence. 10. Architectural detail should be described on plan sheets and accompany the amended P.U.D. Similarly, landscaping changes should also be fully described.
