Comments from the Fort Collins - Loveland Water District and the South Fort Collins Sanitation District are enclosed. 2. U.S. West will need a 15' x 30' easement for three large telephone equipment cabinets in the general vicinity of the center of the development. Please contact Susan Peterson for further_ details. 3. Please be aware that Stormwater Utility will require a stream bank stabilization study for Mail Creek Ditch. 4: Also, please be aware that the. City's Engineering Department will require a hydrologic study for the subdrain system. 5. The Engineering Department will require that the east side of Lemay Avenue also be designed in conjunction with the west side improvements. Please contact Mike Herzig, 221-6750, for further details. 6. Please be cautioned that the South Fort Collins Sanitation District may require additional manholes in the cul-de-sacs that feature landscape islands. Contact Terry Farrill, 226-3104 for further details. 7. Staff is concerned about the note regarding landscaping around the Werner School being tied to the extension of Southridge Greens Boulevard. This phasing needs more explanation. It may be that the postponed landscaping will be secured with a financial instrument in order to allow the proposed phasing. 8. On Landscape Plan, the Summit Ash and the Glenleven Linden should be increased in size to two inches in caliper. 281 North College Avenue • P.O. The Department of Natural Resources requests that Crested Wheatgrass and Smooth Brome not be used in the grass seed mix. Both are considered exotic and invasive grasses. Also, the Sheep Fescue is not considered native and should not be used. 11. The Department of Natural Resources is concerned about the loss of the cottonwoods and the impact on the raptor perch sites. All Development Criterion A-1.3 of the L.D.G.S. is considered applicable due to the interest by the Colorado Division of Wildlife in preserving a raptor habitat in southeast. Fort Collins. In order to mitigate this loss, the developer is asked to provide funds for the purchase of replacement cottonwoods to be planted at a site that is presently being used by raptors. Natural Resources proposes that the developer contribute $2,700 for purchase, maintenance and establishment of cottonwoods to provide raptor perch sites in another location. While the preservation of a number of cottonwoods on the P.U.D. is laudable, it is unlikely that such trees will be used by raptors due to the extent of the development in the immediate vicinity. For further information on this mitigation measure, please contact Karen Manci, Department of Natural Resources 221-6600. 12. The developer is free to remove existing elms from the site. This concludes Staff comments at this time. Please note the following deadlines for the May 23, 1994 Planning and Zoning Board meeting: Plan revisions due May 4, 1994 P.M.T.'s, 10 prints, colored renderings are due May 16, 1994.
