10.FIRE HYDRANTS MUST MEET OR EXCEED POUDRE FIRE AUTHORITY STANDARDS. ALL BUILDINGS MUST PROVIDE AN APPROVED
FIRE EXTINGUISHING SYSTEM.
11.ALL BIKE RACKS PROVIDED MUST BE PERMANENTLY ANCHORED.

1.A PERMIT MUST BE OBTAINED FROM THE CITY FORESTER BEFORE ANY TREES OR SHRUBS AS NOTED ON THIS PLAN ARE
PLANTED, PRUNED OR REMOVED IN THE PUBLIC RIGHT-OF-WAY. THIS INCLUDES ZONES BETWEEN THE SIDEWALK AND CURB,
MEDIANS AND OTHER CITY PROPERTY. THIS PERMIT SHALL APPROVE THE LOCATION AND SPECIES TO BE PLANTED. FAILURE
TO OBTAIN THIS PERMIT IS A VIOLATION OF THE CITY OF FORT COLLINS CODE SUBJECT TO CITATION (SECTION 27-31) AND MAY
ALSO RESULT IN REPLACING OR RELOCATING TREES AND A HOLD ON CERTIFICATE OF OCCUPANCY.

FOR EACH PHASE MUST BE EITHER INSTALLED OR THE INSTALLATION MUST BE SECURED WITH AN IRREVOCABLE LETTER
OF CREDIT, PERFORMANCE BOND, OR ESCROW ACCOUNT FOR 125% OF THE VALUATION OF THE MATERIALS AND LABOR
PRIOR TO ISSUANCE OF A CERTIFICATE OF OCCUPANCY FOR ANY BUILDING IN SUCH PHASE.
6.MAINTENANCE: TREES AND VEGETATION, IRRIGATION SYSTEMS, FENCES, WALLS AND OTHER LANDSCAPE ELEMENTS
WITH THESE FINAL PLANS SHALL BE CONSIDERED AS ELEMENTS OF THE PROJECT IN THE SAME MANNER AS PARKING,
BUILDING MATERIALS AND OTHER SITE DETAILS. THE APPLICANT, LANDOWNER OR SUCCESSORS IN INTEREST SHALL BE

Project Summary
The proposed project is a four-story senior housing facility located at the southwest corner of
Monroe Dr and Stanford Road. The existing vacant lot is located in the CG (General
Commercial) Zone District and the Transit-Oriented Development Overlay Zone. A shadow study
is provided as required for any building over 40 feet tall. The fourth floor roof line is at 56 feet
above the ground plane along Monroe Drive and 66 feet above the southern parking lot. The
site’s topography slopes to create a walk-out basement condition on the south side of the
property. The shadow study is summarized in the following paragraphs. Per LUC code section
3.2.3 (E), the 25 foot wall comparison is not required because the property is located in the
Transit Overlay District.
Study Overview
A shadow study was performed on the proposed four-story senior housing facility. The shadows
were generated using a computer modeling program called Revit Architecture. Per code section
3.2.3(A), a study must be done on December 21 to demonstrate the longest shadow day of the
year (winter solstice). We included June 21st is our study as well to show the shortest day of the
year (Summer Solstice). This allowed the shadow study to look at the longest and shortest
shadow days of the year. We also looked at three times for each day; 9am, noon, and 3pm. This
allowed the study to look at the change of the shadows throughout the day.
Conclusion
June 21
June 21 is the longest day of the year and the sun is the highest in the sky. This creates the
shortest shadows. Our graphics show that the shadows barely reach off of the property all day
long. The shadows do not affect the Cycle Apartments or adjacent Marriot Hotel.
December 21
On December 21, the longest shadow day of the year, the shadows of the building reach across
Monroe Drive to the Cycle Apartments property at 9am, noon, and 3pm, however the shadows
do not reach the buildings. Even though, the shadows are the longest on this day, the number of
affected buildings has not increased. This is a result of the site's location and relation to Monroe
Drive and Stanford Road.
In final summary, the shadow study shows that the proposed building allows sunlight to the
adjacent buildings throughout all times of the year. The shadows do reach the Cycle Apartment,
Marriot Hotel or Aspen Leaf Apartments on the longest shadow day of the year.
