That statement needs to be signed and dated by the reviewingengineer with their associated PE number.Response: Good catch! Not sure what happened there, but the Certification Statement is back in place. This is shown on the TrailsMaster Plan as a location for a grade separated crossing, but through the development review process we have moved to an at grade crossing with a rectangular rapid flashing beacon. This provided considerable cost savings, and minimized the right of way that would be needed with an underpass. Given this change we feel a larger proportional share for the crossing is warrantedcompared to what is outlined in the memo provided. The City would like a like to split the costs 50/50 with developer. Please review requirements as detailed in the Fort Collins Stormwater Criteria Manual (FCSCM), Chapter 2, Section 6.0. A copy of those requirements can be found at www.fcgov.com/erosion and meet these with future submittal; failure to do so will result in the rejection of any future submittal. Since not all required sequence sheets were provided comments are limited and will change once all required materials are submitted. The Erosion Control estimate will also need to be updated with future plan additions/revisions.Topic: FeesComment Number: 1 03/23/2023: INFORMATION:01/05/2023: INFORMATION:The City Manager’s development review fee schedule under City Code 7.52 was updated to include fees for Erosion Control and Stormwater Inspections. As of January 1st, 2021, these fees will be collected on all projects for such inspections. The Erosion Control Inspection fee is based on; the number of lots/buildingpermits, the total site disturbance and the estimated number of years the projectwill be active. Based on the proposed site construction associated with this project we are assuming 1 building permit and lot, 4.97 acres of disturbance, 2years from demo through build out of construction and an additional 3 years until full vegetative stabilization is achieved. Which results in an Erosion Control Fee estimate of $1,974.06 . Please note that as the plans and any subsequent review modifications of the abovementioned values change the fees may needto be modified. I have provided a copy of the spreadsheet used to arrive at these estimates for your review.The Stormwater Quality Inspection Fee is based on the number of LID and otherWater Quality Features that are designed for this project. Based on the submitted plans we identified 7 porous pavers fields ,4 bioretentionsystems/rain gardens and 1 extended detention basin which results in an estimate of the Stormwater LID/WQ Inspection fee of $ 4,065. Please note thatas the plans and any subsequent revisions to the abovementioned values change, the fees may need to be modified. Please see the drainage report redlines for more information. Please also see the included email from 2232023, between myself and Andy Reese, that included instructions for what we wanted to see. You will need to send updates on this hydraulic designdirectly to me for review before the next formal development submittal.01/10/2023: FOR APPROVAL: The applicant team has informed us that is a significant conflict with the proposed storm drain outlet due to an existing electric encasement and FO ducts. An acceptable stormwater outfall solution must be figured out before submitting for FDP round 2 review. The project design team will need to present other options to the City for consideration. Please contact me directly to follow up.Response: We have updated the plans and the drainage report to be more explicit about the siphon. As an FYI, the full 100-yr flow is being conveyed in the current configuration, and junction losses have been included for the Snout’s. Please provide a design cross section and/ or profile plus any other details necessary to construct the overflow.Response: Aboulder retaining wall/weir detail has been added to the landscape plans (Sheet L2)01/10/2023: FOR APPROVAL: Pond overflow and freeboard comments: a.Along the pond overflow, provide a design profile (parallel) and cross section (perpendicular). b.Provide a detail for the spillway section, this needs to include a concrete sill defining the overflow section. c.The overflow spillway may be set at the same elevation as the 100yr WSEL. Coefficients for broadcrested weirs are usually in the range of 2.6 2.9. Please make a conservative selection or justify a higher value.Response: The weir calc has been changed from a sharp crested weir to broad crested and the geometry has been updated accordingly. 01/10/2023: FOR APPROVAL: A weir calculation for the detention overflow spillway needs to be provided in the drainage report or show me if I missed it. Please let us know if there is a better way to make sure we get them with the final comments and other redlines – we are happy to help however we can but also don’t want to be pests :)Comment Number: 13 03/28/2023: FOR INFORMATION:Your response to comments contained this question:“Irrigation Tap – We would like to explore the option of downsizing the 1.5” irrigation tap to a 1” tap. The justification for downsizing is that most of the proposed landscaping is native/drought tolerant and seed irrigation zones willbe turned off after the seed is established (could be turned on occasionally during very dry periods). With this approach, the longterm irrigation water demand will be lower than it will be during the first 23 years. With a 1” tap, longer watering windows will be required during establishment. Whatinformation does the city need to evaluate this request?” In response to this question, the size selection for irrigation meters is based onthe “maximum continuous flow” rating for each meter type compared to the design irrigation rate for the system. Our meter options include a 1inch discmeter (25 gpm max continuous) and the next step up is a 1.5inch turbine meter(160 gpm max). Your irrigation plans are showing 50 GPM, therefore a 1.5inchservice and meter is the correct selection. To reduce the design to a 1inch meter you will need to decrease the irrigation design flow to 25 GPM.Response: Per email communications between Emma Pett and Jason Klausner from Aqua Engineering, a 1” irrigation tap and meter is acceptable to the City.
