All plans should be saved as optimized/flattened PDFs to reduce file size and remove layers.
Per the Electronic Submittal Requirements AutoCAD SHX attributes need to be
removed from the PDF’s.
AutoCAD turns drawing text into comments that appear in the PDF plan set,
and these must be removed prior to submittal as they can cause issues with the PDF file.
The default setting is "1" ("on") in AutoCAD. To change the setting and remove
this feature, type "EPDFSHX" (version 2016.1) or “PDFSHX (version 2017 and
newer) in the command line and enter "0".

The memo and spreadsheet detailing the proposed cost share for the regional
trail and crossing will need further discussion. This is shown on the Trails
Master Plan as a location for a grade separated crossing, but through the
development review process we have moved to an at grade crossing with a
rectangular rapid flashing beacon. This provided considerable cost savings,
and minimized the right of way that would be needed with an underpass. Given
this change we feel a larger proportional share for the crossing is warranted
compared to what is outlined in the memo provided. The City would like a like
to split the costs 50/50 with developer. We can set up an outside meeting to
discuss further and iron out the fine details.

incomplete, it is not possible to review these since most of the information
required is lacking. Please review requirements as detailed in the Fort Collins
Stormwater Criteria Manual (FCSCM), Chapter 2, Section 6.0. A copy of those
requirements can be found at www.fcgov.com/erosion and meet these with
future submittal; failure to do so will result in the rejection of any future submittal.
Since not all required sequence sheets were provided comments are limited
and will change once all required materials are submitted. The Erosion Control
estimate will also need to be updated with future plan additions/revisions.

The City Manager’s development review fee schedule under City Code 7.5‑2
was updated to include fees for Erosion Control and Stormwater Inspections.
As of January 1st, 2021, these fees will be collected on all projects for such inspections.
The Erosion Control Inspection fee is based on; the number of lots/building
permits, the total site disturbance and the estimated number of years the project
will be active. Based on the proposed site construction associated with this
project we are assuming 1 building permit and lot, 4.97 acres of disturbance, 2
years from demo through build out of construction and an additional 3 years until
full vegetative stabilization is achieved. Which results in an Erosion Control Fee
estimate of $1,974.06 . Please note that as the plans and any subsequent
review modifications of the above‑mentioned values change the fees may need
to be modified. I have provided a copy of the spreadsheet used to arrive at
these estimates for your review.
The Stormwater Quality Inspection Fee is based on the number of LID and other
Water Quality Features that are designed for this project. Based on the
submitted plans we identified 7 porous pavers fields ,4 bioretention
systems/rain gardens and 1 extended detention basin which results in an
estimate of the Stormwater LID/WQ Inspection fee of $ 4,065. Please note that
as the plans and any subsequent revisions to the above‑mentioned values
change, the fees may need to be modified. I have provided a copy of the
spreadsheet used to arrive at these estimates for your review. The fees will
need to be paid prior to building permit issuance.

The siphon design is progressing however I will need more information and
documentation of the hydraulic pipe analysis. From the information provided in
the drainage report, I am not clear how much flow is being conveyed in the pipe

2‑23‑2023, between myself and Andy Reese, that included instructions for what
we wanted to see. You will need to send updates on this hydraulic design
directly to me for review before the next formal development submittal.

proposed storm drain outlet due to an existing electric encasement and FO
ducts. An acceptable stormwater outfall solution must be figured out before

a. Along the pond overflow, provide a design profile (parallel) and cross section (perpendicular).
b. Provide a detail for the spillway section, this needs to include a concrete sill

The pond design must provide 1‑ft of freeboard measured from overflow crest to top of bank.
d. The variance request for reduced freeboard is denied.

Follow up – In response to your question: “The 100‑yr WSEL is hatched in the
grading plan. For what it is worth, we’d prefer to use a solid line or something

Usually pond WSELs are labeled on the grading plans with simple line, maybe
of a different line type or color, and labeled as “pond WSEL xxxx”.

standards apply to every customer, both large and small, regardless of what

“Irrigation Tap – We would like to explore the option of downsizing the 1.5”
irrigation tap to a 1” tap. The justification for downsizing is that most of the
proposed landscaping is native/drought tolerant and seed irrigation zones will
be turned off after the seed is established (could be turned on occasionally
during very dry periods). With this approach, the long‑term irrigation water
demand will be lower than it will be during the first 2‑3 years. With a 1” tap,
longer watering windows will be required during establishment. What
information does the city need to evaluate this request?”
‑ In response to this question, the size selection for irrigation meters is based on
the “maximum continuous flow” rating for each meter type compared to the
design irrigation rate for the system. Our meter options include a 1‑inch disc
meter (25 gpm max continuous) and the next step up is a 1.5‑inch turbine meter
(160 gpm max). Your irrigation plans are showing 50 GPM, therefore a 1.5‑inch
service and meter is the correct selection. To reduce the design to a 1‑inch
meter you will need to decrease the irrigation design flow to 25 GPM.

This development contains a trail section that is a part of the regional trail
system, the City is responsible for the long‑term maintenance of the community
trail within the development. Maintenance consists of snowplowing of the paved
surface, occasional seasonal mowing 2‑3’ adjacent to the trail surface,
repairing/replacing surface damage of the trail. All other landscaping
maintenance within the easement is the responsibility of the underlying property
owner. Landscaping shall be designed in accordance with all applicable City
codes and please coordinate with the City’s Parks Department. Spray
irrigation if required, shall be designed and maintained to avoid spray on the trail.
