1 INTRODUCTION
This report documents the results of a study to evaluate the potential traffic impacts of
the proposed East Brook Apartments in the City of Fort Collins. Rollins Consult LLC
conducted the study as required for the project’s development application. This study
will focus on short range transportation conditions. As each phase of the proposed
project is submitted, a transportation study will be performed.
PROJECT DESCRIPTION
The proposed East Brook project is located south of Vermont Drive and west of
Eastbrook Drive. Figure 1 illustrates the project location and the study area. The site is
part of the Seven generations Office Park and is currently undeveloped.
A potential project site is depicted on Figure 2. The site will be developed with a 75-unit
apartment building. Access with be from the two current driveway locations on
Eastbrook Drive. The site includes an internal plaza with a pedestrian connection to the
existing office building north of the site. This connection will allow pedestrians and
bicyclists to connect with the shared-use trail to the north.

STUDY SCOPE
The scope of work for this study was developed in conjunction with the City of Fort
Collins’s traffic engineering staff. The base assumptions, technical methodologies, and
geographic coverage of the study were all identified as part of the study approach. The
study analyzes the potential project-generated traffic impacts on the adjacent street
system.
The study evaluates the transportation system after the completion of the proposed East
Brook development for the year 2025. The following transportation scenarios were
analyzed for the AM and PM peak hours:
• Existing Conditions – The analysis of existing traffic conditions provides a basis
for the remainder of the study. The existing transportation system is described.
Peak hour intersection operations are evaluated.
• Project Travel Demand – The traffic generated by the Project will be estimated,
distributed, and assigned to the transportation network.
• 2025 Background Conditions – Future traffic conditions are projected without
the proposed Project for the buildout year 2025. The background traffic will
include overall growth in traffic within the area and traffic from proposed
development projects near the site.
• Total Future Conditions – The traffic associated with the Project will be added
to the Background traffic. The intersection operations will be determined.
• Auxiliary Lanes – The need for left-turn and right-turn lanes at the project
access point will be evaluated.
The study examined three existing intersections and one planned project access. The
study intersections are depicted on Figure 3. These were identified by the City for
inclusion in the study. The study intersections are listed below.
1. Eastbrook Drive at Vermont Drive
2. Timberline Road at Vermont Drive
3. Timberline Road at Danfield Court
4. Eastbrook Drive at Project Access Drive

2 EXISTING CONDITIONS
The transportation system has numerous elements that are described in this chapter.
The roadway network is described, and traffic volume information is presented for the
study intersections.
ADJACENT LANDUSE
The Project site is located west of Timberline Road and south of Vermont Avenue. To
the north of the site are office and residential uses. East of the site is office use and a
Poudre Fire Authority Station. South of the site is office use. West of the site is the
Union Pacific rail line and west of this is the Power shared-use trail. Fort Collins High
School is located to the east of Timberline Road.
TRANSPORTATION NETWORK
The primary roadways that serve the Project site are described below. Roadway
designations were provided in the City of Fort Collins Master Street Plan, 2020.
Roadway Network
Timberline Road is a north-south major arterial street. Currently, it is a four-lane
facility with an ultimate cross-section of 6 lanes. There is a center left-turn lane with a
raised median. Bike lanes and sidewalks are provided on both sides of the road. The
speed limit is posted at 40 mph.
Eastbrook Drive is a local north-south two-lane roadway. There are sidewalks on
both sides of the street. Parking is allowed on both sides of the street. The speed limit
is posted at 25 mph. North of Vermont Avenue the land use is residential with direct
access to Eastbrook Drive. South of Vermont Avenue, the uses are office.
Vermont Drive is a two-lane east-west local street west of Timberline Road. To the
east, it is a collector street that curves and becomes Pinecone Circle. This section of
Vermont Drive provides direct access to the parking areas at Fort Collins High School.
There are bike lanes and sidewalks on both sides of the street and parking are allowed
to the east of the high school entrance. The speed limit is posted at 25 mph. The
section of Vermont Drive west of Timberline Road is a local street with sidewalks on
both sides. Vermont Drive is a part of the Swallow Bikeway.
Danfield Court is a two-lane east-west road that provides access to the adjacent
businesses. There are sidewalks and parking on both sides of the street. There is no
posted speed limit. At the western end of Danfield Court, there is a cul-de-sac. To the
east of Timberline, Danfield Court provides an entrance/exit to Fort Collins High
School. In the westbound direction, this access to the high school is limited to a right-
turn only for those exiting the school.

Pedestrian, Bicycle, and Transit Network
The roads serving the study area all provide sidewalks. Timberline Road has marked
bike lanes. Vermont Drive and its extension Pinecone Circle are a part of the Swallow
Bikeway. This is an east/west trail that connects from Rolland Moore Park to the west,
east to Ziegler Road. The Swallow Bikeway provides a grade-separated crossing
below the Union Pacific railroad line. The bikeway connects to the Power Line trail.
Eastbrook Drive, north of Vermont Drive is a designed Shared Roadway/Bike Route.
This bike route travels through the neighborhood and connects to Custer Drive which
has bike lanes west of Timberline Road. Custer Drive borders the southern side of the
King Soopers commercial area.
No bus service is provided directly within the study area. To the north, Transfort
provides east/west service on Drake Road, and to the south on Horsetooth Road.
EXISTING TRAFFIC CONDITIONS
Existing intersection operations were evaluated for both the morning and evening peak
hours. Intersection count data were collected in late August of 2022. These counts
were performed at the three existing study intersections, while school was in session.
Appendix A includes the intersection turning movement count data. The peak hour
turning movements are provided on Figure 4. The current lane configurations of the
study intersections are shown on Figure 5.
The count data included pedestrian and bicycle counts. During the morning peak hour,
at the intersection of Eastbrook Drive and Vermont Drive, there are around 80 cyclists
headed in the eastbound direction and 25 in the north direction. During the afternoon
peak hour there are 100 cyclists/pedestrians at Eastbrook/Vermont. This data is
provided in Appendix A.

Intersection Level of Service Analysis Methodologies
Transportation professionals evaluate intersections to determine how they are currently
operating and will operate in the future. The methods employed can be found in the
Transportation Research Board’s, 6th Edition, 2016 Highway Capacity Manual (HCM).
Level of service (LOS) is based on a “graded” system from LOS A, with very little to no
delays to LOS F which represents excessive delays and congestion. Table 1 provides
the thresholds for acceptable levels of service. The table is from the Larimer County
Urban Area Street Standards (LCUASS), August 1, 2021.

Signalized Intersection
Peak hour levels of motor vehicle delay at signalized intersections were estimated using
methods provided in the HCM. This operations analysis method uses various
intersection characteristics (such as traffic volumes, lane geometry, and signal phasing)
to estimate the average control delay experienced by motorists traveling through an
intersection. Table 2 summarizes the relationship between average control delay per
vehicle and LOS for signalized intersections.

the limit of acceptable delay. High delays indicate poor
signal progression, long cycle lengths, and high volume to
capacity ratios. Individual cycle failures are frequent
occurrences. Vehicles may wait through several signal
cycles. Long queues form upstream from intersection.
F >80.0
Forced Flow or Excessive Delays: Occurs with
oversaturation when flows exceed the intersection capacity.
Represents jammed conditions. Many cycle failures.
Queues may block upstream intersections.

Unsignalized Intersection
Peak hour levels of motor vehicle delay at unsignalized intersections were estimated
using the method from Chapter 17 of the 2016 Highway Capacity Manual. The delays
for the entire intersection and the movement and/or approach are determined. Table 3
summarizes the relationship between average control delay per vehicle and LOS for
unsignalized intersections.

Existing Intersection Conditions
Using the HCM methodology, the weekday AM, and PM peak hour intersection
operations were determined. The results are provided in Table 4. The Town’s LOS
thresholds, provided in Table 1, were utilized to evaluate existing operations. As
indicated in Table 4, the study intersections are currently operating at acceptable levels
of service. The detailed analysis worksheets are provided in Appendix B. It should be
noted that at Timberline Road and Danfield Court the eastbound direction operates at
LOS F, this is a minor intersection and a LOS F is considered acceptable. This is
primarily due to the left-turning/thru vehicles. If the right-turns have room to make it
around these movements they would operate with less delay. Additionally, this does not
account for the signal at Timberline Road and Vermont Drive, which creates gaps in the
traffic stream.

3 PROJECT TRAVEL DEMAND
This chapter provides an overview of the project and a description of the travel demand
methodology to estimate vehicle trip generation, distribution, and assignment of project-
generated traffic along area roadways and intersections.
PROJECT CHARACTERISTICS
The proposed East Brook project includes a 75-unit apartment building. The project site
plan is depicted on Figure 2. As shown on the figure, vehicular access to the project will
be from two access locations along Eastbrook Drive.
PROJECT TRIP GENERATION
The trip generation characteristics of the project were estimated using data from the
Institute of Transportation Engineers (ITE) Trip Generation Manual, 111h Edition. Table
5 provides the trip generation estimated for the East Brook project. As indicated in the
table, the full buildout of the project will result in approximately 555 daily, 45 morning,
and 55 evening peak hour trips.

PROJECT TRIP DISTRIBUTION | ASSIGNMENT
The distribution of the project traffic onto the roadway system was based on the location
of the project within Fort Collins and northern Colorado, the roadway system, and
existing traffic data. The project trip distribution is depicted on Figure 6. The resulting
peak hour traffic associated with the buildout of East Brook is shown on Figure 7.

4 FUTURE TRAFFIC PROJECTIONS
Estimates of future traffic conditions both with and without the proposed Project were
necessary to evaluate the potential impact of the Project on the local street system. The
background base traffic scenario represents future traffic conditions without the addition
of the Project, while the total scenario represents future traffic conditions with the
completion of the proposed Project. These projections were developed for Year 2025.
The development of these future traffic scenarios is described in this chapter.
BACKGROUND 2025 TRAFFIC PROJECTIONS
The background traffic projections reflect growth in traffic from two primary sources:
ambient growth in the existing traffic volumes due to regional growth both in and outside
of the study area, and consideration of traffic generated by nearby planned projects.
Each of these elements is described below.
• The areawide/ambient growth in traffic was estimated at 2 percent growth per
year. This is the typical growth in traffic within the City of Fort Collins. The
existing traffic was factored upward by 1.06 to reflect 2025 conditions.
• The future traffic related to the other proposed project was added to the
background traffic. The proposed project within the study area is:

The resulting Background 2025 traffic projections for the study intersections are provided
on Figure 8.
TOTAL TRAFFIC PROJECTIONS
The total traffic projections include both the background plus project traffic. The project-
generated traffic volumes from Figure 7 were added to the Year 2025 background traffic
volumes illustrated on Figure 8 to develop background plus project peak hour traffic
volumes. The resulting Year 2025 total traffic is depicted on Figure 9.

5 AUXILIARY LANE ANALYSIS
An analysis was conducted to determine the need for auxiliary turn lanes to the project
site from Eastbrook Drive. The guidelines within LCUASS were applied to the total
future projected volumes depicted on Figure 9 for 2025 total traffic conditions. Using this
criteria, it was determined that no auxiliary lanes are necessary.

6 TRAFFIC IMPACT ANALYSIS
This chapter presents an analysis of the potential impacts of the traffic generated by the
proposed East Brook project on the local street system. The analysis compares the
projected levels of service at each study intersection under future background and total
conditions to estimate the incremental increase in the level of service caused by the
proposed Project. This provides the information needed to assess the potential impact of
the Project using the acceptable operations criteria.
FUTURE INTERSECTION TRAFFIC CONDITIONS
The future traffic projections at the four study intersections were analyzed to determine
their operating conditions. The analysis results are provided in Table 6 for both
background and total conditions. As indicated in the table, the intersections are
projected to operate within the acceptable limits established by the City of Fort Collins.

7 PEDESTRIAN AND BICYCLE
CONDITIONS
The City of Fort Collins has established pedestrian and bicycle level of service
definitions. They address several elements or quality indicators that impact the
environments these users experience. The City’s Pedestrian Plan, February 15, 2011,
describes the parameters to evaluate the pedestrian environment. The proposed project
is within the “Other”. Within the Other areas, the City has established a LOS C for each
of the elements listed below. The elements identified as important to support a
beneficial pedestrian environment are:
1. Directness
2. Continuity
3. Street Crossings
4. Visual Interest and Amenity
5. Security
Each of these is described in depth in the Pedestrian Plan. The Plan requires that
destinations within 1,320 feet (1/4 mile) of the Project are identified and analyzed for
each pedestrian element. This area is Appendix C. The results of this analysis are
summarized in Table 7 along with the associated LOS for each element. Three
commercial uses were identified for inclusion in this analysis by City staff:
• Points West Community Bank at Timberline/Vermont
• McDonalds at Timberline/Horsetooth
• Sonic at Timberline/Horsetooth
Load n Jug, at Timberline/Vermont, and access to the existing Swallow Bikeway/Power
Trails were also included.
For schools, the distance is 1 mile for elementary and middle schools and 1 ½ miles for
high schools. Based on the Poudre School District website, students within the East
Brook Apartments development would attend Shepardson Elementary, Lescher Middle,
and Fort Collins High schools. Lescher Middle school is outside the 1 mile distance.
Students will qualify to ride a bus to both Shepardson Elementary and Lescher Middle
schools.

As indicated in the table, the destinations will all have acceptable levels of service for
pedestrians.
BICYCLE NETWORK/ANALYSIS
The bicycle network within the 1,320 foot area of the project site was evaluated for the same
destinations as above.
The bicycle analysis is for Continuity adjacent to the Project and these destinations. The results
are provided in Table 8. As shown in the table, Continuity is ranked at LOS E for most
destinations. This is because the site is not directly connected to facilities that provide marked
bike lanes. This may not depict the bicycle continuity accurately. The site will be connected to
the Swallow Bikeway through the existing parking lot with a direct connection to the bikeway. It is
suggested that the crossing of the parking lot be marked with a crosswalk such that this crossing
is clearly visible to drivers.

8 CONCLUSIONS
This study was undertaken to analyze the potential short range traffic impacts of the
proposed East Brook property in the City of Fort Collins. The following summarizes the
results of this analysis:
• The proposed East Brook project is located west of Eastbrook Drive and south of
Vermont Drive. The site is currently undeveloped.
• The traffic study analyzed the short range 2025 traffic conditions with the full
buildout of the project.
• The project was modeled with a 75 unit apartment development.
• The full buildout of the project is anticipated to result in an estimated 555 daily,
45 morning, and 55 evening peak hour trips.
• Currently, the study intersections are at acceptable levels.
• The need for auxiliary lanes at the project site access locations is not necessary.
• Under both background and total short range conditions, the study intersections
will operate acceptably. At Timberline Road and Danfield Court, the east and
westbound directions will experience longer delays. This is typical of minor
intersections with arterial roads.
• The pedestrian levels of service are within the thresholds. The bicycle level of
service is E which exceeds the desired level. This is due to the condition that
marked bicycle lanes and not on Eastbrook or Vermont Drives. The site is very
well situated to accommodate bicycle trips along low volume streets (Eastbrook
Drive) and will have a direct connection to the Swallow Bikeway.
• It is recommended that the bike connection to the Swallow Bikeway be marked
with a crosswalk in the parking lot area on the north side of the site (adjacent to
the existing office building).
