06/13/2017: As depicted, a building permit will be required for the retaining walls.
Since structures aren't allowed within an easement, either the wall design needs to
be changed or the walls need to be outside of the blanket easement.

6/13/2017: A building permit is not required for the following cross sections: For
Section A -A, the slope between the two walls must be flat. It can't have a surcharge
(slope above the top of wall). The distance between the two walls be equal to the
total height of the bottom wall, including the footer. The top wall can't be more than
148" tal, including the footer: For Section B-B, the wall can't be more than 48" total,

06/13/2017: More spot elevations are needed at the driveway. The private sidewalk
ties into the driveway ramp. In order to meet ADA standards, all portions will need to
meet the 2% cross slopes. Another option is to have the sidewalk connect to the
back of the driveway ramp.

06/12/2017: The PDP was approved with the following condition: "The successful
development and continued long-term viability of Taft Hill Village Project will require
the formation of a homeowners' or property owners' association and an associated
declaration of covenants, conditions and restrictions ("CCRs") to be recorded in the
real property records of Larimer County, Colorado, that will ensure continuing
compliance with ongoing maintenance obligations specific to the Project, including
but not limited to maintenance of the private access drive, snow removal,
maintenance of the detention pond, maintenance of the bioswale feature, and other
maintenance obligations identified with particularity during the review of the Final
Plan and related Project -specific submittals to the City. The Applicant shall cause a
homeowners' or property owners' association to be created that will bear
responsibility for ensuring continuing compliance with ongoing maintenance
obligations of the Project. A copy of the draft CCRs shall be provided by the
Applicant to Staff as part of the initial Final Plan submittal, and the CCRs shall be
reviewed by Planning Staff and the City Attorney's Office for sufficiency. Comments
or suggested revisions provided by the City to the Applicant on the CCRs shall be
incorporated into same by Applicant. The Applicant and the City shall agree on the
final form and content of the CCRs prior to, or concurrently with, the approval or
conditional approval of the Final Plan." Please submit the draft declaration of
covenants, conditions, and restrictions (CCRs) for City review.

06/12/2017: Common questions we receive at this point in the process: When can I
get my building permit? and, When can I submit for building permit? Please be
aware of the following steps and policies regarding the finalization of your
documents prior to full building permit review:
-- Development Agreement, Contact: Marc Ragasa at (970) 221-6603 to coordinate.
-- Development Permit Coordination: DCP or excavation permit, utility coordination
meeting, etc. Also finalize the coordination of any offsite easements prior to
recording of mylars. Contact: Marc Ragasa at (970) 221-6603 to coordinate.
—Signing and Recording: Three documents are signed. This includes the planning
set, utility plans and plat. The planning set is held until the utility plan mylars are
signed, then the planning mylars are signed last. It may take several days for staff to
gather all of the signatures on the utility plans, and then the planning mylars are
signed shortly thereafter.
--Land Records Established: Technical Services and GIS will then work on
establishing your land records in order to trigger your full building permit review (see
below).
o Mylars must be recorded and indexed first
o GIS steps: plat and easement information entered into CAD,
o assignment of addresses (if not assigned),
o import land records data into City database,
o data is reviewed for accuracy and made available for building permit review.
--Building Permit Review: Once GIS has completed the land records process
above, you are ready to submit for full BP review. Contact, Building Services at
416-2740 if you have questions on the submittal items.
The DCP (Development Construction Permit) process can overlap with the above
preparation and review of the building permit.

tree mitigation/landscape plans. Trees shown to remain on the landscape plan
should also be shown to remain on the utility plans, and trees shown to be removed
