Back in March of 2022, WYCO and UCI2 hired independent contractor Mike Sharlow to
complete this zoning permit on our behalf. However, Mike Sharlow is no longer working for us
on this project. I, Kenneth Trujillo, of UCI2 will be the main poiunt of contact moving forward.
WYCO/UCI2 received the below planning comments from Ft Collins. Below are the City
of Ft. Collins reviewer’s comments in black. Also below are WYCO/UCI2’s responses to
these comments in Red.

02/27/2023: FOR APPROVAL: Please move your antennas to the interior of the rooftop, rather
than being mounted on the sides of the building, per Section 3.8.13(C)3 of the Land Use Code.
The proposed antennas will be visible to neighbors living at eye level directly across Plum St.
Through the parking lots to the south, they will be visible from Elizabeth St. In order to build a
case for mounting antennas on the sides of the building, please submit the following:
A propagation analysis showing the difference in coverage via wall mounting and roof
mounting,
WYCO/UCI2 has submitted a new propagation map showing the difference in coverage
from mounting in the middle of the roof vs mounting to the sides of the building.
In the Radio Frequency study, DISH’s radio frequency engineers found that the
coverage almost doubles in range when mounted to the sides of the building (shown
below in green) than compared to when they are mounted in the middle of the building
(shown in orange).

We have revised our photo simulations to show the flush mounted antennas vs sled mounted
antennas.
An RF report showing RF radiation impacts to this and surrounding properties,
The radio frequency propagation maps show the surrounding properties that will be covered by
the new high speed internet and phone services provided by DISH Wireless’ deployment.
Standards require that building mounted antennas are flush mounted. It appears that the plan
proposes a wall mount with a 12 inch stand off. Please revise to use flush mount hardware,
The antennas are tilted to cover the max area to the South. The 12” standoff is needed to allow
the antennas to achieve these angles without the antennas hitting the wall. They will be
installed as close to the wall as technically feasible.
A photo simulation showing the antenna proposed for the north, Plu m facing side of the
building using materials that match that part of the building (i.e., gray, not beige), and
relocating the antenna as close as possible to the exterior corner of the stairwell (rather than
centered on the stairwell as proposed),
Both photos have been updated to show gray antennas. An alternate photo sim has been
provided to show the antenna closer to the corner of the staircase.
Details on where cables will be routed to the antennas. We would want to ensure that cable
bundles are not going to protrude over the parapet or otherwise reach the antennas in a way
that would draw attention to the overall installation.
We will be drilling holes behind the antennas and installing our radios in the stairwell.
