Re: The Savoy Multi-Family: Project Development Plan
To Whom It May Concern,
On behalf of the applicant, Milestone Development, we are pleased to provide to the City of Fort Collins
these Project Development Plan (PDP) application materials for the project known as The Savoy, located at
the southeast corner of Cinquefoil Lane and Le Fever Drive within the City of Fort Collins. The following
information provides additional application details as required by City of Fort Collins.

• General Information/Site Design:
The Applicant is proposing to develop 240 multi-family residences. This project will be comprised of
eight (8) 3-story buildings and a ±10,000 sf clubhouse with fitness and pool amenities. The 3-story
buildings will comply with the height requirements outlined in the Development Code. The
neighborhood will provide a mix of Studio, 1, and 2-bedroom homes, all of which have been proven
to be attractive to residents in our other communities. The municipal requirement for parking will be
met through a combination of carports and surface parking spaces. The community will have its
primary entrance off Le Fever Drive and a secondary entrance off Brookfield Drive.
The vision for The Savoy Apartments is Fort Collins’ first live-work neighborhood with strong
connectivity to adjoining neighborhoods. Key to this is replacing the tradition “clubhouse” with an
amenity having a much broader range of uses to accommodate residents desiring to “go-to-work”
outside their apartments without leaving their neighborhood. Called “The Office Club”, this
approximately 10,000 sf facility at the SEC of Le Fever Drive and Cinquefoil Drive will be open to
the public via membership and, unlike a typical office building, will offer a dynamic environment for
both business and social interactions. The applicant believes that The Office Club qualifies as a
Primary use and, if so, a Minor Amendment is unnecessary.
The residences have been arranged on site to take advantage of the unique location. Multiple
buildings in small auto court configurations help to organize the site. An amenity package featuring a
clubhouse with pool, flexible indoor recreation areas, and fitness as well as outdoor amenities
including BBQ areas and community gardening opportunities will be included.
The exterior design of the buildings will promote a distinctive multi-family style with materials,
massing, and details that are compatible with the surrounding residential neighborhoods. The
architectural character of the buildings will emphasize horizontal forms and vary the roof architecture
to create visual interest. The three-story massing is broken up with a variety in detailing, materials,
color, and elevation forms. All open space features, driveways, and walks will be maintained by a
property management group.
The property is surrounded by the following uses:
o North – Future Commercial Uses
o East – Existing Residential Uses
o South – Existing Residential Uses
o West – Existing Residential Uses
The property is zoned Harmony-Corridor and the multi-family residential use proposed is
permitted within this zoning district.
• Transportation Improvements
With this development, inset parallel parking spaces will be constructed along Precision and
Brookfield Drives effectively widening the existing travel lanes on both of those streets while
providing additional clearances for emergency vehicles.

• Neighborhood Meeting Follow-Up
The neighborhood meeting held on June 21, 2021 was attended by approximately 10-15 members of
the community plus several members of Fort Collins Staff and the Applicant team. At the meeting,
Staff and the Applicant team gave presentations about the approval process and the proposed
project. A majority of the questions centered around the potential for adverse traffic and parking
impacts to the surrounding neighborhood. The Applicant team explained that traffic impacts would
be studied as part of the approval process by City Staff and any additional future improvements, if
necessary, would be identified and determined at the time of PDP review. In an effort to address
some of the neighbor’s concerns, The Applicant has agreed to include inset parallel parking along
both Precision and Brookfield Drives. The Applicant team has also moved the secondary access
point originally shown on Precision Dr. to Brookfield Dr. in order to alleviate the neighbor’s
