INTRODUCTION This Intermediate transportation impact study (ITIS) addresses the capacity, geometric, and control requirements for the proposed Fischer Property development. The proposed Fischer Property development is located west of Shields Street and south of Westward Drive in Fort Collins, Colorado. During the course of the analysis, numerous contacts were made with the owner (Erik Fischer), the project planning consultant (Ripley Design, Inc.) and Fort Collins Traffic Engineering. This study generally conforms to the format set forth in the Fort Collins ITIS Guidelines in the “Larimer County Urban Area Street Standards” (LCUASS). A scoping discussion was held with the Fort Collins Traffic Engineering staff. The Transportation Impact Study Base Assumptions form and related documents are provided in Appendix A. The study involved the following steps: - Collect physical, traffic, and development data; - Perform trip generation, trip distribution, and trip assignment; - Determine peak hour traffic volumes; - Conduct capacity and operational level of service analyses on key intersections; - Analyze signal warrants; - Conduct level of service evaluation of pedestrian, bicycle, and transit modes of transportation DELICH Fischer Property ITIS, March 2022 ASSOCIATES Page 2 II. EXISTING CONDITIONS The location of the Fischer Property is shown in Figure 1. It is important that a thorough understanding of the existing conditions be presented. Land Use Land uses in the area are primarily institutional (Colorado State University) and residential. There are residential uses surrounding the site. Colorado State University is east of the site. The center of Fort Collins lies to the east of the proposed Fischer Property site. Streets The primary streets near the Fischer Property site are Shields Street, Westward Drive, Springfield Drive, and Del Mar Street. Figure 2 shows a schematic of the existing geometry at the Shields/Westward, Westward/Del Mar, Springfield/Del Mar, and Del Mar/ Lakewood intersections. Shields Street is east of the proposed Fischer Property site. It is a north-south street classified as a four-lane arterial on the Fort Collins Master Street Plan. Currently, Shields Street has a four-lane cross section, plus a center median lane. At the Shields/ Westward intersection, Shields Street has a center two-way continuous left-turn lane and two through lanes in each direction. The Shields/Westwood intersection has stop sign control on Westward Drive. The posted speed limit on Shields Street is 30 mph in this area. Westward Drive is north of (adjacent to) the proposed Fischer Property site. It is an east-west street classified as a local street on the Fort Collins Master Street Plan. Currently, Westward Drive has a residential two-lane cross section with parking on both sides of the street. At the Shields/Westward intersection, Westward Drive is set up with all eastbound movements in a single lane. However, Westward Drive is approximately 40 feet wide curb to curb. Therefore, there is enough width that the eastbound left turns can form their own lane. At the Westward/Del Mar intersection, Westward Drive has the eastbound and westbound movements combined into single lanes. The Westward/Del Mar intersection has stop sign control on Del Mar Street. There is no posted speed on Westward Drive and assumed to be 25 mph. Springfield Drive is south of the proposed Fischer Property site. It is an east-west street classified as a local street on the Fort Collins Master Street Plan. Currently, Springfield Drive has a residential two-lane cross section with parking on both sides of the street. At the Springfield/Del Mar intersection, Springfield Drive has the eastbound and westbound movements combined into single lanes. The Springfield/Del Mar intersection has stop sign control on Del Mar Street. The posted speed limit on Springfield Drive is 25 mph. It is a north-south street classified as a local street on the Fort Collins Master Street Plan. Currently, Del Mar Street has a residential two-lane cross section with parking on both sides of the street. At the Westward/Del Mar and Springfield/Del Mar intersections, Del Mar Street has the northbound and southbound movements combined into single lanes. There is no posted speed on Del Mar Street and assumed to be 25 mph. Existing Traffic Recent peak hour traffic volumes at the Shields/Westward, Westward/Del Mar, Springfield/Del Mar, and Del Mar/Lakewood intersections are shown in Figure 3. The counts at the key intersections were obtained in March 2022. Raw traffic count data is provided in Appendix B. Pedestrian and bicycle counts were also obtained and are shown in Figure 4. Existing Operation The Shields/Westward, Westward/Del Mar, Springfield/Del Mar, and Del Mar/ Lakewood intersections were evaluated and the peak hour operation is displayed in Table 1. Calculation forms are provided in Appendix C. The key intersections are currently operating acceptably with existing control and geometry in the peak hours. The intersections were evaluated using techniques provided in the 2016 Highway Capacity Manual. A description of level of service for unsignalized intersections from the 2016 Highway Capacity Manual and a table showing the Fort Collins Motor Vehicle LOS Standards (Intersections) are also provided in Appendix C. Acceptable operation is considered to be at level of service D overall and level of service F for any approach leg at unsignalized intersections. In such areas, it is expected that there would be substantial delays to the minor street movements at unsignalized intersections during the peak hours. This is considered to be normal and acceptable in urban areas. Pedestrian Facilities There are sidewalks adjacent to all streets within the pedestrian influence area. Many of the street cross section elements were built prior to the current standards. Therefore, some of the sidewalks may be considered to be substandard. Bicycle Facilities There are bicycle lanes along Shields Street and along Prospect Road, west of Shields Street, within the study area. Prospect Road, east of Shields Street, is constrained, in that on-street bike lanes do not exist due to the width of Prospect Road. Route 19 operates along Shields Street. Route 2 operates westbound, along Prospect Road, and eastbound, along Elizabeth Street. Route 3 operates along Elizabeth Street and Plum Street. Route 32 operates eastbound on Prospect Road (west of Shields Street), northbound on Shields Street (north of Prospect Road), and westbound on Elizabeth Street. PROPOSED DEVELOPMENT The Fischer Property is a residential development with 85 apartment dwelling units and 10 single family detached dwelling units. Figure 5 shows a site plan of the Fischer Property. The apartments will be marketed to the general public. The short range analysis (Year 2027) includes development of the Fischer Property and an appropriate increase in background traffic due to normal growth and other potential developments in the area. The site plan shows that the apartments will have a full-movement access to/from Westward Drive. The single family dwelling units will be in a cul-de-sac that is an extension of Lakewood Drive to the east of Del Mar Street. Trip Generation Trip generation is important in considering the impact of a development such as this upon the existing and proposed street system. A compilation of trip generation information contain in Trip Generation, 11th Edition, ITE was used to estimate the trips that would be generated by the proposed/expected uses at a site. A trip is defined as a one-way vehicle movement from origin to destination. Table 2 shows the expected trip generation on a daily and peak hour basis. The trip generation of the Fischer Property development resulted in 742 daily trip ends, 58 morning peak hour trip ends, and 68 afternoon peak hour trip ends. EQ 122 EQ 2 EQ 7 EQ 7 EQ 4 Total 742 14 44 43 25 Trip Distribution/Trip Assignment Trip distribution for the Fischer Property was based on existing/future travel patterns, land uses in the area, consideration of trip attractions in Fort Collins, and engineering judgment. Figure 6 shows the trip distribution for the short range (2027) analysis future. To be conservative, all of the site generated traffic was assigned to Shields Street. The trip distribution was agreed to by City of Fort Collins staff in the scoping discussions. However, staff requested that there be a discussion regarding the impact of up to 15 percent of the site generated traffic going to/from the west using City Park Avenue or Elizabeth Street. The assigned trips are the resultant of the trip distribution process. Figure 7 shows the site generated peak hour traffic assignment at the Shields/Westward, Westward/Site Access, Westward/Del Mar, Springfield/Del Mar, and Del Mar/Lakewood intersections. Figure 8 shows the site generated peak hour traffic assignment with 15 percent to/from the west on Springfield Drive or Westward Drive. The impact would be minimal (less than 10 trips in each direction in the peak hours). Background Traffic Projections Figure 9 shows the short range (2027) background traffic projections at the Shields/ Westward, Westward/Del Mar, Springfield/Del Mar, and Del Mar/Lakewood intersections. Background traffic projections for the short range future horizon were obtained by reviewing the North Front Range Regional Transportation Plan and various traffic studies prepared for this area of Fort Collins. Based upon these sources, it was determined that traffic volumes on Shields Street, Springfield Drive, and Westward Drive would increase by approximately 1.0% per year in the short range future. The background traffic growth was agreed to by City of Fort Collins staff in the scoping discussions. Total Traffic Projections Figure 10 shows the short range (2027) total (site plus background) peak hour traffic assignment at the Shields/Westward, Westward/Site Access, Westward/Del Mar, Springfield/Del Mar, and Del Mar/Lakewood intersections. Signal Warrants As a matter of policy, traffic signals are not installed at any location unless warrants are met according to the Manual on Uniform Traffic Control Devices. The Shields/Westward stop sign controlled intersection will not meet signal warrants in the future. Operation Analysis Operation analyses were performed at the Shields/Westward, Westward/Site Access, Westward/Del Mar, Springfield/Del Mar, and Del Mar/Lakewood intersections. The operation analyses were conducted for the short range future, reflecting year 2027 conditions. Using the traffic volumes shown in Figure 9, the Shields/Westward, Westward/Del Mar, Springfield/Del Mar, and Del Mar/Lakewood intersections operate in the short range (2027) background traffic future as indicated in Table 3. Calculation forms for these analyses are provided in Appendix D. The key intersections will operate acceptably with existing control and geometry in the peak hours. Calculation forms for these analyses are provided in Appendix E. As with the background traffic, the key intersections are currently operating acceptably with existing control and geometry in the peak hours. Geometry Figure 10 shows a schematic of the likely short range (2027) geometry. This is the existing geometry at the Shields/Westward, Westward/Del Mar, and Springfield/Del Mar intersections. No additional auxiliary lanes will be required at the Westward/Site Access and Del Mar/Lakewood intersections. Pedestrian Level of Service Appendix F shows a map of the area that is within 1320 feet of the Fischer Property site. The Fischer Property site is located within an area termed as “Pedestrian District,” which sets the level of service threshold at LOS A for all measured factors, except for Street Crossings which is LOS B. There will be five pedestrian destinations within 1320 feet of the Fischer Property site. These are: 1) Colorado State University (CSU) to the east of the site, 2) the residential area to the north of the site, 3) the commercial area to the north of the site, 4) the residential area to the west of the site, and 5) Bennett Elementary School to the south of the site. There are sidewalks along all streets in the area of the Fischer Property site. Sidewalks will be built within the development that will connect to existing nearby sidewalks along Westward Drive and Del Mar Street. As mentioned earlier, many of the street cross section elements were built prior to the current standards. Therefore, some of the sidewalks may be considered to be substandard. • Directness – The distance ratio to all pedestrian destinations is less than 1.2 (LOS A) using the existing sidewalk system. • Continuity – The sidewalk system to all destination areas has no breaks or gaps. However, by the definitions contained in the Fort Collins Pedestrian Plan, greater than LOS C cannot be achieved since most of the sidewalks were built prior to current standards and are built directly adjacent to the streets with no landscaped parkways. • Street Crossings – There are two destination areas that have signalized crossings in their route. In order to get to CSU (destination #1), there is a pedestrian/bicycle signal at the intersection of Shields Street and Springfield Drive. In order to get to the commercial land uses north of Elizabeth Street (destination #3), a pedestrian would be required to use the Elizabeth/City Park signalized intersection, the Shields/Elizabeth signalized intersection, or the signalized mid- block crossing of Elizabeth Street. LOS B can be achieved at all of these signalized street crossings. With the minor streets crossings, all of the streets in this area are local streets. Crosswalk treatments would not be required due to the low number of pedestrians. For the other destination areas, the LOS will be C since most of the sidewalks were built prior to the current standards. • Security – The security is acceptable at LOS A for all destination areas since most of the streets are residential streets and connect to major pedestrian areas. Bicycle Level of Service Appendix F shows a map of the area that is within 1320 feet of the Fischer Property development. There will be three bicycle destinations within 1320 feet of the Fischer Property development. These are: 1) the commercial area to the west of the site, 2) the commercial area to the southwest of the site, and 3) Colorado State University to the north of the site. The Bicycle LOS Worksheet is provided in Appendix F. The base level of service is C and is B for each of the bicycle destinations. This site is connected to Shields Street. Therefore, it is concluded that level of service B can be achieved. Transit Level of Service Currently, this area of Fort Collins is served by Transfort Routes 19, 2, 3, and 32. Route 19 operates along Shields Street. Route 2 operates westbound, along Prospect Road, and eastbound, along Elizabeth Street. Route 3 operates along Elizabeth Street and Plum Street. Route 32 operates eastbound on Prospect Road (west of Shields Street), northbound on Shields Street (north of Prospect Road), and westbound on Elizabeth Street. CONCLUSIONS This study assessed the impacts of the Fischer Property on the street system in the vicinity of the proposed development in the short range (2027) future. As a result of this analysis, the following is concluded: - The development of the Fischer Property is feasible from a traffic engineering standpoint. At full development, the Fischer Property will generate approximately 742 daily trip ends, 58 morning peak hour trip ends, and 68 afternoon peak hour trip ends. - All intersections operate acceptably with the existing traffic and geometry. - None of the stop sign controlled intersections will warrant signals in the future. - In the short range (2027) future, given development of the Fischer Property and an increase in background traffic, the key intersections will operate acceptably during the morning and afternoon peak hours. - The short range (2027) geometry is shown in Figure 10. This is the existing geometry at the Shields/Westward, Westward/Del Mar, and Springfield/Del Mar intersections. No additional auxiliary lanes will be required at the Westward/Site Access and Del Mar/Lakewood intersections. - Acceptable level of service is achieved for bicycle and transit modes based upon the measures in the multi-modal transportation guidelines and the Fort Collins Pedestrian Plan. Many of the street cross section elements were built prior to the current standards.
