Dear Joe:
Staff has coordinated its interdepartmental review for Miramont Tennis and Fitness Center,
Preliminary P.U.D., and offers the following comments:
1. The plat document will require a legal description, basis of bearings, monumentation, and
additional curve data:. At the time of Final, the plat must also include ownership and attorney
certification and City approval blocks.
2. The access points onto Oak Ridge Drive will have to align with the future re -aligned
Builder's Square curb cut. Information of the location of this curb cut should be forthcoming
in the near future. Otherwise access points must be sufficiently offset for safe turning
movements.
. 3. The internal access connection with Evangelical Covenant Church/Heritage Christian
Church should be indicated. Staff is aware that there is a complex ownership situation and that
this internal connection will require cooperation from multiple parties. As a Preliminary
P.U.D., however, the connection should be shown.
4. The Poudre Fire Authority cautions that both large buildings exceed the 150 foot access
distance which will require automatic fire extinguishing systems.
5. . U.S. West states that the owner is responsible for provision of all conduit and street
crossings for telephone facilities within the project, and the owner provides terminal room space
(usually 4' x 4') and power for the main terminal at one building, generally in a janitor's closet

or utility room. The owner's vendor provide all facilities beyond the main terminal. Please
contact U.S. West engineer for conduit specifications for the main telephone entrance cable.
Any relocation of existing telephone facilities required by such plans will be paid for by the
developer.
6. At the time of Final, the plat needs to dedicate an eight foot minimum width utility
easement adjoining the southerly right-of-way line along Oak Ridge Drive. Also, the planting
of street trees must be coordinated closely with the Public Service Company. Trees are not
allowed within four feet of underground gas lines.
7. It. is suggested that additional bike racks be added. The size of the rack indicated appears
insufficient for health club. Perhaps some data or market survey would indicate a. suitable
amount of bike parking for a health club facility.
8. With a height that exceeds 40 feet, the Preliminary P.U.D. should be accompanied by
an analysis of the impacts of the proposed height of 48 feet. Please refer to Chapter 6.28 of the
Development Manual for the applicable review criteria that must be addressed.
9. Is there a need for a separate service entrance for the health club? Or, do all deliveries
and service needs use the front entrance? Please clarify.
10. It appears that the outdoor tennis courts will be screened by chain link fencing that is
equipped with green fabric for background. Is this the same fencing for other perimeter areas?
The P.U.D. is not clear on the materials and height of other perimeter fencing.
11. Please be aware that the drop-off and loading area at the front entrance.meets the A.D.A.
requirements.
12. Please add dimensions for the Fitness Building.
13. The Transportation Department would like some clarification regarding the future status
of Rule Drive. Conceptually, it is appropriate for Rule Drive to terminate and transition into
a private parking lot situation. Such a transition, however, must be designed so that it does not
confuse the general public into thinking that onsite parking lot drive aisles are a continuation of
the public street system. Is Rule Drive only needed for temporary fire access? When would
the "temporary" condition change to a permanent condition? It is not clear who would build the
Rule Drive connection sothat it connects back to Lemay Avenue.. Please clarify.
14. Generally, the Site and Landscape Plan look very good. It will be helpful to view the
three dimensional model of the indoor tennis facility as it is difficult to visualize at this time.

This concludes Staff comments at this time. Engineering and Drainage comments have been sent
to the civil engineer consultant under separate cover. In order to remain on schedule for the
November 15, 1993 Planning and Zoning Board meeting, please note the following deadlines: .
Plan revisions are due October 28, 1993.
P.M.T.'s, 10 prints, renderings are due November 8, 1993.
