The parcel size in the legal description on all the plans is 11.38 acres and is shown as 11.42 acres in the Land Use Breakdown on the Site Plan. Which is correct? 2. Is Boardwalk Drive already dedicated along the northeast side of this development? If it is, the Subdivision Plat and Site Plan could indicate "Existing ' wide R.O.W.". 3. A copy of the comments from U.S. West is attached to this letter. 4. Public service company will require an 8' utility easement on the east side of Boardwalk Drive, unobstructed by fences, for the installation of a gas main along the entire length of the Second Filing. 5. Highcastle Drive must connect to a public street network to the south and west to provide a second point of access for emergency access purposes. 6. The proposed street width for the two cul-de-sacs is not the City standard 36' width. An analysis and variance request for the narrower width must be submitted to the City for review. A variance for the 28' width for Sawgrass Court and Bulrush Court was not approved with the preliminary plat approval. At the time of preliminary review the Engineering Department noted that the cul-de-sacs were too long and serving too many lots to be 28' wide. Poudre Fire Authority may support a variance to the street width if all homes are provided with 3- car garages. Sub -drain design and street design comments from Engineering are on redlined plans sent to the engineer. 8. The Water/Wastewater Department's comments have been sent to the engineer on a redlined set of utility plans. 9. It is being recommended that a fescue blend sod grass be substituted for bluegrass for reduced water consumption. 10. Parkland fees of $625 per dwelling unit -will be collected at the time of issuance of building permits. 11. The park site that you are taking credit for on the Residential Density Chart (Oak/Cottonwood) is shown on the Parks & Recreation Master Plan but has not yet been purchased by the City. The criteria states "existing or reserved .. ". Also, the length of this filing that is contiguous to existing urban development is 1004.631, or 35% of 'the development boundary. This earns 20-25 % on the Density Chart. The total earned credit is actually 55%-60%. 12. There is a "trail" that parallels the Mail Creek Ditch. Is it proposed to be a trail or is it actually a ditch rider road? The boundaries of the ditch should be labeled on the plans. 13. Fence details for the Boardwalk Drive, Highcastle Drive, and all perimeter areas should be provided on the plans. General Note 7 on the Site Plan does not adequately define the fencing intent for this filing. 14. Who maintains the access easement on Sawgrass Court? This completes the review comments at. this time. Additional comments may be forthcoming as the various departments and reviewing agencies continue to review this request. Please be aware of the following dates and deadlines to assure your ability to stay on schedule for the March 22, 1993 Planning and Zoning Board hearing: Plan revisions are due March 3, 1993 by 12:00 noon. Please contact me for the number of folded revisions required for each document. PMT1s, renderings, and 8 folded copies of final revisions (for the Planning and Boning Board packets) are due March 15, 1993. Final. documents (including the signed development agreement, Applicable mylars and utility plans) are due March 18, 1993 by 12:00 noon.
