File names should begin with the file type, followed by the project information,
and round number.
Example: UTILITY PLANS_PROJECT NAME_PDP_Rd2.pdf
File type acronyms maybe appropriate to avoid extremely long file names.
Example: TIS for Traffic Impact Study, ECS for Ecological Characterization
Study.
All plans should be saved as optimized/flattened PDFs to reduce file size and
remove layers.
AutoCAD SHX attributes need to be removed from the PDF’s.

The proposed development project is subject to a Type 1 Review. The decision
maker for your project will be an Administrative Hearing Officer at a public
hearing. For the hearing, we will formally notify surrounding property owners
within 800 feet (excluding public right of way and publicly owned open space).
As your Development Review Coordinator, I will assist with preparing the mailing
and coordinating the hearing date with your team.

There are some concerns around constructability with the proposed utilities.
From a design perspective, there may be a case for a dry stacked sandstone
wall or something of the like.

Based on the operational characteristics of the existing gas station (7:30 PM - 6
PM) Monday Saturday, staff is considering a condition of approval that would
limit hours of operation from 6 am 9:30pm Mon Fri and 6am 7:00pm sat/sun
The basis for the condition would be related to the adjacency to two single family
detached and other residential uses and the associated impacts of late night
traffic, noise, lighting intensity, and hours of full illumination.
RESPONSE: Hours have been included on the coversheet per the PDP
hearing decision.

questions remain about the design of this system. Please see redlines for
additional information.
Please note SOPs for the spill containment will be required as a part of final
design.
08/30/2021: Spill control structures are required for all new and redeveloping
gas stations and vehicle maintenance facilities. In addition to emergency spill
response procedures, such as the use of absorbent booms, structural spill
controls must be used to protect all areas downstream of the site including
roadways, drainage channels, storm sewer systems, wetlands, creeks and
tributaries from petroleum products and other pollutants that are stored and
handled at gas stations and vehicle maintenance facilities.
The spill control structure can be a below grade concrete vault and should be
placed in a location on the site that allows for spills to be directed toward it. Low
flows, both pollutant spills and runoff from small storms, should be able to be
directed into the control structure. Larger storm flows may be directed into the
control structure but more likely will overtop a curb or bypass the spill structure
and runoff toward the site detention basin.
The spill control structure or vault must have a minimum capacity of 150 gallons.
The vault should be covered for safety although ventilation should be provided to
allow for evaporation between storms.
The spill control structure is a permanent facility and is not part of the SWMP.
Please provide a spill control structure along with SOPs for this facility. Note:
full details including SOPs are not needed for Hearing; however, spill
containment must be shown to be provided prior to Hearing.
RESPONSE: SOP provided. Spill Containment vault has been designed
and dimensioned.

08/30/2021: Please remove AutoCAD SHX comments from PDF plans.
AutoCAD turns drawing text into comments that appear in the PDF plan set,
and these must be removed prior to submittal as they can cause issues with the
PDF file. The default setting is "1" ("on") in AutoCAD. To change the setting
and remove this feature, type "EPDFSHX" in the command line and enter "0".

Want to verify that someone has verified the location of the CT cabinet and
meter with Chad Stanley from the Electric Meter Shop?
09/01/2022: FOR HEARING UPDATED:
Where will the pole mounted CT cabinet and meter be located? We normally
see these mounted on the exterior of the building. Please verify with Chad
Stanley 970 217 6110 in our Electric Meter Shop if this is acceptable. Also,
Note 1 on the Utility Service Plan indicates Light & Power will pull in the
conductors. Please remove this note, as it will be the electrical contractor who
pulls in the conductors.

This project will need to comply with our electric metering standards. Electric
meter locations will need to be coordinated with Light and Power Engineering.

The two vaults shown on the plan set appear to be 3'x3' which is to small.
Please show 2 vaults that are 3.5'x6.5' each on the plan set to represent the
actual size of the proposed vaults.

Thank you for showing the two vaults on the Utility Plan. One for 3 phase and
one for the single phase needed to serve Lot 2. Leaving this active until
comment number one has been fleshed out.
08/30/2021: FOR HEARING:
Light & Power is investigating bringing the primary feed from the West along
Prospect. This would avoid getting primary across Lemay Ave. which was
recently paved. This would involve cutting in a primary vault, maybe two, along
Prospect for the 3 phase. Please coordinate a primary vault location with Light
& Power and show on the plan set.

The existing streetlight along Prospect will need to be relocated for the right turn
lane. Please show a proposed streetlight next to the two proposed vaults along
Prospect. Please adjust the proposed street trees along Prospect and Lemay
to meet the minimum spacing requirements.

There are two existing streetlights that will need to be relocated with this project.
They will need to be in the Public ROW or a Utility easement. Please coordinate
with Light & Power. Streetlights will be placed along public streets. A 40 feet
separation on both sides of the light is required between canopy trees and
streetlights. A 15 feet separation on both sides of the light is required between
ornamental trees and streetlights.

Please provide the remediation plans, remediation dewatering permits, etc. that
are required to fully address the REC to ensure the City's interests are
preserved. For instance, the remediation plan should address the treatment of
the contaminated groundwater and/or soils generated by dewatering for
underground storage tank installation, whether a vapor intrusion barrier is
needed, etc.
RESPONSE: The Redevelopment Environmental Concerns Plan,
prepared by Seneca Companies, is included within this submittal and
addresses the forementioned concerns.

Landscape planting diagrams on sheet L1.3 are not to City of Fort Collins
standards. Please indicate that trees should be planted with the root flair an inch
or two above final grade. In addition to this trees need to be mulched with a
mulch ring that is 4 6’ feet in diameter and 2 4” deep.
RESPONSE: Requested notes detailing root flair and mulch ring
information have been added within sheet L1.3.

Please consider changing the species of the bur oak and honeylocust specified
on the plan. These trees have reached they're maximum targeted percentage in
our citywide canopy and we are trying to refrain from using them moving
forward. Other options for this space could include Chinkapin oak, Texas red
oak, Shumard oak, or Kentucky coffeetree.
RESPONSE: Tree species have been revised as requested.

10/31/2022: FOR FINAL PLAN:
Tree spacing along S Lemay does not allow for required 40' distance between
street lights and shade trees. Please adjust tree spacing to allow for 40' distance.
RESPONSE: Proper spacing cannot be met as the streetlight is existing.
The tree located in front of the bus stop has been changed to an
ornamental and moved to Prospect. All other trees along Lemay meet the
spacing requirements.
Proper spacing is also provided on Prospect, and removing the tree in
front of the bus stop will provide better visibility between bus drivers and
riders.
