The comments are offered informally by Staff to assist you in preparing the detailed components of the project application. Box 580 - Fort Collins, CO 80522-0580 - (303) 221-6i50 CONCEPTUAL REVIEW STAFF COMMENTS MEETING DATE: February 8, 1993 ITEM: Auto Lube and Carwash, Harmony Market 5th, Northwest Corner of Lemay Avenue and Oak Ridge Drive. APPLICANT: Mr. Eldon Ward, Cityscape Urban Design, 3-555 Stanford Road, Suite 165, Fort Collins, CO. 80525 LAND USE DATA: Request for auto lubrication and -carwash facility in two separate buildings, on approximately one acre, located at the northwest corner of Lemay Avenue and Oak Ridge Drive. COMMENTS: 1. It is recommended that both buildings share a single electrical transformer. The location of the transformer should be closely coordinated with the City tight and Power Department. The transformer may be screened by landscaping or a screen wall with minimum clearances as per Light and Power_ specifications. The screening must not interfere with the need for hard surface accessibility for a boom truck. Hard surface area must not be greater than eight feet from the transformer. 2. A Commercial One, "C-111, Form must be completed by an electrical contractor to determine entrance capacity. Please contact the Light and Power Department for an estimate of fees. 3. Both water and sewer mains are available in both Lemay and the internal access drive that presently serves Steele's Market. Each buildng.will require its own separate water and sewer services . For further information, please contact the Water and Wastewater Department at 221-6681. 4. The site is Located in the McClelland -Mail Creek drainage basin. The fees in this basin are $3,717 per acre, subject to the amount of stormwater detention and runoff coefficient. The site will. have to be regraded to conform to the overall drainage plan. Since the uses will be categorized as retail, the Street Oversizing Fee will be $14,006 per acre, payable at the time of building permit issuance. 6. At the time of submittal, the standard public improvements plan, or utility plan, will be required. If a combined Preliminary and Final P.U.D. is applied for, then the Utility f Plans should be in final form. For further information, please contact Kerrie Ashbeck, 221-6750. 7. The site plan should indicate the direction of vehicular circulation. 8. Staff is concerned about lack of stacking in front of the auto lube facility. Is there enough area to accommodate the Saturday morning rush? Perhaps the operator can supply information on the number of cars serviced per hour on a typically busy Saturday. There should be no stacking spilling out to the drive aisle. 9. The building envelope for the carwash does not appear to include a mechanical room. Please be aware that these facilities require space for mechanical equipment. 10. The two buildings should be tied together architecturally, and with elements of the three anchor tenants within. Harmony Market. 11. The P.U.D. should specify that all light fixtures, both pole mounted and building mounted, should feature down directional, sharp cutoff design. There should be no light spillage off the site. At the time of submittal, manufacturer's cut sheets should be provided. 12. The height of pole mounted fixtures should match the shorter poles used on the perimeter of Pace Warehouse, Harmony Market First Filing. The color of the poles should match Steele's Market. 13. A shared parking agreement with Steele's Market may be required to handle parking for employees. 14. The site is not located within the Residential Neighborhood. Sign District. Therefore, the signage will be reviewed as part of the P.U.D. Sign permits will be issued based on the specifications on the P.U.D. 15. Because of the number of auto bays, the site will require heavy reliance on perimeter landscaping. Evergreens and hedges are suggested, especially along Lemay. Since opportunities for foundation shrubs are limited, landscape materials must be generous for maximum effectiveness.
