HomeMy WebLinkAboutHARMONY MARKET PUD, 5TH FILING - PRELIMINARY & FINAL - 54-87G - CORRESPONDENCE - STAFF'S PROJECT COMMENTSCommuPlanning and Environmentalom-ces Planning Department March 17, 1993 Mr. Eldon Ward Cityscape Urban Design 3555 Stanford Road Fort Collins, CO 80525 Dear Eldon: Staff has completed its interdepartmental review of Harmony Market 5th Filing, Preliminary and Final P.U.D. The, comments below represent the findings of this review: 1. The plat should indicate the right-of-way width for Oakridge Drive. 2. The Public Service Company cautions there are existing natural gas lines in easements on the west side of Lemay Avenue and on the north side of Oa.kridge Drive. The planting of trees in these areas needs to be coordinated with PSCo. Trees should be kept a minimum of four feet away from existing natural gas lines. 3. U.S. West cautions that review of these plans is not a commitment to provide telephone service. Also the owner is responsible for provision of all trench, conduit, and street crossings for telephone facilities within the project. The owner must also provide terminal room space and power for the main terminal at the main building. 4. U.S. West will require a 12 foot wide utility easement behind the curb along the west side of this site. 5. Staff is concerned about pedestrian connections on the west side of the site. it is likely lube customers may wish to walk over to Steele's Market while their car is in line to be serviced. Presently, the sidewalk does not appear to be continuous. Staff recommends that the sidewalk along Oakridge be continued around to the north so that it ties into the primary curb cut. At this point, a pedestrian will be able to walk diagonally across the "Steeles access drive" and hook up with the existing sidewalk on the east side of the Steele's 281 North College Avenue • P.O. Box 580 • Fort Collins, CO 805"4);80 (30) 221-67 0 9 0 site. This would involve about 35 to 40 additional feet of sidewalk and would help make the sidewalk system more continuous. 6. A Hazardous Materials Impact Analysis may be required. The applicant should review the attached information and submit a Hazardous Material Impact Analysis if the quantities exceed those listed under "Short Form" in Table One. 7. Staff applauds the commitment to provide low, cut-off light fixtures as currently in place within Harmony Market P.U.D. This commitment should be so noted on the Site Plan under General Notes. The height of the perimeter light poles around the Pace Warehouse site (15) have been well accepted by the adjacent neighborhood as non -intrusive fixtures. Every attempt should be made to match the color of the poles that were installed for Steele's Market. Staff also suggests exterior security lighting be high pressure sodium versus mercury vapor because of the reduced offsite glare factor. It would be helpful to have the specification sheets for both the proposed pole and building mounted fixtures. Staff suggests the note read: "Exterior lighting, both building mounted and pole mounted, will be similar to that found in Harmony Market P.U.D. Pole height not to exceed 16 feet. All fixtures to feature sharp cut-off, down directional luminaries." 8. Staff is concerned about lighting and the carwash being open on a 24-hour per day basis. If all four bays are illuminated for customers all night long, then there may be an impact on surrounding properties. Is there such a strong" customer demand that necessitates a 24-hour carwash? Staff suggests the carwash operation. consider a reduction of hours. Is it possible that the carwash could shut down at 10:00 p.m.? The carwash bays could be equipped with lights that are controlled by an automatic timer that dims the bay lighting to discourage washing but still provides security lighting. 9. Please provide information regarding the hours of operation for the Tube shop. Of particular interest is whether the facility will be open on Sundays. Staff has been contacted by the Evangelical Church and Sunday operating hours may have an impact. 10. As mentioned at conceptual review, stacking of vehicles waiting to be served by the lube shop may interfere with the exiting cars from the carwash. The area of the greatest potential conflict is with the northern -most lube bay and the eastern -most wash bay. 11. The City Forester recommends the Royal Red Maple and the Golden Raintree not be used as street trees. Attached please 0 find the recommended species list for street trees. These species are rated from one to five (five being the hardiest). It is preferred that species rated four or five be used. 12. It is recommended one additional street tree be added to the Lemay Avenue frontage, just north of the intersection of Oakridge Drive. 13. Staff recommends that the three Redspire Pears at the southwest corner of the property be replaced by conifers to promote more effective screening. Another clustering of three Austrian Pine would accomplish the screening objective and also match the other side of the "Steele's access drive" which is heavily landscaped with conifers. This area also seems to have more opportunity to raise the berm height above 30 inches (plus or minus). If the berm height can be raised, this would be an improved screening of the parked cars. 14. In order to further screen the vehicular drive area from Lemay Avenue, it is recommended that conifers be added adjacent to the 10 Golden Currents in the northeast corner of the site. It is recommended two Austrian Pines be located in this area. 15. It is important to review the east and south elevations as well as the north and west which have been provided. The church, as an adjacent property owner, is directly affected by the southern appearance of the facility. 16. Please indicate the materials and color of the three overhead doors serving the lube facility. It would be preferable if these doors could be a muted or earth tone color and not a contrasting shiny metallic color. If these doors are all glass, then the mullions should be painted muted color, not. white. 17. Staff appreciates the need to prevent the effervescence of brick materials on the carwash. The architectural elevations indicate the carwash is concrete block and synthetic stucco. Please indicate which portion.of the building is block and which is stucco. 18. The architectural elevations will be used to review sign permit requests for wall signs. Permits will be issued for signs that fall within the dashed line areas only. Please indicate that building mounted signage will be individual letter and please specify letter height. 19. Staff is concerned about the use of cabinet signs or banners that are tacked on to advertise a particular nationally recognized brand of motor oil. At one particular existing lubrication facility, the brand name changes on a frequent basis. At times, two brand names are advertised. Staff strongly supports the tasteful design of the monument sign and supports individual letter, permanent wall signage. Staff, 10 0 0 however, cannot permit temporary advertising for brand name motor oil or other auto supplies. In order to preserve the design integrity of the P.U.D., and to prevent such added -on signage, please add the following note to both the site plan and architectural elevations: "As a condition of this P.U.D., there shall be no painted window or door signs, temporary cabinet signs, or other temporary signs not specified on this P.U.D. As per the limitations and restrictions of Section 29-601 of the Sign Code, temporary banners and pennants may be allowed." 20. On the west elevation, it appears that the car exiting the carwash is going north, which would be the wrong way. 21. Under the description of the canvas awnings, please add the word "non -illuminated". This concludes Staff comments at this time. Please note the following deadlines for the April 26, 1993, Planning and Zoning Board hearing: Plan revisions are due April 7, 1993, P.M.T.'s, 10 prints, colored renderings are due April 19, Final documents (including Site and Landscape Covenants) are due April 22, 1993..
