College Avenue along the property’s frontage. The current cost per linear foot adopted by the City of Fort Collins is $264/LF, but this cost is subject to change. This repayment would be required prior to the issuance of any building permits. Please contact the Transportation Capital Expansion Fee (TCEF) Program Manager Marc Virata (mvirata@fcgov.com) for additional information or questions.Response:Per emailfrom Marc ViratadatedJanuary 24, 2023, the College Avenue reimbursement is not required.Comment Number: 3 01/05/2023: FOR APPROVAL:The storm sewer outlet pipe that crosses Vine Drive to the south does not meet the minimum depth requirement for utilities as stated in LCUASS. Per discussions during the PDP phase, the variance request should include a structural analysis of the pipe, signed and sealed by a professional geotechnical engineer registered in the state of Colorado. The variance request must be completed prior to final plan approval. Once the variance request is approved, it must be listed under note #48 in the general notes on sheet CS2. With the first submittal, the variance was submitted as a Water/Wastewater variance, when it should be an engineering variance for shallow cover on a storm pipe. We are expecting to see the geotechnical analysis associated with this variance with the next submittal.Response:This variance is no longer needed with the new siphon design.Comment Number: 4 01/05/2023: FOR APPROVAL:Please provide planview exhibits for the engineering variances that will help to visualize what is being requested and where the variances would be applicable to.Response:We believe this may no longer be needed with the siphon design, but if you still feel it is helpful, let us know. As it stands, the only variances being requested are Driveway spacing, flowline slope, and groundwater separation from bottom of pond. This is shown on the Trails Master Plan as a location for a grade separated crossing, but through the development review process we have moved to an at grade crossing with a rectangular rapid flashing beacon. This provided considerable cost savings, and minimized the right of way that would be needed with an underpass. Given this change we feel a larger proportional share for the crossing is warranted compared to what is outlined in the memo provided. The City would like a like to split the costs 50/50 with developer. Please ensure that the Erosion Control Plans provided include a individual sequence sheets in accordance with (FCSCM Ch 2 Section 6.1.3.2Response:Sequence sheets are now provided.Comment Number: 4 01/05/2023: FOR APPROVAL:The submitted Erosion Control Plans and report are inadequate and incomplete, it is not possible to review these since most of the information required is lacking. Please review requirements as detailed in the Fort Collins Stormwater Criteria Manual (FCSCM), Chapter 2, Section 6.0. A copy of those requirements can be found at www.fcgov.com/erosion and meet these with future submittal; failure to do so will result in the rejection of any future submittal. Since not all required sequence sheets were provided comments are limited and will change once all required materials are submitted. The Erosion Control estimate will also need to be updated with future plan additions/revisions.Response:The Erosion Report was following the same format and content as the recently approved Bucking Horse Park. We have made some alterations to bring it in line with the Rudolph Farm information, which has generally had minimal comments. If there are specific things that are missing, please let us know.Topic: FeesComment Number: 1 01/05/2023: INFORMATION:The City Manager’s development review fee schedule under City Code 7.52 was updated to include fees for Erosion Control and Stormwater Inspections. As of January 1st, 2021, these fees will be collected on all projects for such inspections. The Erosion Control Inspection fee is based on; the number of lots/building permits, the total site disturbance and the estimated number of years the project will be active. Based on the proposed site construction associated with this project we are assuming 1 building permit and lot, 4.97 acres of disturbance, 2 years from demo through build out of construction and an additional 3 years till full vegetative stabilization due to seeding. Which results in an Erosion Control Fee estimate of $1,974.06 . Please note that as the plans and any subsequent review modifications of the abovementioned values change the fees may need to be modified. I have provided a copy of the spreadsheet used to arrive at these estimates for your review. The fee will need to be provided prior to building permit issuance when the erosion control escrow is also deposited.The Stormwater Quality Inspection Fee is based on the number of LID and other Water Quality Features that are designed for this project. Based on the submitted plans we identified 7 porous pavers fields ,4 bioretention systems/rain gardens and 1 extended detention basin which results in an estimate of the Stormwater LID/WQ Inspection fee of $ 4,065. Please note that as the plans and any subsequent revisions to the abovementioned values change, the fees may need to be modified. I have provided a copy of the spreadsheet used to arrive at these estimates for your review. If floodproofed instead of elevated, then please note how and who will certify. To help with permitting efforts, tabulating the structures and how they will be protected is beneficial for all parties involved. For example, monument signs (2) will be elevated to RFPE; Elevator (1), will be floodproofed per FEMA Technical Bulletin. An acceptable stormwater outfall solution must be figured out before submitting for FDP round 2 review. The project design team will need to present other options to the City for consideration. Please contact me directly to follow up.Response: Thank you for the meeting with the design team and engineering staff. Per that meeting, the project is now including a siphon outlet design that avoids the conflicts with existing utilities.Comment Number: 2 01/10/2023: FOR APPROVAL:The drainage report and LID map shows gravel pave being used to meet LID treatment requirements; this was not proposed during PDP review. Gravel pave is not a standard LID technique in the City. Further, during PDP review I was verbally stated that the gravel parking would not count towards LID treatment requirements. Please revise the drainage design to meet the 75% LID treatment requirement using City accepted methods.Response: While we strongly believe that the gravel should be considered an LID treatment method, we have modified the plan so that 75% of the impervious areas are being treated without including the gravel parking areas.Comment Number: 3 01/10/2023: FOR APPROVAL:All offsite easements will need to be executed and recorded before or with thedevelopment project.Response:Understood. Please provide a draft of this easement for our review.Response: The offsite easement exhibit was provided with Round 1 and is provided again with this submittal.Comment Number: 5 01/10/2023: FOR INFORMATION: Variances – processing of the Stormwater and WaterWastewater variances will be on hold until the stormwater outfall pipe redesign is worked out. We are willing to continue working on solutions for the gravity outfall pipe, including reasonable concessions on criteria.Response:Understood. The pond design must provide 1ft of freeboard measured from overflow crest to top of bank.d.The variance request for reduced freeboard is denied.Response: The plans now include specific spot elevations and slope areas defining the emergency spill section. We believe this information will provide what you are looking for with the sections, so we have not included those with this submittal since they are not typically part of a construction plan set. If you feel like you still can’t ascertain the info you need, let me know and we’ll see what the best way is to do that.In order to keep the more naturalized look of the detention pond, the spillway has been defined by the boulder retaining wall instead of a concrete sill. Specific spot elevations and dimensions are shown on the grading plan and drainage plan to ensure proper construction.Please note that the spillway is actually set above the 100-yr WSEL, and the top of the pond embankment is above that. This leaves the 100-yr WSEL at 49Comment Number: 15 01/10/2023: FOR APPROVAL: Label and delineate the 100yr pond water surface elevation and extents on the grading plan.Response:The 100-yr WSEL is hatched in the grading plan. For what it is worth, we’d prefer to use a solid line or something other than the solid hatch for plan readability. Please see the included information about the Vine Drive water and sewer services.Response:The water taps that we are aware of are shown. Since there are not improvements planned to either the waterline or sewer line, we believe this comment is resolved with the info shown. Please let us know if something else is needed though.Irrigation Tap–We would like to explore the option of downsizing the 1.5” irrigation tap to a 1” tap. The justification for downsizing is that most of the proposed landscaping is native/drought tolerant and seed irrigation zones will be turned off after the seed is established(could be turned on occasionally during very dry periods).With this approach, the long-term irrigation water demand will be lower than it will be during the first 2-3 years. With a 1” tap, longer watering windows will be required during establishment.What information does the city need to evaluate this request?Comment Number: 2 01/10/2023: FOR APPROVAL UPDATED:* The existing tap location(s) on the sewer main need to be located for the existing service(s) at 620 N. College.
