For your information, attached is a copy of the Staff's comments concerning First
Bank, Pad 6, Harmony Market P.U.D., presented before the Conceptual Review Team
on August 10, 1992.
The comments are offered informally by Staff to assist you in preparing the
detailed components of the project application. Modifications and additions to
these comments may be made at the time of formal review of this project.

CONCEPTUAL REVIEW STAFF COMMENTS
MEETING DATE: August 10, 1992
ITEM: First Bank, Pad 6, Harmony Market P.U.D. (southwest corner
of Harmony Road and Lemay Avenue)
APPLICANT: First Bank, Davis Architectural Group, and Cityscape
Urban Design c/o Eldon Ward, Cityscape Urban Design, 3030 South
College Avenue, Fort Collins, CO. 80525.
LAND USE DATA: Request for free-standing bank building on Pad 6 of
the Harmony Market P.U.D. Conceptually, bank is estimated between
7, 000 and 8, 000 square feet in size. Site improvements include up
to three automated teller machine stations. Request also includes
use of a temporary office building of modular construction for up
to two years until permanent facilities are built.
COMMENTS:
1. Electrical power is available from the corner of Harmony and
Lemay. An existing underground conduit runs due west parallel to
Harmony Road. Power can also be brought down Lemay. The location-
of the transformer should be that so it will not have to be
relocated (at the developer's expense) for the permanent building.
The transformer should be screened from public view along Harmony
or Lemay. It may be screened by landscaping or an enclosure with.
proper clearances. It must remain within eight feet of a hard
surface area so it is accessible by a boom truck. All normal
development charges will apply. If there are any further

2. Both water and sewer mains are installed. It is suggested
that the services be installed so that they will be able to serve
both the temporary and permanent building with minimal
modifications. For further information on water and sewer issues,
please call Mark Taylor, 221-6681.
3. The Uniform Building Code and Fire Code require that either
the building be equipped with an automatic fire extinguishing
system or that there are no uncontained internal spaces greater
than 5, 000 square feet. For further information on the U.B.C. ,
please call Plans Examiner, Sharon Getz, 221-6760.
4. The Fire Code requires access to the building to be by
internal drive aisles that feature no less than 20 feet inside and
40 feet outside turning radii. Please check to make sure the
existing fire hydrant is within 400 feet. All exterior portions of
both buildings must be within 150 feet of the fire lane. The ATM's
on the east side of the site may prevent access to the permanent
building.

5. .A fully automatic fire extinguishing system may allow relief
from the strict 150 foot fire access requirement. For further
information, please call Warren Jones, Fire Marshal, 221-6570.
6. The site is located in the McClelland/Mail Creek drainage
basin. The drainage fee in this basin is $3,232 per acre payable
at the time of building permit issuance. This fee is adjusted
based on the amount of hard surface versus soft surface, and by the
amount of onsite detention provided onsite.
7. The submittal must be accompanied by a Drainage Report,
Drainage and Grading Plan, and Erosion Control Plan. The
improvements identified in the Erosion Control Plan must be
secured, prior to construction, by an escrow check and released
after the measures have been implemented. For further information

8. The City Engineering Department will require a set of Utility
Plans describing the details of constructing the necessary public
improvements. The Utility Plans must also be accompanied by a
Development Agreement made between the developer and the City.
These documents must be completed prior to release of any
authorization to proceed with construction. Because of the
compressed time frame between receiving final Utility Plans and a
Final Development Agreement, and the time of the public hearing,
the final documents may not be in final form. In such case, the
project will face conditional approval until such time as all final
documents are recorded. For further information regarding the

9. A subdivision plat will be required.
10. The Street Oversizing Fee for a commercial bank is $14, 005 per
acre. This fee is payable at the time of building permit issuance.
The fee may be negotiated due to the plan for a phased construction
schedule. It may be possible that partial payment for the
temporary structure and full payment at the time of the permanent
structure will be accepted. Please contact Matt Baker, 221-6605
for further details on how this fee will be assessed.
11. The Transportation Department requests that the Site Access
Study be updated and amended to analyze the impact on two
intersections (Harmony/Boardwalk, Harmony/Lemay) due to the
Saturday operating hours. The original study did not accurately
reflect the anticipated amount of Saturday traffic now associated
with the current tenants. For further information regarding this

details.

12. The existing trees onsite should be inspected by Tim Buchanan,
City Forester to determine health and condition. Please call 221-
6640 to reach Mr. Buchanan.
13. The Planning Department expects the median strip at the entry
south of the pad to be fully landscaped with development of Pad 6.
14. A. combined Preliminary and Final submittal will be allowed.
Please understand the risk that if the application is not complete
or does not contain the necessary amount of documentation, then it
may be presented to the Planning and Zoning Board on October 19,
1992 as a Preliminary only. Similarly, the Planning and Zoning.
Board is empowered to also disassociate the Preliminary from the
Final at its discretion if issues are not fully resolved.
15. Staff has prepared comments on the development of this pad and
meeting the test of "being in substantial conformance with" Harmony
Market P.U.D. These comments are found in a letter to Mr. Peter
Kast, G.T. Land Colorado, Inc. , dated July 28, 1992 . This letter
addresses roofing, site lighting, bicycle parking, signage, and
landscaping. These comments are not repeated here.
16. The concept of a temporary modular bank is unusual. Staff
would be very concerned about placing a time limit on the
"temporariness" of the structure. It is envisioned that a time
limit would be and that any extension would have to be approved
by the Planning and Zoning Board.
17. A neighborhood information meeting is scheduled for Wednesday,
August 26, 1992, 7:00p.m. at the Faith Evangelical Church at 4825
