HomeMy WebLinkAbout1ST BANK AT HARMONY MARKET PUD, 4TH FILING - PRELIMINARY & FINAL - 54-87F - SUBMITTAL DOCUMENTS - ROUND 1 - PLANNING OBJECTIVES • fC® oê urban design, inc. 1ST BANK at HARMONY MARKET Statement of Planning Objectives August 31, 1991 This 1st Bank facility is proposed on approximately 2.9 acres at the southwest corner of Harmony Road and Lemay Avenue as one of the "pad sites" at the Harmony Market PUD. Construction will be phased, with extensive perimeter landscaping, a well finished modular building, and much of the permanent parking lot completed in Phase I. The permanent bank building is expected to be completed three to five years after Phase I is occupied. Employment by 1st Bank at this facility is estimated at 8± initially, and up to 20± upon completion of the permanent facility. As established with earlier filings at Harmony Market, a Business Service use such as 1st Bank is appropriate at this location, and is consistent with the applicable Land Use Policies of the City of Fort Collins, including those policies promoting maximum utilization of land within the city; discouraging commercial development from gaining primary access from College Avenue; giving preferential consideration to urban development proposals with are contiguous to existing development within the city limits; and locational criteria for commercial/business types of uses. The proposed plan is also consistent with the goals and design guidelines outlined for the pad sites by City Staff and the owners of Harmon.y Market. The scale of the proposed buildings forms a transition between the larger anchor users at Harmony Market and the residential uses to the north. The use of flat roofs keeps the building height lower, and increases the probability that a large tree in the center of the site can be saved. Site lighting and bicycle parking are planned to meet the Harmony Market Design Guidelines; and the major signage on the buildings and on the existing monument sign structure will be wall or facia mounted individual letters. Some secondary signage will include illuminated cabinets on brick pedestals. Extensive perimeter landscaping along Lemay and the on-site service road is planned in character with the landscape improvements made with Pace, Builders Square, and Steele's. Development of the site is scheduled to begin in late 1992, with completion of the permanent building targeted between 1996 and 1998.
