General information about the project is presented below, and detailed information about the nature of this request follows. General Information The project site is located east of Jerome Street and south of Suniga Drive in north Fort Collins. The properties are currently vacant and are to be developed into a mixed-use development, including single family attached and multi-family housing. The size of the combined site is approximately 7.14 acres and includes the Josh Ames Ditch on the south edge of the site. Pascal Street The only public road on the property will be Pascal Street, which will run east/west through the lower half of the site. This will be an extension of Pascal Street, which runs east/west through the Old Town North neighborhood and intersects with Jerome Street at the eastern boundary of the property. Pascal Street is intended to dead-end with this development at the west side of the site, however, the ultimate connection as intended as a through street to N. College Avenue at such time as re-development occurs on the parcels to the west that front N. College Ave. The portion of Pascal Street within the Jerome Street Station development will be classified as a Modified Residential Local street and will serve as one of the two access points to the site from Jerome Street, the other being north at the intersection with Cajetan Street (the site access from the Cajetan Street intersection will not be a continuation of the ROW). Larimer County Urban Area Street Standards (LCUASS) dictate that the Right-of-Way (ROW) width for a Public Alley shall be 57-feet. Northern Engineering would like to request a variance from this requirement to allow for a right-of-way of approximately 44-feet to allow for alternative parking and walkway configurations to the adjacent uses, traffic calming concerns, and space considerations. All other LCUASS and City requirements for utility spacing and other considerations will be met. Additionally, narrow street sections and “bulb out” connections at intersections are both effective methods of traffic calming, which will be beneficial after the ultimate street connection to College Avenue is made. The adjustment in ROW width will still effectively convey through traffic in the ultimate condition. If you have any questions, please feel free to contact me directly.
