Collins, CO 80525 June 16, 1992 Planning and Zoning Board 281 North College Avenue PO Box 580 Fort Collins, CO 80522-0580 Gentlemen: We are writing to react to the proposed development of Oak/Cottonwood Farm since we can 't be at the meeting June 22nd . We did attend the neighborhood meeting on April 29, and were very favorably impressed with the over-all development plan . However, we do have several concerns that center on the proposed road south of Werner School . One concern is the small lots proposed (about 7500 sq . Ft . , as we recall ) which will be directly across Mail Creek Lane from a lot of over 19, 000 sq . ft . -- which seems t❑ us a gross difference . When we asked why the lots were so small , the developer said that the traffic there would make them less desirable . It seems reasonable to suppose that this traffic would also make the properties on Mail Creek Lane less desirable . School traffic would be augmented by commuter traffic of Fossil Creek residents coming and going through Cottonwood Farm and vice versa . This increased traffic leads t❑ another concern for safety of children in this already congested area . We hope you will look at the larger picture of traffic flow in the area, including the new development to the south -- it seems to us that a connection to Fossil Creek Boulevard would be preferable . Shepard : Since we cannot attend the public hearing on June 22 for the � Oak / Cottonwood Development Plan No 54-87 G , we would like to send our written comments . The plan seems well conceived , however we would like to suggest that Parcel N be zoned for Medium Density Residential -- Patio Homes , rather than for Multi-Family and/or Business Services . It seems to us that since the large parcel Q is being designated as Multi-Family / Business Services that this need is being met . We feel that medium density Patio Homes adjoining the park and across the street from Patio Homes and single family homes in Oakridge Village would be a better designation , and more in keeping with the spirit of the neighborhood . The "storm drainage" area seems to be a good plan , given the water problem in the area . We hope , and assume , that this will be attractively developed . Very truly yours , Robert F . Box 580 Fort Collins, CO 80525 Dear Sir: In regard to #54-87F, Oak/Cottonwood Farm - Amended Overall Development Plan, I am asking that you to deny the request to convert 2.9 acres at the southwest corner of Harmony Road and Boardwalk Drive from retail/office to auto related and roadside commercial. The planner in charge of this project has told me me there is no current request for a P.U.D. on this property. While current policy permits auto-related uses at the intersections of arterials and collectors, the needs of an existing neighborhood adjacent to the property have not been addressed. The guidelines suggest that transitions and buffers for neighborhood protection from the negative impacts of commercial development are City concerns. If this is the case, arbitrarily increasing the disparity in uses between the neighborhood (Fairway Estates) and a proposed commercial use can only decrease the likelihood of an acceptable solution to the mismatch. The City has told our home owners association on a number of occasions in the past, that we would be protected from non-compatible commercial development between Boardwalk and our eastern boundary.
