For your information, attached is a copy of the Staff's comments concerning
the Steele's Market at Harmony Market, which was presented before the
Conceptual Review Team on July 23, 1990.
The comments are offered informally by Staff to assist you in preparing the
detailed components of the project application. Modifications and additions to
these comments may be made at the time of formal review of this project.

CONCEPTUAL REVIEW STAFF COMMENTS
MEETING DATE: July 23, 1990
ITEM: Steele's Market at Harmony Market P.U.D., Filing Three
APPLICANT: Steele's Market c/o Mr. Greg. Fisher, The Neenan Company, 2290 East
Prospect Road, Fort Collins, CO. 80524
LAND USE DATA:
Request for Final P.U.D. for a 45,000 square feet grocery store, with future
expansion area for an additional 10,000 square feet. The site is the third filing of
the Harmony Market P.U.D. and is located east of the Builders Square, filing two, at
the northwest corner of Oak Ridge Drive and Lemay Avenue, consisting of 5.32
acres.
COMMENTS:
1. Existing underground electric facilities are available in Lemay Avenue and on
the south side of Oak Ridge Drive. The location of the electrical transformer
should be placed in an easement and screened from public view. The
transformer may be surrounded by fencing as Iong as it is accessible from one
side by a boom truck.
2. The utility plans must conform to the Master Utility Plan that has been
reviewed and accepted for the entire Harmony Market P.U.D.
3. The building must be equipped with an approved fire sprinkler system.
4. The Harmony Market Site Access Study (Delich, 1989). should be amended based
on the new tenant and the new data generated by a grocery store. The
amended square footage of the overall preliminary P.U.D. should also be
addressed.
5. The sidewalk on Oak Ridge Drive should be detached by 10 and placed in a
sidewalk easement. The sidewalk on Lemay should also be similarly dedicated.
6. The 80 feet of buffer along Harmony Road, with detached walk, should be
continued to Lemay Avenue.
7. The Street Oversizing Fee will be $14,005 per net developed acre.
8. With Steele's being the third anchor, this represents 233,800 square feet of floor
area within Harmony Market P.U.D. (Pace = 100,000 sq. ft. and Builders Square
= 88,800 sq. ft.) out of a total of 332,550 sq. ft. With three anchors and
233,800 sq. ft., the vehicular and pedestrian circulation systems for the center
should be installed with Filing Three. This would exclude minor sidewalks
and drives for future pad users.
9. The sidewalk on Oak Ridge Drive should be completed between Builders Square
and Steele's Market,
10. The approved Preliminary P.U.D. calls for pedestrian amenities, promenades,
benches, arcades, etc. These elements should be included. Will Steele's be
adding an outdoor dining area to complement the deli and bakery? If so,
please indicate on the site plan.
11. Pedestrian crosswalks at service drives should be as short a distance as possible.
This could be accomplished by "necking down" the intersections. Crosswalks
should be painted or textured to promote a safe feeling for the pedestrian and
indicate caution for the vehicle. Please be reminded that the Master Plan for
Oak-Cottonwood Farm calls for office development to the south. Pedestrian
linkages to the south should be clearly marked, illuminated, and feature
benches or points of interest to break up a long walk.
12. The building should feature foundation plantings and other architectural
features to break up the mass and bulk of the elevations. The building should
blend in with the character established for Harmony Market P.U.D. Why is the
brick and steel trellis feature not carried through as on Pace and Builders
Square? These elements could be placed over the entries to promote the
promenade effect along the front of the buildings in the center. Without a
parapet or other distinctive entry feature, the building will not blend in with
the center. It appears the north elevation needs to be upgraded.
13. It is recognized that Steele's Market does a very good job of screening the
loading zones and service areas of their stores. The Planning Staff is aware
that Steele's, more than any other grocery store in the city, demonstrates 'a high-
level of corporate citizenship in maintaining attractive sites. Please be
reminded, however, that loading docks, service doors, trash compactors, pallet
stacks, electrical transformers, utility meters, and other service activities should
be screened with permanent screen walls and landscaping materials. With Oak
Ridge Drive being a collector, the south elevation should not be considered the
"back of the store". Staff.will be evaluating this area carefully.
14. Please do not forget to add bicycle and motorcycle parking areas.
15. The neighborhood meeting is scheduled for Monday, July 30, 1990 at the
Evangelical Church 4825 South Lemay Avenue.
