Per the Electronic Submittal Requirements AutoCAD SHX attributes need to be removed from the PDF’s. AutoCAD turns drawing text into comments that appear in the PDF plan set, and these must be removed prior to submittal as they can cause issues with the PDF file. The default setting is "1" ("on") in AutoCAD. To change the setting and remove this feature, type "EPDFSHX" (version 2016.1) or “PDFSHX (version 2017 and newer) in the command line and enter "0". Staff is supportive of the materials change from the existing CMU, but does not feel that the architecture meets the requirements of 3.5.1(E) - Building Materials which states (E)Building Materials. (1) General Building materials shall either be similar to the materials already being used in the neighborhood or, if dissimilar materials are being proposed, other characteristics such as scale and proportions, form, architectural detailing, color, and texture, shall be utilized to ensure that enough similarity exists for the building to be compatible, despite the differences in materials. RESPONSE: The brick color was selected to match the brick on 2032 Lowe Street along Timberline. The drawings have been modified to a General Shale “Autumn Leaf Grain” to resemble the brick on 2026 Lowe Street which is directly adjacent to the applicable project. The brick has mild variations in tone to be similar to projects in the area. Photos of projects in the area have been included in sheet ARCH-1. Comment Number: 01/03/2023: INFORMATION ONLY Please consider additional tree plantings around the site (such as the ballfields, area to the east of the building expansion, etc.) since the area around the building expansion is so limited in terms of area for shrub and tree planting. RESPONSE: Additional trees have been placed in the ballfield area, and to the NE area of the building addition. No partial lane pavement replacements are allowed. Please see Larimer County Urban Area Street Standards (LCUASS) Figures 25-1 through 25-4 for more details. RESPONSE: Limits of street cut shown on plans updated to approximately full width of street. Notes updated to specify no partial lane replacements are acceptable. Page 4 of 9 Comment Number: 2 12/13/2022: FOR APPROVAL: The frontage of the site must be designed in accordance with current LCUASS Standards. Although the existing utilities all fit within the current ROW and existing utility easements, the City still wants to see sites being brought to standard when development occurs. This helps to prepare for future planning and build-out across the City. RESPONSE: Information noted. Per discussion w/ City, ROW and easement will be dedicated with plat as part of this project. Existing sidewalk will remain. Automation Way is an industrial local street, therefore you will need to provide a 71-foot right-of-way (30.5-foot half ROW), a 9-foot width utility easement adjacent to the ROW, and a 5-foot width detached sidewalk. See LCUASS Figure 7-7F for more details. Comment Number: 3 12/14/2022: FOR APPROVAL: All sidewalks, sidewalk ramps, and driveways must be designed to ADA standards. Any existing sidewalks, sidewalk ramps, and driveways that do not meet ADA standards must be reconstructed to meet the standards. RESPONSE: All sidewalks, ramps, and driveways meet ADA standards and on-site accessible pathway is being improved with updated plans. This would not trigger the requirement for a formal Transportation Impact Study. TIS waived. RESPONSE: Noted. Department: Stormwater Engineering – Erosion Control Contact: Andrew Crecca, , acrecca@fcgov.com Topic: Erosion Control Comment Number: 1 12/09/2022: For Information Only: No Comment from Erosion Control. Based upon the submitted materials it has been determined that this project; will disturb less than 10,000 sq. ft., is not proposed to be in a sensitive area, has no steep slopes (greater than 3H:1V) within or adjacent to the project, and is not part of a larger common development that will or is under construction. Therefore, Erosion Control Material submittal is not needed. If this project substantially changes in size or design where the above criteria now apply, erosion control materials should be submitted. Although the project at this time requires no erosion control material Page 5 of 9 submittal, the project still must be swept and maintained to prevent dirt, saw cuttings, concrete wash, trash & debris, landscape materials and other pollutants from the potential of leaving the site and entering the storm sewer at all times during the project in accordance with City Code §26-498. If complaints are received or site observation of the project seem not to prevent the pollutants from being discharged the City may require the project to install erosion and sediment control measures. Nearby inlets that may be impacted by the pollutants, in particular dirt, should be protected as a good preventative practice and individual lots should be protected from material escaping onto the sidewalk through the use of straw wattles or silt fence. If at building permit issuance any issues arise please email erosion@fcgov.com to help facilitate getting these permits signed off. RESPONSE: Noted. Department: Stormwater Engineering Contact: Stephen Agenbroad, , sagenbroad@fcgov.com Topic: General Comment Number: 1 01/03/2023: FOR APPROVAL: The city requires a horizontal spacing of 10ft between stormwater and other utilities. The 24-inch nyloplast pipe with a domed grate is less than 5ft from the existing electric line. RESPONSE: Electric line will be adjusted during storm drain construction to get at least 5’ spacing as it passes next to the nyoplast inlet. It is just at one location so we were hoping that the 10’ requirement could be relaxed since the lines aren’t running parallel and they are both private lines. Plans updated to call this out on Removals Plan and Utility Plan. Comment Number: 2 01/03/2023: FOR APPROVAL: On the storm line profile, please show when the 8-inch pvc pipe becomes perforated for the permeable drainage section. RESPONSE: Note added/updated to clarify beginning of perforated pipe with permeable drainage section. Comment Number: 3 01/03/2023: FOR APPROVAL: Please include a perforated geofabric around the aggregate for the permeable drainage section. Please have the fabric encapsulate the sides and top of the aggregate to prevent erosion of the aggregate from occurring. RESPONSE: Perforated geofabric layer added to permeable drain section detail. According to City Ordinance 119 2021, upsizing your water service would require a separate irrigation tap to be added to the property. RESPONSE: Separate irrigation tap is not required based on irrigation demand for the site. See Landscape/ Irrigation plans for more info. RESPONSE: Currently the building is short of capacity, therefore a new transformer will replace the existing transformer and service gear will be included in the scope of work to supply the addition and backfeed the existing building. This tree will not be counted towards mitigation. Comment Number: 2 01/03/2023: FOR APPROVAL Please draw all of the critical root zones on the saved trees that are impacted on this plan. Please ensure that no more than 30% of the root zones are impacted from construction. This may require modification of the buildable surface around the root zones to accommodate proper protection. Also, please include critical root zones on all plan sets including the civil plan sets and include a detail for the method of protection during construction including fencing and signage. RESPONSE: Critical root zone linework has been added to all plan sets. Comment Number: 3 01/03/2023: FOR APPROVAL Please chose a tree that is different do not use white fir for an evergreen tree. It is not adapted to Fort Collins and is not recommended. RESPONSE: Evergreens have been switched to Austrian Pines. RESPONSE: White firs have been switched to different evergreen species. Comment Number: 4 01/03/2023: FOR APPROVAL There is a 50% requirement for plantings to be shade trees on plan sets. Although you are close in this percentage you are not yet over the 50% requirement. RESPONSE: Additional shade trees have been planted, and is now at 50% requirement. Comment Number: 5 01/03/2023: FOR INFORMATION Please consider planting more evergreens along your north boundary to serve as screening/ wind protection for your sports fields. RESPONSE: Five additional evergreens have been placed in the open grass field. Comment Number: 6 01/03/2023: FOR APPROVAL: Please refer to the original landscape plan set for this site from 1989 and replace any additional trees that were approved in that plan set on this plan set. RESPONSE: There are now a total of 10 mitigation trees which should account for the trees that were removed from the original landscape plan. In addition, the material of the pipe may affect how close the trees can be located. Page 8 of 9 RESPONSE: As noted in the field and confirmed by the owner, the irrigation pipe was relocated several years ago to the north side of the site. There is no longer a plan to add trees in that area as well. Department: PFA Contact: Marcus Glasgow, 970-416-2869, marcus.glasgow@poudre-fire.org Topic: General Comment Number: 1 01/04/2023: TURNING RADII - IFC 503.2.4 and Local Amendments: The required turning radii of a fire apparatus access road shall be a minimum of 25 feet inside and 50 feet outside. The proposed fire lane within the parking lot does not meet minimum turning radius requirements. As an alternative, an Autoturn Exhibit can be provided showing no overhang of body or wheel of any obstructions and allow adequate clearance for the fire apparatus to maneuver through the site. RESPONSE: Minimum turning radii requirements are being met and are shown on the Horizontal Control Plan (see sheet C2.00). 25’ radii is shown in conjunction with a hypothetical 20’ drive lane that sits inside of the wider 24’ drive lane. The actual radii of the curb return is less than 25’ since the drive lane is actually 24’ wide. Comment Number: 2 01/04/2023: FIRE LANE LOADING Fire lanes shall be designed as a flat, hard, all-weather driving surface capable of supporting 40 tons. Existing surfaces used for fire lanes shall provide geotech information confirming the existing design can handle fire truck loading. A note shall be added to the plans indicating compliance. RESPONSE: Loading signs and pavement detail have been provided. Comment Number: 3 01/04/2023: FIRE LANE SIGNS The limits of the fire lane shall be fully defined. Fire lane sign locations should be indicated on future plan sets. Refer to LCUASS detail #1418 & #1419 for sign type, placement, and spacing. Appropriate directional arrows required on all signs. Posting of additional fire lane signage may be determined at time of fire inspection. Code language provided below. - IFC D103.6: Where required by the fire code official, fire apparatus access roads shall be marked with permanent NO PARKING - FIRE LANE signs complying with Figure D103.6. Signs shall have a minimum dimension of 12 inches wide by 18 inches high and have red letters on a white reflective background. Signs shall be posted on one or both sides of the fire apparatus road as required by Section D103.6.1 or D103.6.2. - IFC D103.6.1; ROADS 20 TO 26 FEET IN WIDTH: Fire lane signs as specified in Section D103.6 shall be posted on both sides of fire apparatus access roads that are 20 to 26 feet wide.
