HomeMy WebLinkAboutENCLAVE AT REDWOOD - FDP220014 - SUBMITTAL DOCUMENTS - ROUND 2 - SUBMITTAL CHECKLISTReview UView for existing water, sanitary and storm facilities to insure that the proposed utility plan shows existing facilities accurately including valves, hydrants, services, etc. X Water mains, fire hydrants and curb stops must be within R.O.W. or utility easements (water meters are typically not allowed in the ROW and do not need to be in an easement) X Sanitary sewers must be within R.O.W. or utility easements. X water mains: 20' min width (10' each side) X sewer mains: 30' min width (15' each side); sewers deeper than 17' may require wider easements X combined water and sewer mains: 35' min width X Review size. Minimum is normally 8" but occasionally 6". In evaluating size, consider existing mains in the area, future main replacement projects and distribution system master plan improvements. May need to have modeling done to confirm sizing. Both flowrate and water quality must be considered in evaluating size. X All fittings, valves, fire hydrants, thrust blocks, etc. must be labeled including size. For tees, the size should indicate the run of the tee first and the branch second (12" x 6" tee). X Approved materials include PVC with tracer wire or DIP with polywrap. X Utility plans must include profiles for all mains 12" or larger. The water mains should be designed to minimize the number of high points along the main. A decision is then needed to determine if air release valves should be included at those remaining high points. Discuss the high point/air release valve situation with Field Operations. Profiles can also be required on complex sites with the potential for multiple underground utility conflicts. X Permanent dead end mains are discouraged and should be avoided when practical. The most common exceptions are cul-de-sacs. When a dead end main is approved (temporary or permanent) , there must be a fire hydrant at the end for flushing. X In new developments, water mains shall be extended to the farthest point or points of the development to provide for the future extensions of the distribution system. X Connection of new mains to the existing distribution system must be made In a way that minimizes the disruption of water service and water quality for existing customers. In some cases, this can be accomplished by making the connection with a "wet tap". Wet taps should be labeled in the same manner as tees with the size of existing main first followed by the size of the proposed main (i.e. 12" x 6" tapping saddle with thrust block and 6" gate valve). Field Operations is very helpful in evaluating these situations. X In most cases, valves should be require at all connection points to the existing City water mains. If there are questions on this, check with Field Operations. X Fort Collins no longer allows 10" or 14" mains. X Minimum cover over mains is 4.5' and maximum cover 5.5' unless otherwise noted. Design Criteria Checklist Fort Collins Utilities: Water, Sanitary Sewer, Storm Plan Review Checklist and Drainage Report Checklist (5/2016) Easements General Water Main Extensions X All water main lowerings must be called out on the plans. Detailed information must be included for each lowering listing elevations of water main and the conflicting utility. Review all lowerings to insure that excessively deep lowerings are avoided. Check with Field Operations if depths greater than 8 feet are shown. In many cases, the elevation/grades of the other utility can be adjusted to help the situation. X Straight alignment required. No curvilinear sewers allowed. X Sewer pipe shall be PVC (8" through 15" - SDR 35 and 15" through 27" - ASTM F679. X Review size. Minimum is 8". Must consider existing and potential development in the area. May require modeling to check. Flow monitoring data is available for some existing sewers (Check with Matt Fater). Should sewer be oversized for future development? X Minimum grade/slope (Based on Mannings n = 0.013) as follows: 8" - 0.4%; 10" - 0.28%; 12" - 0.22%; 15" - 0.15%; 18" - 0.12%. Maximum slope is generally in the 8% to 10% range (Review all steep slope situations with Shane). X MH spacing - Typically 400 ' maximum; however, there is some flexibility if the length of a single section would eliminate a MH (Check with Field Operations). X Minimum drop through MH's: For straight sewer 0.1' drop is required across invert of MH; for sewer with 45° to 90° bend 0.2' drop is required. X At MH's where sewers of different sizes connect, the invert of the smaller sewer must be higher that the invert of the larger sewer as follows (in this order of preference): 1) If elevations allow, the invert of the smaller sewer should be placed at the crown of the larger sewer; 2)When elevations are somewhat limiting, the crowns of the two sewers should be placed at the same elevation; 3)If elevations are still more limiting, place the invert of the smaller sewer at the springline of the larger sewer; or 4)When elevations are really tight, the 0.8 depths of the two sewers can be placed at the same elevation. The 4) option is the lowest that the invert of the smaller sewer should ever be allowed. The intent of this approach is to prevent flows in the larger sewer from backing up into the smaller sewer. N/A If a sewer coming into a MH is more than 2' above the bottom invert, an outside drop MH is required and should be labeled on the plan and profile. (Refer to Std Detail WW-4) X Minimum cover over sewer is 4'. For short sections, less cover can be allowed by adding insulation above the sewer. Insulation must be the type designed for underground applications which has a higher compressive strength. The plan must include a detail with thickness and width of insulation which has been designed by the consultant. (Check with Shane for information on the insulation.) X Stationing along the sewer line must be provided for all MH's and service lines. X MH's required at all places where there is a change in direction and at the end of all sewer lines. X Connections to an existing MH must be made by core drilling the opening in the MH. Core drilling should be noted on the plan and profile. X MH rim and all invert elevations must be listed on the plan and profile. X Existing and proposed surface grades required on all profiles. X Sewer main location must be a minimum of 5' from the curb and gutter N/A When sewers likely to be extended for other development in future, sewers and easements must be extended to the plat boundary. X The sizing of water services is generally left up to the developer/engineer; however, the service sizes must be reviewed to determine if the proposed sizes appear to be adequate for the facility being served. Sizing calculations should be requested if the listed size seem questionable. X Size of each service must be labeled (must be same size as meter from main through the curb stop and meter pit). Sanitary Sewer Main Extensions Water Services X Show/label curb stops (¾" through 2"); Must be in R.O.W. or utility easement. X For services 3" and larger, the City's control/shut-off valve is a gate valve located at the connection to the City water main. X On 3" services, the connection at the main is actually a 4" tap with and 4" gate valve followed by a 4" x 3" reducer. (City does not stock or repair 3" valves.) X When separate irrigation service is provided, location and size must be shown in same manner as domestic services, and the curb stop must be in easement or R.O.W. X Service line materials for ¾" through 2" from main through curb stop/meter pit as follows: ¾" and 1" shall be copper; 1½" and 2" may be copper or HDPE (high density polyethylene). Service line materials beyond the curb stop/meter pit are governed by Plumbing Code as enforced by the Building Department. X Service line materials for 3" and larger services may be DIP or PVC; however, material through meter vault must be DIP. X On ¾" through 2" services, City maintains service from the main through the curb stop, and property owner maintains service beyond the curb stop. On services larger than 2", property owner maintains the entire service beyond the valve at the connection to the City water main. N/A All existing services must be shown on the proposed utility plans with an indication if to be used or abandoned at the main. Information on existing services can be found in UView and by checking with Field Operations. If to be abandoned, a note requiring coordination with Field Operations (970 -416-2165) must be included on the sheet. X Show/indicate locations of water meters (¾” may be interior or exterior; 1” and larger must be outside in meter pits/vaults - this applies regardless of residential or commercial use). X Exterior meters located as follows: ¾" and 1" are in 20" dia. meter boxes; 1½" and 2" are in 4' dia. meter pits; 3" and larger are in rectangular meter vaults. Refer to standard details for more information. X Meter boxes and meter pits must be within 2 feet of the curb stop X Minimum service size in 4". Size of each service must be labeled. Size is determined by the developers consultant. Sizing calculations can be required if listed size seems questionable. X Minimum grade for a 4" service is 2% and for 6" is 1%. N/A Services must be installed perpendicular to the main to a point beyond the R.O.W. line. X Stationing required on plan and profile sheets for all services. N/A Services may connect at a MH. N/A Services 8" or larger must connect at a MH. X Sewer services are maintained by the property owner (From City main to the building being N/A All existing services must be shown on the proposed utility plans with an indication if to be used or abandoned at the main. Information on existing services can be found in UView and by checking with Field Operations. If to be abandoned, a note requiring coordination with Field Operations (970 -221-6700) must be included on the sheet. X Maximum spacing between water line valves should be as follows: 600' for 6" and 8"; 600-800' for 12"; 1000-1200' for 16". X Locate water line valves so that no more than 1 fire hydrant will be out of service at a time. X Resilient seat gate valves are used on mains up through 12". Butterfly valves are used on 16" and larger mains. N/A Water line valves should be required for special conditions such as stream crossings, railroad crossings, highway crossings and major lowerings for isolations purposes. Sewer Services Water Meters Valves X Water line valves should be required to accomplish isolation with minimal service disruption for repair and maintenance purposes. X Hydrants generally located so that all single family homes are within 400' and commercial and multifamily buildings are within 300' of a hydrant. PFA reviews locations and spacing and works with Utilities on final placement and numbers, etc. It's good to have adequate hydrant coverage; however, fire fighters sometimes want more than needed which just adds more maintenance expense for the Utility. X On new main extensions, hydrants are installed using swivel tees which restrain the gate valve to the tee. These should be labeled as swivel tees on the utility plans. N/A On existing mains, fire hydrants are often installed using a tapping saddle, gate valve and thrust block which allows the connection to be made without taking the existing main out of service. The connection should be labeled __" x 6" tapping saddle with thrust block and 6" gate valve. X A minimum of 2' clear distance must be provided between hydrant and back of curb or edge of sidewalk (except in downtown/commercial sidewalk areas). X Hydrants are required on all dead end mains and mains with services. N/A Water main must be installed in a steel casing in all locations where the main will be crossing below another large pipe (>/= 24" dia.), box culvert or other large utility facility. N/A Water main must be installed in a steel casing in all locations where the main is being bored across a railroad R.O.W. or major street/highway. X Sewer must be installed in a steel casing in all locations where the sewer will be crossing below another large pipe (>/= 24" dia.), box culvert or other large utility facility. N/A Sewer must be installed in a steel casing in all locations where the sewer is being bored across a railroad R.O.W. or major street/highway. Water mains crossing under ditches shall be (??????) . (This is still under discussion with Field Operations. Check with managers.) X Sewers crossing under ditches shall be encased in concrete as shown on Std Detail WW-8. X For Water and Sewer main crossings: a concrete cut-off wall is required on the downstream side of the ditch. The consultant must design the wall for each situation and provide a detail showing all dimensions and reinforcing. APPROVAL BLOCK PROVIDED Ditch company approval required on all irrigation ditch crossings. N/A Lift stations are generally discouraged (Fort Collins currently has none). If a lift station is to be considered, it must be a regional station serving a large area rather than a station serving an individual subdivision. All pump stations must be approved by the Water Engineering and Field Services Manager. X When water and sewer mains (or services) are parallel, 10' of separation is required between the water main and either sanitary or storm sewers. With smaller mains, this is generally 10' center to center; however, if the water main is very large like the Greeley or ELCO large transmission mains, 10' of clear distance separation should be required. (Absolute minimum main separation in a redevelopment area is 7'; absolute minimum services separation in a redevelopment area is 6'. Water/Sewer Separation Criteria Ditch/Canal Crossings Lift Stations Steel Casings Fire Hydrants X When mains are crossing, the most desirable situation is to have the sewer 18" below the water main (clear separation). If the sewer is within 18" below the water main or above the main, the crossing shall be constructed by one of the following methods. 1)All sewer joints within 10' of the water main shall be encased in 12" wide butyl adhesive tape (EZ Wrap or equivalent product - - see Construction Standards for more information). 2)Construct the portion of the sewer within 10' of the water main using water main main pipe (ductile iron pipe or C900 PVC pipe). The utility plans must identify locations where this protection is being used and the method that is to be utilized. x A minimum horizontal clearance of 10' shall be maintained from all other utilities. x A minimum vertical clearance of 18" shall be maintained when crossing all other utilities,. No trees shall be planted within 10' of water or sewer mains or within 6' of services lines No shrubs shall be planted within 4' of water or sewer mains or service lines.
