Dear Mr. Crull :
Jim Brannan of Neenan Company has asked me to respond to the verbal request by
your company to install a security fence around the stormwater detention pond at
the Builder's Square presently under construction in the Harmony Market P.U.D. ,
Fort Collins, Colorado.
As I have informed Mr. Brannan on previous occasions, such fencing would be in
violation of the approved plans and, therefore, the request would be denied by
the Planning Department. I have outlined the. Planning Department's reasons for
such a denial in a letter to Mr. Brannan dated January 15, 1991.
I would like to restate, emphatically, that security fencing around a detention
pond in the Harmony Market P.U.D. is absolutely unacceptable. If you would like
to pursue such fencing, you have the option of applying for an amendment to the
P.U.D. site plan. Such an amendment would have to be submitted to the Planning
and Zoning Board. The Planning Department would recommend denial of the
amendment.
Please be reminded that Builder's Square is part of a 50 acre project that is
adjacent to several , established residential neighborhoods. As_a planned unit
development, this 50 acre project has been designed, reviewed, and approved with
a level of quality that respects the quality of these adjacent neighborhoods.
The Planning Department believes that it is the quality of these existing
neighborhoods, and the community in general , that attracted Builder's Square to
this particular location. The Planning Department will not allow site
improvements that will detract from the minimum level of quality established for
this shopping center. In addition, the. Planning Department will not allow
unattractive fencing to diminish the• quality of the urban environment of the .
surrounding area.
It is hoped that Builder's Square will respect the underlying integrity and value
of not only the existing neighborhood but the future neighborhood planned for
south of Oak Ridge Drive. It is this value that, in the long view, will benefit
not only the community in general , but also Builder's Square.

Again to restate, in the simplest of terms, the proposed security fence around
the detention pond is unacceptable.
