RE: BUILDERS SQUARE AT HARMONY MARKET FINAL P.U.D.
Dear Mr. Vaught:
At the regular meeting of the City of Fort Collins Planning and' Zoning Board,
July 23, 1990, the Board voted unanimously to approve the request for Builders
Square at Harmony Market P.U.D., Final, Second Filing, subject to the
following conditions:
1. The individual letter signs that advertise "Garden, Paint, Lumber,
Hardware, Plumbing, and Electrical", etc. shall be removed in order to
promote a compatible development..that is sensitive to the neighborhood
character and enhances the visual integrity of the Harmony Market P.U.D.
2. The vinyl-clad chainlink fence on the east elevation that defines the
garden and lumber staging area shall be upgraded in order to provide
more attractive screening and break up the long expanse of fencing
material. Such upgrade shall include mounting the fence on a three feet
high, painted concrete wall to be placed adjacent to the five feet wide
planting bed. Also, the planting bed and mounting wall shall continue to
wrap around from the east elevation to the south elevation but shall be
allowed to break for the loading gates on the south elevation. Plant
materials are expected to be a mix coniferous and deciduous trees and
shrubs, with an emphasis on vertical upright evergreens at the most
. sensitive areas. The intent of the condition is to establish an upgrade to
the east and south elevations. It was not the Board's intent to become
overly prescriptive by specifying exact details. Rather, the developer and
design consultant are encouraged to explore other options that may
accomplish the design objectives. The above specifications are considered
to be a minimum. Use of wood, timbers, brick, and other materials may
be considered to satisfy the intent of the Board's condition.
The applicant is advised that the Planning and Zoning Board has placed a
deadline of August 27, 1990 for these two conditions to be finalized. This
includes plan submittal, Staff review, and revisions to the signed molars.
Documents will be recorded at the Larimer County Clerk and Recorder's Office
after these two conditions have been implemented on all pertinent documents.

If there are any questions regarding the action of the Planning--and Zoning
Board, please call our office at your earliest convenience. Video tapes are
available. The Staff is also available to discuss design alternatives and solutions
that meet the intent of the Planning and Zoning Board's second condition.
