Box 580 Fort Collins, CO 80522 RE: Harmony Market P.U.D. 2nd Filing/0-43 Dear Sherry, Here is our response to your comments of June 21, 1990: 1. Engineering comments noted, and passed to RBD. 2 . 8 ' Utility Easement along Oakridge Drive is now kept clear of all trees and fences, as requested. 3 . The Building, Lumber Staging Area, and Garden Shop are all fire-sprinklered. The use of high rack storage is being negotiated with the Fire Department. See Note 14 on Site Plan. 4 . Comment of the Commission on Disability noted, and two more handicapped parking stalls are added. See revised Site Plan. 5. Typographical error corrected. Bike and Motorcycle parking now shown on plan. 6. Light poles are now shown on Site Plan. The 30 ft. pole lights (L1) are located in the Builders Square parking lot; the 15 ft. pole lights (L2) are located along the entry drive. Trash receptacle is a trash compactor, now shown with a 'T' on plan, and is now screened with a concrete wall to match the main building. This wall also screens transformers, utility meters etc. The compactor is used about twice a day and only during business hours so that its noise will be masked by that of traffic. 7 . Refer Note 6 also. Hours of business are shown on site plan, under site lighting, along with other information requested. 8-9. Re: RBD - Engineering Comments. 10. Re: RBD - Engineering Comments. 4 ft. minimum shoulders are required by Colorado Department of Highways. The 16'- 0" wide drive lanes are retained, as we do not want two lane carriageway to occur. Increasing the width to 18 '-0" would make this possible - and therefore, dangerous. This entrance is not for big trucks, semi's, etc. It is only for cars and small delivery pick-up trucks, and vans, and D-I-Y. Large vehicles will use service lanes off Oakridge Drive. And vehicles servicing "pad" sites will logically use the west-east internal collector driveway. 12 . Striping and design of Oakridge Drive shown on RBD plans. 13 . Roof top Mechanical Units are screened behind the 3 '-10" high parapets; See attached drawing for sight-line views. 14. Error corrected. Sidewalks are now within the platted property lines. 15. Landscape materials relocated in detention pond, as requested. A xeriscape turf mix (brome/fescue) is now specified. 16. Additional planting is provided along the south side of service lane, to screen the building from Oakridge Drive. Coniferous planting to be used to screen service area from Oakridge Drive, from the east. Future buildings to the east will help to screen the above. However, in the interim it is proposed to install a 10 ft. high Cedar screen fence along the east side of the service lane. This may be a re- use of the existing fence along the Pace property line. Refer to site plan and landscape plan. 17. The City Forester will be contacted regarding any pruning planned for existing trees along Harmony Road. See Note 7 on Landscape Plan and Note 12 on Site Plan. 18 . Future additional parking removed from site plan and landscape plan. Not part of this phase. Adequate parking is provided by 444 stalls, as shown on site plan. 19 . Pedestrian connection Harmony Road to Builders Square now improved with additional island. Pedestrian linkage to Oakridge Drive, shown on Preliminary P.U.D. site plan, will not be built with the 2nd Filing. It is indicated on the plan, as future pedestrian connection. 20. A 20 ft. sidewalk easement is provided along Oakridge Drive. 21. Staff's assumption is correct regarding the amount of landscaping to be installed with this filing. 22 . Parking lot aisles are consistent with the approved Pace parking lot aisles arrangements. Typically on larger commercial projects such as Pace and FFM the requirement for a planting island every 16 stalls has not been mandated because of snow removal problems etc. 23 . The site I.D. sign is now detailed by Cityscape. It will show ' Builder's Square' and 'Harmony Market' only. Future pad sites will have their own independent signs on their own property. 1 1 � S. Albertson Clark Page 3 0). Signage on the proposed building is 2 ft. high, non- illuminated, and in the opinion of Builder's Square does not detract from the appearance of the building. 25. Refer to revised Elevations for the security chainlink fence along east elevation. This is 10 ft. high, vinyl coated, and punctuated with poured-in place 'sauna tube' concrete columns for stability and visual rhythm. The North East corner of the Garden Shop is improved with a flank screen and trellis feature similar to that at the main entrance. This breaks up the north elevation of Builder's Square, and provides more of the interest shown on the Preliminary P.U.D. elevations, even though the use is no longer a series of smaller shops. 26. Building and roof materials colors are now specified on revised elevations, and will match 'Pace' . 27 . Oakridge Drive will be constructed with this filing; through to the existing 'spur' off Lemay Avenue. 28. Rather than prioritizing the service access, as a customer access point to the site, the owner seeks to de-emphasize this entrance. He points out that the proposed Food Store to the east will be constructed in the very near future, and with Oakridge going through Lemay, this service access in the 2nd filing will effectively be just a service drive. Maybe one or two people coming up Lemay to Builder's Square will use it as an entrance, but the great majority of trade is from the north, and the entries off Lemay and Boardwalk. 29. We enclose copies of the revised overall plan for Harmony Market, so that you can understand how access and circulation will work in the future, with the Food Store and Builder's Square in place. 30-31. You are referred to the revised building elevations. The N.E. corner of the building and Garden Shop are screened by a concrete screen wall, with 'trellis' feature similar to that of the main entrance. The east elevation of the Garden Shop and Lumber Staging is revised to feature a colonnade of 'sauna-tube' concrete posts, and dark brown chain link fencing between. This satisfies the owners requirement for security and visibility of his products. Remember that 60% of the product for sale along this elevation are related to gardening and plants. The roofs of the canopies are membrane roofs, sloping at 1/4" per foot, and being flat, will not be seen. Brick wainscotting on the west elevation is terminated 40 feet back from the front. Beyond this it is no`tvisible, as it is overshadowed by the Pace building. Tile accent panels will not .featureci along the west elevation, for the same reason in the previous paragraph. On the south elevation an "echo" of the tile accent can be repeated in paint, as it is set so far back from Oakridge, r if 411 • S. Albertson Clark Page 4 200-300 feet, as to be indistinguishable at that distance. On the east elevation the 'tile' accent is not featured, as the roofs of the garden area predominated in that location. Please consider that the building is set back so far from Oakridge Drive, and is screened and buffered by ample green space and suitable plantings. For comparison the higher Pace building is set back only 50 ft. from Oakridge; Builder's Square is set back 200 feet at the closest point.
