Dear Frank:
For your information, attached is a copy of the Staff's comments concerning
Builders Square at Harmony Market PUD, Final which was presented before
the Conceptual Review Team on .' lay 29, 1990.
The comments are offered informally by Staff to assist you in preparing the
detailed components of the project application. Modifications and additions to
these comments may be made at the time of formal review of this project.

CONCEPTUAL REVIEW STAFF COMMENTS
MEETING DATE: May 29, 1990
ITEM: Builders Square at Harmony Market P.U.D., Final
APPLICANT: Tony Feist, Feist-Meagher Company, c/o Vaught-Frye Architects, 2900
South College Avenue, Fort Collins, CO. 80525
LAND USE DATA: Request for an 88,800 square foot hardware/home supply retail
store on 9.5 acres, located immediately east of the Pace Membership Warehouse in
the Harmony Market P.U.D.
COMMENTS:
1. The electrical power will be supplied from the transformer located behind Pace
Warehouse to a new, separate transformer for Builders Square. Power will than be
looped back to the existing service on Oak Ridge Drive. Either 120/208 or 277/480
is available.
2. Normal development charges will apply. Preliminary estimates are that develop-
ment charges will be approximately $30,000. Please contact either Bruce Vogel or
Doug Martine at 221-6700 for further details.
3. All electrical facilities should be in a prescribed or blanket easement.
4. The Water and Sewer Department asks that the developer conform to the
approved plans for the Harmony Market P.U.D.
5. The Storm Drainage Department will require that the existing Drainage Report
be updated. The fees will likely be similar to those charged to Pace.
6. With more than 5,000 square feet on uncontained floor area, an automatic fire
sprinkler system will be required.
7. It is likely that there will be high rack storage of combustible material. If so,
then the Uniform Fire Code will require smoke and heat vents. Enclosed please
find a copy of Article 81 "High-Piled Combustible Storage" of the U.F.C. Please call
Roger Frasco, 221-6570, for further details.
8. The following comments refer to the Traffic Impact Analysis:
A. At this stage, it should be decided what development action will trigger the
completion of Oak Ridge Drive to Lemay Avenue. If this issue is resolved,
then future development can occur with all parties aware of the obligations.

13. The Analysis should evaluate the trip distribution and the impact of not
having Oak Ridge Drive completed to Lemay Avenue.
C. There may be a variety of traffic related questions that arise out of the
neighborhood information meeting. The developer and the traffic consultant
should be prepared to respond to these questions at some point during the
review process.
9. The necessary utility easements and right-of-way dedications along Harmony
Road and Oak Ridge Drive should be made on the plat.
10. The sidewalk on Oak Ridge Drive should be four feet wide and detached from
the curb by 9 - 10 feet. The parkway strip should be planted with deciduous street
trees. If the sidewalk is located outside the right-of-way, then it should be placed
in a public access easement. If there are .plans for berming, then Staff can work
with the landscape consultant on how best to achieve both public access and lands-
caping objectives.
11. Staff agrees that mature trees on Harmony Road should not be disturbed and
that there should be flexibility in this area to preserve the natural amenity. Staff
will coordinate with Linda Ripley who is project manager for the Harmony Road
Corridor Plan.
12. The Poudre Fire Authority requests that there be fire fighting access doors
located every 100 feet along the exterior walls. Please contact Roger Frasco for
details.
13. The outdoor storage area on the east should be sensitive to the views from
Lemay, Harmony and Oak Ridge. Staff will be evaluating the effectiveness of the
coated chainlink fence. Storage should not exceed the height of the fence.
14. Staff is concerned about the amount of signage along the front of the building.
This amount of signage influences the character of the development and the archi-
tectural integrity of the building. Staff will be evaluating this signage component
of the project.
15. The front elevation will be long and continuous due to the length of the
building. Staff will evaluate the architectural and landscape treatments that are
designed to soften this building mass.
