Collins, Colorado 80522-053O Dear Members of the Planning & Zoning Board Proponents of the Harmony Market FUD have endeavored to make the issues appear to be growth versus non-growth, and PACE versus we do not want PACE. Those have never been the objections of the vast majority of us in Fairway Estates. We protest that the proposed site, adjacent to a 25 year old residential community, is an inappropriate location for a Regional Services Center. We understand and agree with the philosophy of mixed land use when those uses are compatible. That is why we signed off on the agreement with the City and G.T. Lands just 18 months ago when told that the "retail shops" permitted under Business Services would allow a Neighborhood Shopping, Center to be built there. A taste- fully done neighborhood shopping center would be a welcome addition to the area. Conversely a huge Regional Services Center, with its attend- ant traffic congestion, air and noise pollution, and massive warehouse building(s), is not compatible with the numerous homes that are less than one-quarter mile from the site. We have frequently asked City planning staff personnel why they do not direct a development of this magnitude to a site 'ust a little further east, where residential neighborhoods will not be directly impacted. 4111 We always receive the same pat response, "There are no City utilities out there". In the next breath they admit that City utilities were made available to Hewlett-Packard and the new Charter Hospital. It is common knowledge that Harmony Road is planned for major commercial development from College Avenue to the interstate -- all of which makes the "no util- ities" reply a fabricated excuse. The ballyhooed down scaling of this project by "eliminating" retail pads is a hollow concession that does nothing to reduce the eventual size of this development. This only requires development of these pads to go back through the planning process. What future pro:'ect could be incompati- ble with a 100,000 square foot warehouse? We agree that Mr. Fiest has sincerely endeavored to make this development as acceptable as possible. Unfortunately the developer and homeowners have been placed in this confrontational situation by insensitive planning personnel who wers not candid with us 18 months ago, and who continue to be less than honest and straight forward. If you are going to be completely fair and honest in rendering a decision you must ask yourself the following question. I wish to protest th.e placement of a regional shopping center with its accompanying noise, air pollution and traffic on this parcel of land. One need only look at a city map to see that the area in question is surrounded by single . family homes . This development is simply NOT COMPATIBLE with the surrounding neighborhoods . The Master Plan, as originally conceived for this parcel , should be respected since it has been used to determine the surrounding new developments since 1987 . I believe that 40 area property owners have a right to expect that a project of this magnitude would undergo careful planning and not be rushed through the system. I am not against growth in Fort Collins . This project could be built in any number of other locations in Fort Collins area , without the potential of disrupting established neighborhoods . I believe you will agree that the quality of a city depends on the pride and satisfaction 0 most residents can take in their homes. The basic question at issue is this: Is it fair or reasonable to allow developers having no interest but self-enrichment to damage the quality of life of several hundred families residing in the area? THIS DEVELOPMENT IS CERTAINLY NOT NEEDED FOR THE COMMUNITY OR.THE CITY. Ther e is already the large (and largely unused) shopping center at the corner of College and Harmony, and Fairway Estates is already bordered completely with commercial development along its west side. Much of this is tastefully done, until the southern corner, where the Fred Schmidt appliance building is a huge, ugly eyesore in shocking contrast to the peaceful, pleasant community directly east of it. I understand that further commercial uglification south of this building along College has already been approved. THEN WHAT SENSE CAN IT MAKE TO BUILD STILL ANOTHER COMMERCIAL CENTER ONLY ABOUT ONE-THIRD OF A MILE FARTHER EAST? It is neither needed nor wanted. I honestly doubt if Fort Collins can benefit, for the development will provide a further threat to local store owners and possibly put some of them entirely out of business. Most new employment would be at minimum wage. If the commercial enterprises insist on coming to Fort Collins, I should think it would be to their advantage either to locate at the business center of town, revitalizing it by replacing businesses now defunct or nearly so, or else out in the country a mile 1110 or two, still easily available to customers, but where future home builders will know for certain what they are investing their hard-earned'savings in, by seeing the commercial development already in place. DESPITE THE COMMERCIAL SWEETTALK, THE PROPOSED MARKET REALLY WOULD DIMINISH THE QUALITY OF LIFE FOR ALL RESIDENTS WITHIN AT LEAST HALF A MILE. Not only would it despoil the landscape, which is now largely attractive residential,but it would also pollute the environment very seriously with extra traffic, poisoned air, and excessive noise. Not only would it downgrade the entire area for its residents, but it would. also repel visitors to Fort Collins who might be thinking of moving here, perhaps providing employment for,local residents or otherwise benefitting the city. After the activity and stress of a day's work, residents need the peace and quiet of a decent community of homes, protected from and separate from commercial trespass. You can bet that those who would profit by this development would not choose to locate their own residences adjacePt h to it! You can bet their own homes are in communities free of commercial development and protected against it. THE ONLY REASONABLE DEVELOPMENT OF THIS LONGTIME FARMLAND WOULD BE A CONTINUATION OF WELL-SPACED SINGLE FAMILY RESIDENCES, whenever that becomes necessary. What is the point in alienating those who already are here as valuable contributors to the community? PLEASE VOTE NO. To us, all of the recent architectural and landscaping changes shown in various public meetings, admittedly vast improvements ' over the initial plan and perhaps even fairly pleasing esthetically, are neverthe- less totally beside paint,. The point is that a regional, warehouse-type commercial operation, drawing people from all over northeast-Colorado/Wyoming, should not be situated in an area that is primarily residence and local-business oriented . The character of our neighborhood, as it is now developing, is mainly high class residential. Pace-type enterprises, no 40 matter how pleasing their facades, simply do not fit that image . Surely Fort Collins can' t be in such dire straits that it must resort to degrading its more desirable living sections for the sake of opportunistic commercial expansion! It would be totally tiloompatible. ao .studies have been done on the pollution from cars fed diesel trucks. This in a serious conchs to all of us. The City has no standards or policy on water quality. There is tremendous concern about drainage for this area; especially for the homes at the end of Hogan Drive. The traffic i - _ oa Harmony Mad would definitely affect us. are alreody having trouble getting onto Hempen and arse that at least a caution light isn't at our entrance for the firs 4111 station. we saw a treaeAdoue increase in traffic load when the Prospect bridge was closed end people used Harmony instead, and are still using it. The Traffic.flow on ley. especially at Horsetoath, would be a mess_ because of thr curbes in the street and the be in continuity. It seems to us that it would be muhh more logical to build this regional shopping x closer to the interstate. At that time City plan- ning staff and G.T. Land representatives came to the Fairway Estates Property Owners Association with a rezoning proposal. Our preference was that the land. remain zoned residential, however, we realized it was not logical to expect that tract adjacent to Harmony Road (Parcel 1-B on the Master Plan) to be de- veloped for home sites. Neighborhood meetings were held prior to the P Z Board public hearings, and a negotiated agreement was reached. Fairway Estates had three major concerns with the rezoning: (1) We were very apprehensive about the type of Business Services planned for Parcel 1-B; (2) We requested that a single family residential buffer be maintained between Fairway Estates and future development to the east; (3) We asked that the extension of Palmer Drive east of Fairway Estates be abandoned. We were assured that the business development would be a neighborhood shopping center, or otherwise restricted to retail shops, offices, indoor theaters, res- taurants, health clubs, hotels, medical clinics, or similar uses. We were also promised there would be a single family,buffer between Fairway Estates and any development to the east. We were told that Palmer Drive would be extended as a "Pedestrian Way/Potential Bike Path" unless the Poudre Fire Authority felt that access was necessary for safety reasons (they did not feel it was needed). With those assurances we supported this net_,tiated agreement. The three concerns a- greed to are clearly delineated on t Oak/Cottonwood Farm Master Plan, revised 10/7/87. With absolutely no consideration given to this recent agreement the City has suddenly collaborated on a development proposal that is a major up- zoning. Nothing was said to us relative to rezoning this tract until we re- ceived the April 4 notice (post-marked April 6) that there will be an April 24 P & Z hearing to amend the Master Plan. Simply Because PACE is frantic to be in business ahead of a Loveland competitor the due process, that we participa- ted in lust 18 months ago, has now been circumvented. This is duplicity in its worst form. Ours is not a transient neighborhood. Many of us built and have lived in our homes for 20 years or more. Being understandably concerned with adjacent de- velopment we worked in good faith with the City and landowner to come up with a plan agreeable and beneficial to all parties. Suddenly, with no due process, we are now forced to defend against an upzoning proposal that will bring over 21,000 vehicle trips each day within a few hundred feet of our homes!! If this rezoning request is approved it will give us the clear message that big business and their profits are much more important to the City of Ft. We have attended several public and homeowner's meetings on the proposed development, and are dismayed at the magnitude of the project and the apparent lack of planning obvious from attempting to quickly push the project through (simplistic traffic study, no pollution Impact study until forced by area residents, etc.). In particular,we object to the following: • There has been no rezoning of the property which was previously approved for "retail shops, offices, indoor theatres, restaurants, health club, hotels, medical clinics, and similar uses." The proposed PACE warehouse and Harmony Market is a huge complex, and the proposed use is quite different from the zoned use. When we purchased our home in Oakridge, we carefully checked area zoning to ensure that the overall area would remain residential. The Harmony Market proposal circumvents the normal public process of rezoning. • A project of this magnitude does not belong in an otherwise residential area. All the landscaping and buffering in the world will have little to no impact on the enormous traffic increases, along with the associated noise and air pollution. Consider the number of trucks • servicing the Market, stopping at each light along Harmony, adding significantly to local air pollution, stepping through the gears adding a low roar to our quiet neighborhood. Consider over 20,000 vehicle visits a day and the traffic impact. Our child currently attends Werner Elementary, and will have to face these traffic increases,going to and from school each day. o It is our understanding that the City has set no standards or policy on water quality. We are particularly concerned with drainage impacts on the Oakridge areas. These concerns have not been addressed by the developer. In summary, we feel the Harmony Market proposal is incompatible with the existing residential neighborhoods, and should be denied. In particular, we are concerned about the magnitude of such a development in a residential area, and the impacts upon the community from traffic, air, and noise pollution. Harmony Road is one of the major entryways to the city and thus gives visitors, as well as potential residents and business owners, their first and lasting impression of our city. I personally do not feel that Pace and related types of businesses give the image that most Fort Collins residents desire. The Denver developer has represented Harmony Market as a regional center, and yet to date, the only confirmed tenant is Pace. It is my understanding that the developer has a two-year option on the remainder of the parcel that, would be used to complete his regional center complex. The other major proposed tenant is Cub Foods with the other tenants being unidentified at this time. It is apparent that there are too many uncertainties as to who will actually occupy the site, and thus I question whether we are going to be looking at empty buildings, or worse yet, a partially developed and partially landscaped parcel that will detract from the esthetics of the area for years to come. One only has to look at the Wal-Mart complex as a stark reminder of developers' dreams and promises. Also, if this is truly, to be a regional center, as promoted by the developer, why was this site chosen? It is in the center of both established and rapidly expanding residential neighborhoods. If it were to be a regional center, would it not be better to place it next or closer to the interstate so that all communitic,s would have faster IDand easier access to it, thereby minimizing traffic congestion and related pollution in an area currently zoned residential . The developer has stated that the center would generate $30 million annually in sales. However, one should realize that a vast portion ($20-$25 million) represent s sales taken away from current businesses in town. What will this do to the social and economic status of the city and its residents? One has only to drive through the downtown area to see numerous closed storefronts, and the struggling Old Town project; to realize that the proposed development will only increase the empty storefront syndrome throughout the • city. Also, similar employers, such as Target, K-Mart and Wal -Mart, will experience loss of sales and reduce their staff, thus causing more economic hardship upon both residents . and city services. The vast majority of the "hew" jobs created by the proposed development will be of the unskilled, part-time, minimum wage type, which, in the long run, represents a no-win situation for the community. Fort Collins, as a community, is unique and is far and above a better place to live and work than other towns in the area. I am quite concerned that the vast and seemingly meaningless commercialization of a regional shopping center catering to businesses like Pace and Cub Foods would dramatically lower the quality of life for both the people and the city of Fort Collins. Hopefully, Fort Collins can do better, and can attract businesses which offer meaningful and rewarding employment to our people. Furthermore, I see no logical reason to change the current residential zoning of the proposed Harmony Market site. I also understand that the Harmony Market Shopping Center, when complete will be Fort Collins' second largest commercial complex. Although the combination of the Preliminary and Final Hearings is common for smaller developments to enhance efficiency and to speed along the process, I do not believe such a combination is appropriate Ask in this case given the size of the development. Another apparent oversight ersight made by the Planning Department involves notification of neighbors who will be impacted by the development. Your notification involved those living within 500 feet of the project. The Land Development Guidance System suggests notification be made to all neighbors "on projects perceived as having signifi- cant neighborhood impact. " I believe that a development of this scope will impact neighbors in at least a 1000-1500 foot buffer zone, and the notification made by the Planning Department does not meet the intent of the LDGS. As you know the previous two PACE Warehouse proposals were contro- versial and opposed by several homeowners who would have been directly impacted by these developments. In light of this recent history and the size of the new regional warehouse complex being proposed, I think the City Planning Department is denying the neighbors and homeowners their due process in violation of the spirit of the Land Development Guidance System. Harmony Road is one of the major entryways to the city and thus gives v-isitors, as well as potential residents and business owners, their first and lasting impression of our city. I personally do not feel that Pace and related types of businesses give the image that most Fort Collins residents desire. The Denver developer has represented Harmony Market as a regional center, and yet to date, the only confirmed tenant is Pace. It is my understanding that the developer has a two-year option on the remainder of the parcel that would be used to complete his regional center complex. The other major proposed tenant is Cub Foods with the other tenants being unidentified at this time. It is apparent that there are too many uncertainties as to who will actually occupy the site, and thus I question whether we are going to be looking at empty buildings, or worse yet, a partially developed and partially landscaped parcel that will detract from the esthetics of the area for years to come. One only has to look at the Wal-Mart complex as a stark reminder of developers' dreams and promises. Also, if this is truly to be a regional center, as promoted by the developer, why was this site chosen? It is in the center of both established and rapidly expanding residential neighborhoods. If it were to be a regional center, would it not be better to place it next or closer to the interstate so that all communities would have faster and easier access to it, thereby minimizing traffic congestion and related pollution in an area currently zoned residential . 411/ The developer has stated P that the center would generate $30 million annually in sales. However, one should realize that a vast portion ($20-$25 million) represents sales taken away from current businesses in town. What will this do to the social and economic status of the city and its residents? One has only to drive through the downtown area to see numerous closed storefronts, and the struggling Old Town project, to realize that the proposed development will only increase the empty storefront syndrome throughout the city. Also, similar employers, such as Target, K-Mart and Wal-Mart, will experience loss of sales and reduce their staff, thus causing more economic hardship upon both residents and city services. The vast majority of the "new" jobs created by the proposed development will be of the unskilled, part-time, minimum wage type, which, in the long run, represents a no-win situation for the community. Fort Collins, as a community, is unique and is far and above a better place to live and work than other towns in the area. I am quite concerned that the vast and seemingly meaningless commercialization of a regional shopping center catering to businesses like Pace and Cub Foods would dramatically lower the quality of life for both the people and the city of Fort Collins. Hopefully, Fort Collins can do better, and can attract businesses which offer meaningful and rewarding employment to our people. Furthermore, I see no logical reason to change the current residential zoning of the proposed Harmony Market site. I strongly believe, as has been suggested, that a large regional shopping center would be more appropriately located near the interstate. Large warehouse type buildings in this neighborhood will detract from our new houses and devalue their resale potential. There are many children living in this area and with increased traffic, accidents involving these children will be greater. Are you ready to take the blame for injury or death to a child if you let this proposal go through? The increased traffic will also destroy the peace and quiet environment of the neighborhood. It is actually a response to material I have received from the Fairway Estates Property Owners Association in- dicating that they had unanimous support opposing the proposed Pace Devel- opment to the east of Fairway Estates. First let me assure you that there is not any unanimous opinions by 4110 the residents of Fairway Estates either for or against this project. I have received several telephone calls and personal contacts by residents of Fairway Estates who support the Pace project because of the employment that it would bring to the area both during construction, and more perma- nently in the operation of the facility after construction. I have also been chided by friends about the stand the residents of Fairway Estates were quoted by the newspapers as taking on the Pace proposal, probably because of me having been the developer of Fairway Estates. I certainly always expected that someday the land joining Fairway Estates on the east would develop. In fact, the county planners anticipated that twenty-seven years ago when they required an easement for Palmer Drive to extend into the area to the east. This, however, brings up a point which I do not believe was ever an- ticipated in our original planning. I don't think anyone ever thought that this area would become commercial when developed.. For this reason, I would hope that another satisfactory means of ingress and egress could be found in the development of the Pace property so that traffic would not come through Fairway Estates, because I do not feel our streets were designed for this kind of traffic. Other than that I thoroughly support the project. Some may argue about the location, the size or the need for the pro- ject. Dear Mr. Winokur: We are writing to express our concerns about trends i.n commercial development in south ;Fort Collins, especially in the general area of College Avenue and Harmony Road. We have lived in Fairway Estates for more than twenty years and would like to see this area, as indeed all of the city, developed in a manner that we all can be proud of. A pressing current concern is the PACE (Harmony Market) IS development near Harmony and Lemay. We realize that he proposal for this revelopment has not yet been fully analyzed by city staff or received the recommendation of the Planning . and Zoning Board. We hope that, if and when the Council is asked to consider this development, you will consider carefully whether the large, warehouse type retail outlets proposed are compatible with the attractive residential areas that nearly surround the. proposed Harmony Market. In our opinion, a. development of this type would be completely inappropriate in this location, in terms of its visual impact and in terms of increased traffic in an already overloaded area , with resulting air quality deterioration. We are especially incensed about the type of development proposed for Harmony Market. because less than two years ago a master plan was proposed for this area that indicated "Business Services" uses for the approx. 48 acres in question, with Medical offices, retail shops,_ restaurants, hotels, etc, illustrated as typical uses. How is it that the city can even accept a proposal for a Regional Center in such an area, when a more compatible type of development has so recently been approved. (We are also dismayed to see a city employee, Director of Planning Tom Peterson, quoted in the Febr. 17 Coloradoan as saying of the. PACE application, "The • new site is a good place for the store it' s a good choice; 41 it' s a logical choice. " Could not city employees wait until 410 • all aspects are studied and resident' s opinions sought, befnre giving this kind of moral encouragement to developers?) More generally, we are concerned about the general trend in the south ' end of Fort Collins toward strip commercial development. . This tendency has been carried much too far along College Ave, from Prospect to Trilby Court. Harmony Road, we understand, is seen by the city as a principal "gateway" . We hope, in your position of responsibility, you will do whatever is necessary to direct development so that it remains a gateway of which all Fort Collins citizens can be proud. There is much good now, Hewlett Packard, the Oak. Ridge commercial area, and several well executed residencial developments. Future development will come, but it can surely be regulated so that it builds positively on what now exists. We hope also that the city will stick with master• development plans as they exist or may be created in the future. The Harmony Market proposal is the third site applied for by PACE in south Fort Collins. This process of planning by developers, study and possible opposition by residents leads to much inefficiency and wasted effort by both parties if the proposal is not approved, and to ill will if the development is allowed to proceed. It seems to us that if the city held more ridgi.dly to existing development plans, such inefficiency could he prevented. Collins, CO. 80521 U • Dear Mr. Shepard: I 'm writing in regard to the proposed Harmony Market P.U.D. I was in attendance at the input meeting at the Evangelical Church this past Wednesday, and I commend you for your handling Of this not-always-calm meeting. There are some issues present which I feel were not adequately addressed or resolved at the meeting. These are issues for which there, unfortunately, are no easy answers, other than the. relocation of this project much further to the east. • Potential major traffic problems exist, relating to changes in both the volume of traffic and the nature of the traffic. At one point it was indicated that the bulk of the traffic • would follow the traditional College-to-Harmony route. With the concerns about this already being a somewhat lethal corner, the Boardwalk route was also indicated. Conversion of Boardwalk to a major commercial route, or College Ave. bypass, would, in my opinion, be a tragic mistake for a number of reasons. First, this area has a number of pre • - schools and residences, along with playground areas, hence the danger and nuisance factors. Second, additional traffic lights would invariably result as flow problems developed. I really feel that Ft. Collins has traffic lights in awkward places already (eg. Drake Road at McClelland, Redwing, and Meadowlark, Harmony Road at Mason, etc. ) . A situation where we have lights every hundred yards or so would be intolerable. The nature of the traffic attendant to stores such as Pace and Cub Foods would be substantially different from that which would be generated by the existing zoning. Twenty or more diesels daily coming up Harmony Road, with the gearing down for the hills, startups from the stoplights, etc. will most certainly add badly to our pollution problems. Perhaps the particulates that diesel smoke generates are not as harmful as carbon monoxide in certain respects, but it is still an extremely disagreeable substance. At the .meeting it was admitted that there was no study of air quality impact on the local area by this project. 410 The slowdown of traffic along Harmony, when stuck behind diesels coming uphill and stopping for signals would be a major league nuisance, particularly at a time when this is becoming the major off—ramp into our city. The timing of truck deliveries to a Pace store is, I suppose, uncertain. Deliveries to a market such as Cub Foods however, is traditionally a nighttime occurrence. In addition to the predictable truck sound problems, nighttime loading would be extemely noisy, NOT READILY BUFFERED, and definitely not suited to a residential area. There are many more concerns about a potential project like this in the location which is being proposed, as I 'm sure you are becoming quite aware. There was a very valid suggestion that perhaps the usual review procedures (and time frame) were not adequate when dealing with a project of this scope. I feel that the planning staff is doing all it can to gather all pertinent information, yet there were still several studies which apparently hadn 't been done. I realize that this was just three weeks into the review process, but I question that four more would enable valuable studies (ie air quality .impact) to be completed. The developer seems to be the one in a major hurry. I submit that he is not the one to be most affected by this project. Again, I feel that this entire project would serve the community much better if it were located much further to the east. Thank you for your time, effort, and consideration. The following is a list of changes that are being made as a direct result of your positive comments which were obtained at the past two open Homeowners Meetings and again on Thursday night. * The eighty foot buffer along Harmony Road between the northern end of the Pace site and Harmony Road will be landscaped and not left as farm land. * The landscaping on the south side of the Pace store will include berming and screening/fencing to reduce headlight glare. * The lighting pattern on the parking lot will be lowered in profile. Fifteen foot poles will be used on the perime- ter of the Center and around all proposed pads. Thirty foot poles will be used on the interior of the center where parking density is greater. * Screening will occur on the Pace loading dock. Such screening will occur to the east of the dock and will be III compatible with the building in size and material. 411 410 March 27, 1989 Page Two * Trees around the perimeter of the Pace building will be increased to three inch caliper versus the proposed two inch caliper. Other items which are currently under review and consideration which have been suggested by Homeowners are: * Oak Ridge being extended to connect between Boardwalk and Lemay. * Restricting the ievelopment use of the buffer parcel to the east of Fairway Estates and west of Boardwalk. •This parcel is presently Master Planned as patio homes. * An air pollution study has been commissioned by Balloffet & Assoc. Inc. and Dr. William Marlatt, a noted air quality expert with CSU, and results of such study will be made available within two weeks. * The size and scope. of the detention ponds and the entire storm drainage of the site is being furthe_ evaluated and engineered to ensure the Homeowners that this issue will be mitigated to the best possible solution. * Signage for entry ways and building identification is presently being designed and will be proposed at the next Homeowners Meeting. * Additional berming (raising the berm up against the building) is being considered on the south side of the building. * The third revisions of the elevations were presented us- ing a brick band at the base of the building and brick porticos at the entrance, and on the west and south side. These porticos are an enhancing element and will be retained as architectural treatment. Increasing the size of the brick band at the base is also being considered. Burkett : As a resident of the city of Fort Collins for twenty years and a current resident of Fairway Estates, I am writing this letter to voice my concerns over the handling of the entire planning and zoning process to date concerning the Pace Warehouse/Harmony Market Shopping Center. After remaining open minded and objective about the planning. process and feeling a certain sense of security in the manage- ment of our "choice city" , I must now say that I believe the system is seriously flawed. If the Land Development Guidance System was adhered to like it was intended , it would work to protect all of the neighborhoods which have recently been impacted by the uncontrolled strip style of development this city is experiencing . I was told in November of 1987 byDebbie ebbie Debauce, then City Planner, that the parcel of land next to my property would never be anything but single family dwellings. I have since learned that it can be anything the owner and developer can imagine . As long as the economic growth issue is all-out development at any cost to the citizens of this area , anything is possible . There is no security or sense of well being in this system. It defies all of the logical rules we as a society have established . The average citizen has no idea that we no longer have a conventional system of zoning. My specific concerns over this proposal which have not been addressed (and it appears may never be answered) are as follows: 1 . Why has Mr. Peterson set the agenda for the April 24th P&Z hearing for the plat amendment to the Master Plan, the preliminary approval of the proposal , and the final approval all in one night on the second largest retail • commercial development in Fort Collins history? The potential answers to this question are disturbing , at best . 2 . Why has Mr . Herzig , City Traffic Engineer , written a memo to the Colorado Division of Highways asking for an immediate response on the request for access, requesting a four day turn around on what is normally a six week process? Page 2 3 . Why did Mr . Joe Frank state in the Coloradoan two weeks before the Harmony location was announced that it was the perfect location for this development , prior to any input from his own planning staff as to the development 's potential impact ? 4. Why are there discrepancies in the two different traffic reports prepared for Pace , one stating 2 , 100 cars/day and the other stating 5,000/day? 5. Is the issue of asking Pace to build out of brick to make the warehouse more compatible with the surrounding residential areas too much to ask when the stores in Denver are brick? 6. What is the possible impact to the Downtown area of Fort Collins, which is financed by a shakey system of publicly backed bonds, when we move this giant develop- ment further from the center of Fort Collins? 4110 7 . V. t political pressure has been applied to the planning system to speed this process up before Pace gets frustrated with our concerns and takes their jobs and sales tax revenues home to Denver? My concern with the solutions to the traffic study is one. I do not feel that enough .concern was given to Lemay, north .of Harmony and south of Horsetooth. For members (adults and children) of the &Olden Meadows residentual community, . it has become difficult, if not hazardous to cross Lemay on foot to get to Uarren Park. Last :year 4111- while trying to cross the street to visit the park I was approached by a speeding car, honked at, and forced to stop. At the time I was pushing a buggy with my two toddler children inside. It is more common than. not for cars to exceed the speed of 3Smph which is posted. I would like to recommend that the corner of Lemay and Ticonderoga be evaluated and warrented a stop sign and a clearly narked crosswalk so there could be a SAFE place for children and adults to cross. Uith projected increase traffic I can only assume that the situation will get worse. Thank you for your attention to my concern and proposed resolution. I am also aware of the city's phil- osophy to integrate business and public services into residen- tial neighborhoods and I support this concept. However, I am not convinced that this particular project is compatible with this neighborhood. The current development proposal is significantly different from my expectations of the zoned "retail center" which was previously suggested as I had en- visioned another Scotch Pines-type complex. Patrons of this proposed type of quantity purchasing development will come primarily from outside of the neighborhood. The surrounding neighbors will not find "convenience" stores here nor use these services on a regular basis, yet they will have to con- tend with the annoyances (traffic, pollution, noise, etc. ) generated by these "regional" customers. Let 's please not be a pioneer in the field of sprucing up huge discount warehouses by placing them in nice neighborhoods. Neighborhood retail services, yes. Regional discount ware- houses, NO! I an not opposed to the development, but as seen at the March 22nd homeowners meeting, many people were just introduced to the magnitude of the project and the projects implications in the neighborhood. The people would like to feel as if they are being listened to, and I therefore request that 1111 the final approval be held at another time. Some observations which support this proposal are: the traffic study was openly debated for the first tine, and therefore net with great opposition; however, the issues of aesthetics were discussed for the second time and were not attacked as had been in the past. I believe there are a number of people who oppose this project, but that there are also a number of people who support it as well. Box 580 Fort Collins, Colorado 80525 Dear Tom: • I am writing to express my support and enthusiasm for the proposed PACE MEMBERSHIP WAREHOUSE on the SW corner of Harmony Road and Lemay Avenue. I am a member of PACE and am well acquainted with the company and its operation:. I find its merchandise to be of exceptional value and quality and their facilities are superb with regard to cleanliness and service. As a strong supporter of Fort Collins, I often feel guilty for shopping at PACE in the Denver Metro Area. My budget, however, usually prevails. Not only do I find substantially lower prices for merchandise at PACE, but I regularly purchase much cheaper gasoline in Denver and, frequently, have a meal or two down there as well. • 4111 This results in: • (1) an unnecessary 140 mile round trip each week which pollutes the Front-range air. (2) a meal for two or three people while in the Denver area which otherwise might have been consumed in Fort Collins. (3) An average of -$150-200 per week spent on merchandise with the taxes being paid to Arvada, Aurora or Englewood depending • on which PACE store I patronize. A PACE store in Fort Collins would certainly do a lot to eliminate the tax drain to the Denver area and reduce unnecessary driving. I personally know a number of Fort Collins and Loveland residents that do the same as I. I would like to see that business stay in Fort Collins. • In addition, we certainly can use 150 more jobs at an hourly wage which I know to be higher than Wal-Mart, for example. Over the years, I have become acquainted with some of the PACE employees. I .find them to be well-satisfied and exceptional in their attitude and demeanor. Perhaps, this is a reflection of the higher pay and style of management at PACE. The construction employment for PACE and other stores in the proposed shopping center would also do much to bolster our local labor market. ® S - 1110 Mr. Tom Peterson March 22, 1989 Page Two I am pleased with the proposed location of the new shopping center in which PACE would be located. Few companies are bold enough to even consider a location off College Avenue. While 'I supported the PACE store at the South College location, I think the new location is superior'and may well demonstrate to others that there is life on other than College Avenue. I am convinced PACE will be a fine asset to our community. I believe that PACE has expressed a strong willingness to accept our community standards and land use guidelines and to mitigate any potential problems.. I urge you to expedite the approval of their project so they may soon be a neighbor in Fort Collins. The area which is involved lies between a fine residential area on the east and another on the west, and is logically suited only for private individual residences, should these be needed. Ugly commercial constructions and the businesses they accommodate should be located where they will not result in neighborhood deterioration through pollution of the area, or at least where such inevitable pollution will be least harmful. The proposed businesses could thrive equally well in an area already devoted to or deteriorated by commercial development. The Fort Collins area must above all be kept attractive to its residents and future residents, and uncontrolled or poorly planned commercial use of its land can ruin any residential area in a hurry. mak This is my eleventh year at my present residence in Fairway Estates, a beautiful area which is already hemmed in by commercial development along College Avenue. Before coming here, I lived and worked in the Phoenix area of Arizona, where I witnessed the rapid deterioration of an originally highly desirable area because of lack of planning or lack of enforcement of planning. I understand that this is happening all over the country, but that is no excuse for not making as strong an effort as possible to avoid this happening here. I have no objection to providing places for markets and places for employment, and as the city inevitably grows, such necessities must be expanded, as I am sure you appreciate better than anyone. However, there is no reason to abandon wisdom in the choice of appropriate locations. I therefore encourage you as strongly as I can to prevent the proposed destruction of residential values. Please consider very seriously the desirability of avoiding use of this land for anything but single family residences, to preserve a pleasant and attractive continuum instead of allowing an ugly cancer to grow in the middle of it. Representatives of seven clusters comprised of The Landings, South Ridge/Fairway 5, The Mallards, Fossil Creek, Fairway Estates, and Golden Meadows met to exchange ideas and concerns regarding the impact of the proposed regional and community service center. These associations represent over 1,000 residential households. Due to the proximity of these residential areas to the second largest retail development in Ft. Collins, a common and unanimous statement has been formulated outlining our concerns. Harmony Market 1st Filing _Final P.U.D (Pace Membership Warehouse) 4110 Seven major concerns pertaining to the initial Pace Membership Warehouse focus on traffic and compatibility. Traffic Concern 1. Oak Ridge should be extended from Boardwalk to intersect with Lemay. Rationale Initially, the Pace store will generate 8200 trips per week. In the current plan, the only entrance to Pace will be off the Boardwalk extension. The concentration and impact on Boardwalk and Harmony can be distributed by providing an alternate access point from Lemay and. Oak Ridge. Since the Oak Ridge extension is planned for the overall development, . its completion of the extension in the first phase will not be an added expense for the project. In addition, Oak Ridge access would provide alternate access for emergency vehicles. Compatibility Concerns 2 . The exterior of the Pace store should be brick. Rationale 1 • 411 First, The two Pace stores in Denver are brick. Second, Harmony Road is the gateway into Ft. Collins. The architecture along the road from east to west strongly supports an upscale exterior presentation. The HP plant, Charter Hospital, Grainger, Oak Ridge Business Park, Courtney Park, and the Fire Station are all examples of brick, rock, or masonry exteriors. Third, a brick Pace store is more compatible wit-- the surrounding area than painted, tilt up concrete. The architecture adjacent to and surrounding the development includes two churches (brick, rock and wood) , 7- Eleven (brick) , Oak Ridge Business Park (brick and glass) , Courtney Park (brick and wood) , and The Landings (brick and wood) . Last, a brick Pace store is an important precedence for the architecture of future buildings in the project.. 3. The buffer along Harmony Road in front of Pace should contain trees, berms and grass, and it should be increased in size proportional to the magnitude of the project. Rationale The Pace project will not extend to Harmony. As a result, the area north of the parking lot to Harmony lacks planned landscaping, the landscaped buffer included in the overall development project will provide aesthetics when traveling past the Pace store. 4. The landscaping on the south side of the Pace store should include high berms and/or fencing to reduce the glare of semi-trucks. Rationale Parcels 1-G and 1-H in the Oak/Cottonwood Master Plan are planned patio and single family homes and are adjacent to Pace. Oak Ridge residents are located to the east, and Fairway Estates residents are located to the west. Natural filtering with high berms will lower the impact of glare from semi-truck traffic as well as the visual impact of trucks parked in the loading zone. 5. The lighting pattern for the parking lot should be lowered in profile and increased in density, if necessary. Rationale S 2 • ® 4 410 Pace and Harmony Market will be the second largest retail development in Ft. Collins, and 2100 park spaces will generate a tremendous amount of light. Unlike Foothills, Pace is surrounding by residential areas. Lighting in the parking lot will directly impact all residents, especially The Landings whose residents will have the light in their windows. 6. A fence should be placed on the north and east border of the loading zone. Rationale Pace will generate 15 semi-truck deliveries per day. Arriving, departing, and parked trucks will be visible from Harmony. Along College, similar deliveries at Ft. Collins' Wal-Mart and Target are not visible. 7. Trees around the perimeter of the Pace building should be at least 3" in diameter. The landscaping should also include more trees and shrubs with a balanced presentation for winter and summer. • Rationale Up grading Pace building will be 40' high. pg grading g adjacent trees will improve the aesthetics of a high profile building. Since Pace is in the middle of a field, landscaping should be increased to enhance the aesthetics of the development and blend in with residential neighborhoods. In addition, a balance of evergreens is needed to maintain a favorable winter appearance. Harmony Market Preliminary P.O.D. There are three major concerns pertaining to the Harmony Market Preliminary P.U.D. These concerns include buffer, upscale restrictions, and restricted pad use. 1. The buffer around Harmony Market should be increased. Rationale Harmony Market is a regional service center. Yet, the planned buffer is applied to developments of a smaller scale. The buffer should be proportional to a development of regional magnitude. 3 s 2. The undeveloped portion of the parcel p 1 should contain 410 restrictions prohibiting larger scale commercial development. Rationale Harmony Market is a significant increase in size and intensity for the parcel, as defined by its zoning and land use definition in the Oak/Cottonwood Master Plan. Further development of the parcel should not permit additional upscaling of Harmony Market's magnitude. 3. The retail pads should be restricted to professional offices, retail shops, restaurants excluding fast foods, and support retail. Rationale Harmony Road should not become the next College Avenue. If a regional service center, such as Harmony Market, is going to be located in the middle of a residential community, then it should be compatible with its surroundings and aesthetically4110 pleasant. Homeowners will be living with Harmony Market every day of the year. The ten points outlined in this letter are legitimate concerns and their solutions are not unreasonable or detrimental to project. Moreover, they are based upon the design and buffering objectives set forth in the City's Land Development Guidance System. Unfortunately, homeowner interest in the project has taken on the appearance of opposition to business and growth. This is not the case. Nonetheless, Harmony Market will significantly impact adjacent residential areas and the enclosed recommendations will serve to minimize its impact as a regional and community service center. Fort Collins, Co. 80521 Dear Mr. Shepard, I live near the proposed Harmony Market shopping center and, after hearing the developer's plans at the March 2nd public meeting and talking to neighbors, I have some concerns about the project. I wish to state my 4. personal opinion in this letter; I am also Vice President of the Landings Home Owners Association and you will be hearing our common concerns shortly. My first concern is the scale of the project. Harmony Market is to be a 52 acre regional shopping center. This is not compatible with present surrounding developed land and the zoning of its parcel or the neighboring undeveloped parcels. I applaud trying to move retail development off of College Av. and acknowledge that Harmony Rd. is one of the few other streets that can handle major development. When I built my house 3 1/2 years ago I fully expected to see more retail and commercial development along Harmony Rd. and I was releived to see quality developments like Oak Ridge business park, Golden Meadows industrial park, and Charter Hospital all of which fit in well with neighboring residential areas. I would welcome a smaller scale neighborhood shopping center such a Scotch Pines or Drake Crossing on this site but all one has to do is look at the plat or drive Harmony Rd. from Boardwalk to Lemay to see that Harmony Market is way out of proportion to its surroundings. 40 One of the consequences of the scale of this project will be traffic around my neighborhood. The two major entrances to this project are to be Boardwalk Dr. and Lemay Av. which happen to be the only outlets for the south part of the Landings. Boardwalk is a collector that is not designed to handle much more traffic than it already handles. Not only will the ® S ' proposed shopping center add traffic but signalizing its intersection with Harmony will make it an even more convenient bypass of the messy Harmony/College intersection. Everyone from north of Horsetooth and west of College will take Boardwalk to Harmony Market, yet it has only two lanes, borders a popular neighborhood park, and is a bike route. Some of this traffic will also turn off onto Landings Dr, a neighborhood street. Imagine the hazards we will have when unrelenting 40mph traffic is trying to get by the long line of cars parked along Landicis Park for the frequent soccer and softball games. Imagine me trying to turn into Whalers Way. Boardwalk will in fact become an arterial which is not how city plans have ever portrayed it, and that may be illegal. Lemay has greater capacity but things will probably jam up on the leg it shares with Horsetooth. Furthermore, it is the major outlet for. Golden Meadows and many children from there like to walk or ride their bikes along Lemay to Warren park which poses safety problems. The right answer is to move a center of this magnitude away from our residential • and light commercial area to a place east of the U.P. railroad or Timberline Av. where there is better access to arterial roads (125 and Timberline) and where more commercial developments are likely to take place. Harmony Market is supposed to be a regional destination draw so being out of the heavilly developed part ut the city shouldn't be a problem for the owners. I am also concerned about the appearance of Harmony Market. Its three major tenents will be enormous warehouse-like buildings of simple architecture and exterior finish. Pace wants their building to be painted concrete and Cub's win be block. This will be in sharp contrast to the varied architecure, incorporating brick and glass and extensive landscaping, of Oak Ridge business park, Evangelical Covenant Church, Health Care International and the custom houses of Fairway Estates, The Landings, and Oak Ridge. If the developers persist in locating on this incorrect site I will have to insist_on them making the following changes: 1. Not extending Boardwalk Dr. across Harmony Rd. 2. Facing the buildings in brick as Pace has done with its Denver area stores. 3. Setting the whole shopping center back more than the present 80 feet by an amount more proportional to it.s size as was done with the • Hewlett-Packard plant. 4. Placing berms on all sides to soften the view from Harmony Rd. and to screen off truck headlights in loading areas from neighbors. 5. Landscaping the Pace site right up to Harmony so that the center looks finished at every stage in its development. 6: More extensive landscaping for the whole project. 7. Assurances that the zoning of neighboring parcels won't be changed to propagate this lower quality development closer to residential areas. I also wonder if the correct procedure is being followed in approving this project. Considering the size of the project, it would seem that more citizens should have been notified, not just those within 500 ft. It also seems that there should be a separate hearing for ammending the land use plan for the area since the developer is requesting a zoning change. Finally, I am alarmed at the speed with which this is being pushed through with preliminary and final approval being asked for at the same meeting 4111 while the project has expanded from a single Pace store to a regional shopping center. THE PRCE DEUELOPEP IS OUT OF STEP. When considering development projects, our city must decide if the 4111 projects contribute positively to the community. Attracting new businesses is important. It keeps our economy growing, brings jobs and forces other local businesses .to stay competitive. Development opportunities such as the Pace project are important for our city. Fort Collins remains a nice place to live because the citizens and local government strive to maintain quality while coexisting with businesses. Quality is a cornerstone of our award winning mixed-use development policy. Earlier Colorado Pace developments also maintain high quality with brick exteriors, burmed landscaping and concealed loading areas. Unfortunately, the proposal from Tony Fiest, the project's developer, does not meet Fort Collins" construction quality standards. Tilt-up concrete construction near residential areas is unacceptable. The quality expected in Fort Collins, established by Drake Crossing, Scotch Pines, and Oakrid9e Business Park, is conspicuously missing from Feist 's proposal. R simple comparison of photos of a Colorado Pace store with a Colorado Cub Foods store makes the problem obvious; Pace is lowering its standards . But the developer profits handsomely from his Cub Foods franchise if the project is constructed using low construction standards. His personal financial motivation must be driving the project. Feist claims that adding brick would ruin his schedule, but estimates call for only a 15 day delay in the project if it is changed to an all brick exterior. He wants to maintain the. Cub Foods cheap image. Feist has offended many local residents with hard-line tactics. Gateway: By encouraging a warehouse PUD, are we putting at risk the opportunity to have a principal entry to Fort Collins which can rival .Inverness Drive in Englewood rather than 120th Street or 104th Street in Northglenn? Again, unlike development to date, this project will encourage a lot of stop and go-traffic.. At this time, Harmony functions as an efficient, high-speed gateway to the City. Can this be maintained if so heavy a concentration of warehouses and small service providers is located between Lenny and Boardwalk? 3. Master Plan for Harmony: Do we have a master plan for Harmony Road? Should one be worked out before anything beyond the Pace Warehouse • is given serious consideration? • 4. Effects of warehouse concentration: What are the effects of combining so many semi-industrial warehouses in one location? What4111 has the experience been elsewhere? Upon what are we basing our decisions at the moment? Might it be better to limit PUD'S to one warehouse, especially along .Harmony? 5. Impact on the Food Distribution System. What are the likely effec':s on our existing food distribution system, especially on locally owned stores like Toddy's and Steele's? Given that the city should not interfere in market decisions, should we go out of our way to • encourage excess capacity in this sector of the economy? Some think the planning department made a serious mistake in encouraging the proliferation of convenience food outlets to the serious detriment of what. are and should be our food distribution mainstays. 6. Benefits: What are the predictable costs of not approving this proposal in terms of jobs, net tax revenues, and economic development? Has the planning department prepared a detailed analysis of benefits and costs? Of the kinds of jobs created, both primary and secondary? 7. Pollution: What are the likely effects of this project on air pollution in the southeast part of the city, especially in terms of adding to problems with carbon monoxide and particulates? 8. I 25 and Harmony: Should developments along Harmony contribute. to the major improvements seriously needed at the I-25 / Harmony Road interchange:' Can that junction handle anticipated traffic without a major upgrading (e.g. , design and construction of a clover-leaf intersection ( it promises to be the major entry to Fort Collins) , or at the very least, replacement of the current bridge with a four or six-lane span? Have the County and the State Highway Department issued reports on the impAc't of present and future development on the I-25 / Harmony Road interchange? If they aren't represented at this meeting, might it not be a good idea to schedule Such a meeting? Should we proceed with a project designed to serve northern Colorado, western Nebraska, and southern Wyoming without knowing what state and county will commit themselves to do in the way of improving the Harmony Road interchange? The volume of traffic to three warehouses is a serious concern, especially if the commercial pads are developed into high volume service providers (Taco Bell, Jet Lube, etc. ) . Is the developer willing to set a cap to the quantity of traffic to alleviate this concern, a cap which might prevent the installation of, say, Cub Foods? 10. Impact on property value: What are the likely effects of the development on Surrounding property values, commercial, 4111 professional, and private? 1l. Architectural design: twc concerns: Excellence of design and appearance: Is tilted concrete design the kind of precedent the developer or the City desire for Harmony Road? Shouldn't this be a project which matches the excellent precedents established by Hewlett-Packard's structures? Height of the structures: A massive, windowless, concrete block structure forty feet high is likely to be visually intrusive for the whole area. In other scenic areas (e.g. , Southampton, NY) this kind of impact has been alleviated by depressing the main floor twenty feet or so. Greens community, and I know that our neighborhood would be somewhat impacted by the presence of a shopping center of this size close to our housing development. I do not want the city to become a "no growth" area, and I think that a center of this nature could be a very positive sign for future city growth. I believe from what I have heard from speaking with others that the concern at this time is for the attractiveness of the development and how it will blend with the surrounding community. 410 I would be for this deveopment if some positive responses are made to some of my personal concerns that follow: * Will the traffir; at Harmony and LeMay be properly handled? * Will the safety of bicyclers on LeMay between Harmony and Horsetooth be jeopardized? * Will the development be esthetically pleasing? The berms that are a part of the current H-P plant are pleasing because we do not see a large parking lot full of cars from Harmony Road. * Will landscaping be done as the project is completed, or will it wait until all of the project is completed to be done? * What is the projected time table for the development to be fully completed? * Will the city strictly enforce the rest of the zoning that is already approved for the surrounding neighborhood? Ex. - Will the parcel zoned. for 1-C, Office Park, Major Medical to the south of this project not be used for further warehouse type development?
